According to Hindustan Times, the Government has cleared a plan to deploy more troops, choppers and drones to revamp the nationally-coordinated offensive against Communist Party of India-Maoist (CPI-Maoist) violence launched in 2009. The Ministry of Home Affairs (MHA) has sent a note to the Cabinet Committee on Security in this regard. A panel headed by cabinet secretary AK Seth has already cleared a plan to assign 14 Indian Air Force choppers - recalled recently from United Nations peacekeeping operations - to anti-Maoist operations. The Government has also given the go-ahead to increase the number of surveillance drones and make them more effective. To accomplish this, the unmanned aerial vehicle base will be shifted from Begumpet in Hyderabad to Bhilai, a town in Chhattisgarh. As many as 8,000 Security Force personnel will also join the 80,000 central Police officers already deployed against Maoists. The MHA also wanted to deploy helicopter gunships for surgical airstrikes as well as 30,000 personnel of the Army's anti-insurgency force, Rashtriya Rifles, but the Defence ministry turned it down.

Police said around 25 to 30 armed Maoists barged into the unit after 9 pm and hurled at least two crude bombs. As the panicked staff fled, they destroyed the liquor and torched the premises. A two-storey building used as a panchayat (village level local self-Government institution) office was blown up by cadres of the Communist Party of India-Maoist (CPI-Maoist) in the night of April 2 at Seeram village in Lohardagga District of Jharkhand, reports The Hindu. Police said three Improvised Explosive Devices (IEDs) were used for the blast. “CPI (Maoists) may have done this as a reaction to the killing of Maoists by the Tritiya Prastuti Committee (TPC) in Chatra last week. Or they may have targeted this building because a janta durbar [public meeting] was held by my office and the Collector’s office in this building a few days ago to respond to people’s concerns regarding public schemes and Maoists are opposed to this,” said Lohardagga Superintendent of Police Jitendra Kumar Singh.

Alleging that he was a Police informer, Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a tribal Sarpanch (head of Panchayat, village level local self-Government institution), Bhagaban Kirsani (38), in Malkangiri District in the night of April 2, reports The Hindu. His bullet ridden body was located on the outskirts of Kurmanur village under Kalimela Police Station limits the morning. Kirsani happened to be the Sarpanch of Kurmanur Panchayat of Kalimela block. According to sources, Paplur Dalam (squad) of the Andhra-Orissa Border Special Zonal Committee (AOBSZC) of the CPI-Maoist claimed responsibility for the murder through a handwritten poster left near the body.

In Bokaro, Police arrested a Maoist and recovered explosives from him on Budgadda-Pek road of Upperghat area in Nawadih. Mangla Manjhi alias Mangra was the fourth rebel picked up in the past 48 hours. Mangla is a fresh recruit in the red outfit and was going to hand over the explosives to other cadres. Five kilograms of explosives and 10 pieces of detonators were seized from Mangla which he was carrying in a bag.

Intending to equip States before launching a fight to finish war against the Communist Party of India-Maoist (CPI-Maoist), the Union Cabinet on April 2 gave its approval to the Union Home Ministry's plan to raise anti-Naxal [Left Wing Extremist (LWE)] special forces in Bihar, Jharkhand, Odisha and Chhattisgarh on the lines of Greyhounds of Andhra Pradesh and sanctioned additional fund for the purpose, reports The Times of India. The specialized forces, capable of hot pursuit across the inter-state borders, will be set up with personnel fully trained in guerilla warfare and required infrastructure within six months. The fund, to the tune of Rs 280 crore, will be disbursed to these four states by the Union Home Ministry under its ongoing Scheme for Special Infrastructure (SSI). Part of the sum will also be used to upgrade infrastructure of Andhra Pradesh Police and its Greyhounds force.

