Bihar Minister for Water Resources Development Brijendra Prasad Yadav told the State assembly on March 5 that Bihar Government will provide INR 150, 000 as compensation to the family of the 11 villagers killed by the Communist Party of India- Maoist (CPI-Maoist) cadres at Phulwari- Korsai village in Jamui District on February 18, reported PTI. The injured would receive an amount ranging between INR 20,000 and INR 50,000 depending on the nature of their injuries. The Government had also sanctioned INR 19, 70, 000 for construction of over 200 houses which were set ablaze.

Altogether 160 civilians and 77 Police personnel were killed in 338 Naxal (left wing extremist) strikes during the past four years in Bihar, the State Government informed the Assembly on March 8, reports The Hindu. Replying to a query, Minister in charge of Home Affairs Brijendra Prasad Yadav said out of the 40 Districts in the State, 33 are Naxal-affected and a total of 160 civilians and 77 Policemen were killed in 338 Maoist attacks during the past four years. While 49 civilians and eight Policemen were killed in 63 Naxal attacks in 2006, 39 people and 23 Policemen were killed in 73 attacks by the Naxals in 2007, the Minister told the House. The Naxals stepped up their activities and killed 43 civilians and 21 Policemen in 79 attacks during 2008 and in 2009 the insurgents killed 29 people and 25 Police personnel in 123 attacks. Giving details of the Naxal-hit Districts, he said of the 38 Maoist-hit Districts, 20 fall under ‘A' category (worst affected). These include Gaya, Aurangabad, Rohtas, Jamui, Munger, Kaimur, Bhojpur, Nawada, Jehanabad, Arwal, Motihari, Patna, Sitamarhi, Bagaha, Bettiah, Banka, Sheohar, Lakhisarai, Vaishali and Begusarai. Five Districts-Buxar, Khagaria, Muzaffarpur, Saharsa, and Nalanda-fall under ‘B' category (moderately hit), while Siwan, Saran, Samastipur, Katihar, Purnia, Bhagalpur, Sheikhpura and Darbhanga Districts are less affected and fall under ‘C' category.

According to Zee News, heavily-armed personnel of the Revolutionary Communist Centre (RCC), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), raided the office of a private road construction firm, burnt a machine and kidnapped an engineer, Sudip Ghosh, from Banahi village of Gaya District late in the night of March 14. An official of the State Government on March 15 said that the number of people killed in Maoist violence in Bihar declined in 2006-09 as compared to previous years, reports Sify News. 'At least 160 civilians were killed in Maoist violence between 2006-09. It is less than one-fourth compared to that of previous years,' a Police official told IANS. The figures are from the latest State Crime Record Bureau report released on March 15. According to official sources, 668 civilians were killed in Maoist violence between 2001 and 2004. Bihar Police chief Neelmani said decline in civilian casualties was one of the several parameters to show that the Maoist violence in the State is on the decline. Police arrested 1,881 rebels, including 350 hardcore Maoists, in 2006-09. In 2001-04, Police arrested 1,160 left wing rebels. Similarly, Police seized 62,841 kilograms explosives from the Maoists between 2006-09 as compared to 94 kilograms in 2001-04. Police also seized 560 firearms from Maoists between 2006-09 compared to 496 in 2001-04.

According to PTI, intensifying anti-Naxal operations, Bihar Government ha s raised cash rewards for those providing information leading to arrests of Communist Party of India-Maoist (CPI-Maoist) leaders who have been evading arrest for long, official sources said on March 17. The rewards on Maoist leaders, including their self-styled area commanders, would now range from INR 50,000 to INR 300,000. Earlier it ranged from INR 20,000 to INR 100,000. Vijay Kumar Arya alias Jaipal alias Dilip, a dreaded Maoist, now carries a reward of INR 300,000 on his head, followed by Jagdish Yadav alias Master and Satish Pandey who carry INR 200,000 each on their heads, the sources said.

In an exclusive interview with The Indian Express, Bihar Director General of Police (DGP) Neelmani said the State was “very much in favour of supporting Operation Greenhunt as and when the Centre decided to do so.” He said, “unnecessary confusion was created on the state’s ambivalence or even opposition” to the Centre’s move. “We had in fact started raising our own anti-Naxal force on lines of Andhra Pradesh’s STF in the absence of the Centre meeting demands of additional forces,” said the DGP.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.