Dibakar used to a 9 mm pistol while in the CPI-Maoist fold. He was in the violent organisation since past four years. He was an active member of the Bansadhara Division of the CPI-Maoist, which is now being led by Nikhil. After surrender, Dibakar revealed the recent efforts of Maoists to recruit gullible minor girls from remote areas. This recruitment drive was on as the Bansadhara Division was planning for some major violence, he said. Maoists were using terror tactics to recruit and provide weapon training to these minor girls. These children were not allowed to return back to their homes, he said. He alleged that several of these girls were facing sexual exploitation at the hands of naxalite cadres from Chhattisgarh, who are now part of Maoist organisation in Odisha.

Police sources said the Maoists triggered a blast about a kilometre from the Police Station and later opened indiscriminate fire at the Police Station, forcing the Security Force (SFs) personnel to retaliate. It is suspected that the Maoists were planning to attack a helicopter, which is being used by the SFs in the area. Both the SFs and the Maoists fired gun shots for some time and later Maoists retreated into the forests. Kanta was active Narayanpatna-based Chasi Mulia Adivasi Sangh (CMAS), a Maoist front organisation, and involved in extremist activities for the last 12 years, BSF officials said. The ‘commander’ later helped a BSF team to retrieve a 12 bore Single Barrel Breach of Loaded (SBBL) gun along with two grenades, they said. Kanta was the commander of "Ghenua Bahini", the armed wing of CMAS, and figured in the most wanted list for his involvement in various Maoist activities. The five cadres who surrendered along with Kanta have been identified as Jiana Meleka, Ganga Meleka, Kapilash Kando, Gurunath Khara and Surendra Khara.

Two villagers were also reported to have been shot dead but the Government officials did not confirm this. “This attack took the police by surprise. The group of Maoists led by Arvind ji has split into smaller groups and we believe this attack was carried out by one such group,” said Jharkhand Director General of Police Rajeev Kumar who has left Ranchi for Gumla. “Three personnel of the Sixth Battalion of JAP died on the spot, and two succumbed to injuries after they were airlifted to Apollo Hospital in Ranchi. The Maoists opened fire at the police and snatched three INSAS rifles,” said Jharkhand police spokesperson DIG Richard Lakda. Havaldaar Bhola Singh, constables Ram Narayan Ram, Chhote Lal Murmu, and Dilip Bediya, besides ASI Gopal Singh died in the incident, he added.

Gadchiroli Police recovered five bodies of Naxals who were shot dead in an encounter near Bhatpar village on the Maharashtra–Chhattisgarh border in Bhamragad division of Gadchiroli District on April 4. Earlier, it was reported that four bodies were recovered. “The number of Naxals killed is much more but we recovered only five bodies so far,” Gadchiroli Superintendent of Police (SP) Mohd. Suvej Huque told The Hindu. “We saw four Naxals escaping; one had a bullet injury on his shoulder .Our search operations are on, so we may get his body tomorrow. Two people jumped in the river so we may get their bodies as well. We can say the number may be around eight,” said Mr. Huque. Police have identified three out of the five dead Naxals as Rita (25), the ‘deputy commander’ of Bhamaragad Platoon No.7, Sarita alias Jyoti (20) and Gummanna alias Chalasu Gawade (22). The Buniyadi Communist Training School (BCTS), a brainchild of CPI-Maoist ‘general secretary’ Muppalla Lakshmana Rao alias Ganapathy, has been churning out professionally-trained Communists since 2009 with basic military skills and knowledge of Hindi, social studies, mathematics and science. Each tribal cadre undergoing the six-month course at BCTS, which operates in Dandakaranya only, with the actual venue changing with every batch, is taught military intelligence and action team subjects, a surrendered courier for the CPI-Maoist central committee recently told the Chhattisgarh Police. Dandakaranya Special Zonal Committee (DKSZC) member K Ramachandra Reddy alias Raju is in charge of the school and key Maoist leaders like Takalapalli Vasudeva Rao alias Ashanna are training Maoist cadres between 14 to 21 years in military intelligence and action team missions such as assassination of legislators and senior Police officers.The BCTS which trains 30 to 35 students in each batch, has trained four batches so far. The fifth batch is reportedly undergoing training in Dharba area. The cadres trained in the school are assigned important duties, mostly in works related to the CPI-Maoist central committee. The motive behind the decision to form BCTS - taken at a 2009 DKSZC meeting attended by CC members Ganapathy, Katakam Sudarshan alias Anand and Tippiri Tirupati alias Devuji - was to overcome the acute leadership problem being faced by the CPI-Maoist. The surrendered central committee courier, who is barely 19 and hails from a poor Gond family in the Abujhmaad area of Chhattisgarh, has revealed that the Takalapally Vasudev Rao alias Ashanna heads both the Dandakaranya action team as well as military intelligence (MI).

The damage was not much as the track had a 10 mm gap. One sleeper and 10 Pandrol clips were damaged. In view of the bandh, all drivers and guards were asked to be alert and move at a speed not more than 65 kmph. Superintendent of Police (SP), Manoj Kaushik said that Bhuiyan reached Hazaribag Court along with his son Kuldeep following a court summon in connection with a case. As Bhuiyan was thirsty, Kuldeep went to bring water and asked him to wait. But when he returned he found his father missing. When all efforts to locate Bhuiyan failed, Kuldeep lodged a complaint with Hazaribag Sadar City Police Station saying his father was kidnapped from the court premises. Bihar Government proposed, on April 11, to set up 242 armed fighting companies of Police to deal with rioting, Communist Party of India-Maoist (CPI-Maoist) violence and organised crime in the State, reports Zee News. Director General of Police (DGP) Abhayanand said the decision was taken by Chief Minister Nitish Kumar at a high-level review meeting of the Home Department. Among the proposed 242 armed fighting companies, 44 companies will be a dedicated force to deal with rioting, while the remaining companies will be engaged in operations against the Maoists and organized crime. Kumar also directed that the District Police be upgraded to a fighting force and would be armed with anti-riot equipment and weapons which will be purchased as per requirements. The ageing Policemen would be used for civil policing work with a mandate to resolve disputes among the people.

The incident took place around 2.30 a.m. near Bigha village in Deo block, on the Deo-Abma road. Around 50 to 100 hundred Maoists attacked the building and blasted it, the Police said. “The building has seven structures, which were being repaired by the Irrigation department. Two of them have been severely damaged, while the remaining five have been partially damaged,” Daljeet Singh, Superintendent of Police, Aurangabad, told The Hindu. The Police have also recovered a “live cane bomb, which we have defused. It kept to trap the police and the bomb disposal squad,” Mr. Singh said. The operation was carried out jointly by the Special Operation Group (SOG), Central Reserve Police Force (CRPF), Ganjam District Voluntary Force (DVF) and Gajapati Police. Ganjam Superintendent of Police (SP), Asish Kumar Singh, said the operation was launched in the triangular area of Badagada, Sheragada and Mohana Police Stations from the mid-night of April 11 and ended on April 14 morning. Following interrogation, Kandra took Police to a camp of Sabyasachi in the forest of Richaguda. However, taking advantage of thick forest cover, Sabyasachi and his cadres managed to escape. Police destroyed the camp and seized at least seven rifles, including one each 7.62 MM Self Loading Rifle (SLR) and .303 rifle, over 100 live ammunition, magazine pouches, five pairs of dresses, Maoist literature and books, cooking utensils, batteries, medicines, grocery items and several other items.

The Maoists have formed the Chhattisgarh-Odisha Border State Committee with three Divisions to operate in eastern Chhattisgarh Districts of Mahasamund, Gariaband and Dhamtari and Western Odisha Districts of Bolangir, Bargarh and Nuapada. This was revealed in a letter sent to 13 states, including Jharkhand, by the Union Ministry of Home Affairs (MHA) on Maoists' efforts to expand in new areas. The letter said "This has helped create a corridor between the Dandakaranya Special Zonal Committee area on the one hand, and Bihar-Jharkhand-North Chhattisgarh Special Area Committee area on the other". It pointed out that the heightened Maoist activities in western Odisha could be gauged from 30 incidents that had occurred in Bolangir District in 2012. This level of Maoist activity can be comparable to that in Malkangiri District, a stronghold area of the rebels. The letter further said "From virtually non-existent levels of violence in 2011, there has been a considerable increase in violence in Bolangir, and to a lesser extent in Bargarh District (in 2012)". The letter is based on an intelligence assessment as on March 8 on the Maoists effort at expansion.Chhattisgarh State Home Minister, Nanki Ram Kawar, while addressing the Chief Ministers’ conference as representative of Chief Minister Raman Singh, said in New Delhi on April 16 that with the help of two-pronged strategy – security to people and development of backward region – the Chhattisgarh Government has succeeded in containing the Maoist violence in the region, reports The Pioneer. Demanding special facilities for 10 Maoist-hit Districts of Chhattisgarh, the Home Minister said inclusion of these Districts in the list of Maoist-affected Districts will help in providing basic amenities to the people and thereby curbing the menace. Two improvised fire arms, four rounds of ammunition and Maoists documents were seized from their possession. Police said Goswami, who is a state committee member of the CPI-Maoist, was arrested in 2006 and was released on bail. However, his lawyer claimed that Goswami was acquitted of all the charges in 2011. According to the Police, Goswami, who was the city committee secretary of the CPI-Maoist, was replaced by the young Maoist leader Abhishek Mukherjee after his arrest. Prasad, who was killed by Communist Party of India-Maoist (CPI-Maoist) cadres as retaliation to the April 16 encounter near Puvarthi forest area in Sukma District of Chhattisgarh, was left abandoned by the Maoists near Kavurugatta village under Pamedu police station limits in Bijapur District in the evening of April 20, reports The Hindu. Sources said that the villagers of Kavurugatta brought the body of Prasad to Pamedu in a tractor trolley following the intervention of some representatives of Adivasi organisations late in the evening, ending the impasse over the release of the body by the Maoists. The body was subsequently shifted to Charla in the Bhadrachalam division in Khammam District late in the night. The release of the body by the Maoists came at a time when tension mounted along the Andhra Pradesh-Chhattisgarh border owing to deployment of large contingents of the Police forces to trace out the body. The Maoists put up a wall poster near the site from where the body was left behind in the forest area. Sources said that the rebels warned the security forces against conducting combing operations in the forest areas.

He was abducted by a group of Maoists late on April 20 night. Maoist cadres, including women, first reached the house of Lakpati’s brother Gajpati and enquired about his house. They asked Gajpati to follow them to the house from where Lakpati was dragged out and taken to the Karramal forests. The rebels left Gajpati after beating him. The Maoists dropped pamphlets warning the villagers against giving any information to the Police and demanding increase in wages of labourers engaged in plucking of tendu (beedi) leaves. Top officials of Central Reserve Police Force (CRPF) have informed the Union Ministry of Home Affairs (MHA) about the regrouping of the Communist Party of India-Maoist (CPI-Maoist) in West Bengal, reports The Pioneer on April 22. According to Vivek Shahay, Inspector General (IG), CRPF, the Maoists have begun the work of rejuvenating their organisations at the grassroot level. “They are setting up political bases through frontal organisations.” Sources said they have held 24 meetings in Jangalmahal area in the past five months or so indicating their gradually increasing popular base. CRPF sources said that the Maoists are aware that it would be difficult for them to revive the armed struggle immediately; however they have decided to expand their dwindling mass base through “social and political activities”. This would be done through various organisations including NGOs. These groups in turn would be controlled by a new umbrella group called United Democratic Front (UDF). Whether this UDF would replace the nearly defunct People’s Committee against Police Atrocities (PCAPA), the political arm of the Maoists led by jailed leader Chhatradhar Mahato is still not clear. “As of now there is no information that the Maoists have disbanded the PCAPA,” a senior CRPF official said. According to reports submitted by the CRPF to the MHA, Mahato could be given the charge of UDF after he is released from jail. The PCAPA chief who has 32 cases against his name has secured bail in all but two cases. “After he gets bail in the remaining two cases he could be given the charge of the UDF which would comprise a host of smaller Left-minded outfits and NGOs active in Bengal and neighbouring Jharkhand,” said a senior official.

Militia ‘commander’ Gabbadi Appannadora, ‘deputy commanders’ Batchali Ramana, both from Balapam and Vanthala Chanti of Balarevula were among those who surrendered. They are all aged between 22 and 50 years. A ‘Vidya Volunteer’ Batchali Chiranjeevi, who studied Bachelor of Education (B.Ed.) and worked as security guard in a hospital here and a school, B. East Champaran Superintendent of Police (SP), Vinay Kumar, said a Police team led by Assistant Superintendent of Police (ASP) (Operations) Sanjay Kumar Singh laid a trap in the area and arrested all nine Maoists, who were planning to unleash violence at the village to avenge the killing of Allah Paswan, who was recently killed by another Maoist faction. Two groups of CPI-Maoist are reported to be at loggerheads over a plot in the area and six persons have been killed from both the sides during the last one year. The arrested Maoists included Harendra Paswan, Hari Paswan, Nanhak Mia, Jagat Paswan, Prem Paswan, Rudal Paswan and Vijendra Paswan.

The Maoists have called for the 'bandh' protesting the fake encounters and killings of the villagers. A press release released by the WRC's Spokesperson Shriniwas claimed that Security Forces (SFs) have been ruthlessly gunning down villagers in Gadchiroli District of Maharashtra labelling such encounters as gun-battle between SFs and Maoists. The Maoists also alleged that senior woman Maoist cadre Sangeeta Atram was gang raped before being killed from point blank range by the C-60 troopers in the encounter of Sindesur in Dhanora on April 12 where four Maoists and a commando were killed. The attack took place in a jungle pocket of Kanker. Police said that a team of Police and Border Security Force (BSF) troopers went for conducting a routine search operation in nearby areas. WRC had joined the bandh call of Central Regional Bureau (CRB) which had declared a nationwide strike in protest of fake encounters and ‘killings of innocent villagers’ in the name of Maoist by Security Forces (SFs). Most parts of the District remained unaffected with state transport buses and private vehicles plying without any obstructions. Sources said while most of the roads were free, reports of tree felling came from places beyond Pendri on a stretch between Kasansoor and Pakhanjur. Following a tip off, Latehar Superintendent of Police (SP), Kranti Kumar Gardesi raided Peeri village under Gaaru Police Station. The raid led to a clash between the Maoists and Commando Battalion for Resolute Action (CoBRA) troopers. The encounter lasted for more than two hours. SFs recovered three dead bodies, while the Maoists reportedly managed to flee with four dead bodies. The Union Ministry of Home Affairs (MHA) has raised concern over Communist Party of India-Maoist (CPI-Maoist) terror training camps organised to impart military training for new recruits and planning of special operations against Security Forces in at least seven Maoist-infested States, reports The New Indian Express. The Maoist bastion in Dandakaranya forest region extending over an area of 92,300 square km had held maximum number of camps in the last one year. The camps were organised in Sukma, Bijapur, Dantewada, Narayanpur and Kanker District in Chhattisgarh and Gadchiroli District of Maharashtra. “In 2012, 26 training camps were reportedly organised in these Districts. During the current year, till April 15, six such training camps have been reportedly organised in these districts,” Minister of State for Home Affairs RPN Singh told Lok Sabha (Lower House of the Parliament) on April 30. Singh said these training camps were an important component of the overall military tactics of the CPI-Maoist. Similar camps are organised in other left wing extremists affected states, including Odisha, Jharkhand and West Bengal. Maoists refer to the area as Compact Revolutionary Zone (CRZ) in their military literature. In the last one year, 14 training camps for ultras were organised in Jharkhand followed by 8 camps in Odisha.
