Official sources clarified that 36 people were killed while 70 more were injured in the October 1-suicide (fidayeen) terrorist attack on the Jammu & Kashmir State Legislature Complex in Srinagar. Earlier reports had placed the toll at 13 killed and 40 more injured. The Jaish-e-Mohammed (JeM) has claimed responsibility for the attack. As reported on October 1, a bomb-laden vehicle exploded outside the main gate. In the confusion that followed, some terrorists in security force (SF) uniforms stormed into the complex and began firing and lobbing grenades. Two terrorists were later killed while attempting to escape. The building within the complex that houses the Upper House of the State Legislature, and in which the terrorists had barricaded themselves, was destroyed in SF operations. The Speaker of the Legislative Assembly and eight other Legislators who were trapped inside the complex when the attack was launched were evacuated to safety. SF sources said the vehicle used in the suicide bombing belonged to the Department of Telecommunications (DoT) and had been lifted by the terrorists earlier in the day. Describing the sequence of events, SF sources said three persons wearing SF uniforms stopped the DoT vehicle for a lift. After two engineers, who were the only passengers in the vehicle, disembarked at their respective destinations, the terrorists forced the driver to take the vehicle to a pre-determined location where two more terrorists boarded with three large milk cans, apparently filled with explosives. Near the Assembly Complex, the four terrorists and the driver disembarked while the fifth terrorist, identified by a Jaish spokesman as an Pakistani mercenary of his outfit, rammed the vehicle in and set off the explosion. There is confusion on how many terrorists wearing SF uniforms stormed into the complex after the blast. While some news reports said tha two terrorists were killed in encounters inside the complex other news reports, citing official sources, said that a total of four terrorists including the one who drove and exploded the bomb laden vehicle were killed. Chief Minister Farooq Abdullah and his Ministerial-colleagues had left the complex before the attack commenced. SF sources said that civilian traffic is barred from using the road in front of the gate between 9000 hrs and 1330 hrs, the period during which the Assembly is in session. The attack was launched at 1358 hrs. Armoured bunkers were used by SFs to evacuate about 100 civilians trapped inside the complex, even as they engaged the terrorists. An SF personnel was killed when he went to examine the body of one of the slain terrorists that was booby trapped with a timed explosive. Among those killed are eight SF personnel, four terrorists and 24 others which includes Legislature employees and other civilians.

Indian Prime Minister Atal Behari Vajpayee, in the wake of the suicide terrorist attack by Pakistani mercenaries on the Jammu and Kashmir (J&K) State Assembly, wrote to Unite States President George Bush, that India was running out of patience and asked him to restrain Pakistan from backing international terrorism. The Prime Minister said such attacks directly impinged on the country’s security that India can simply not ignore the terrorist acts. He also pointed that the attack came just a day after Pakistan President Pervez Musharraf claimed that there were no terrorists operating from his country’s soil. Vajpayee wrote in his letter, "I write this with anguish at the most recent terrorist attack in our State of Jammu and Kashmir... A Pakistan-based terrorist organisation, Jaish-e-Mohammad, has claimed responsibility for the dastardly act and named the Pakistani national, based in Pakistan, as one of the suicide bombers involved.''

Official sources said 38 bodies have been recovered so far from the Jammu and Kashmir (J&K) Assembly complex following the October 1-fidayeen (suicide) terrorist attack there. Of these, 32 have been identified, which included 10 SF personnel, eight legislature employees, four other government employees, 12 civilians and four Pakistani mercenaries of the Jaish-e-Mohammed (JeM). The four suicide terrorists were reportedly identified as Wajahat Hussain alias Saifullah of Pakistan, Mohammad Irfan Zaman alias Omar of Karachi, Abdul Rouf Ehsan of Sehwal Punjab Pakistan and Tariq Ahmad alias Ayoubi of Sehwal Punjab Pakistan. Reports from New Delhi, meanwhile, said Union Home Minister L Advani would visit Srinagar today (October 3, 2001) to review the law and order situation in the State following the attack on the State Assembly.

British Prime Minister Tony Blair, on October 3, called up Indian Prime Minister Atal Behari Vajpayee and conveyed his sympathies and condolences to the victims of the suicide attack on the Jammu and Kashmir State Legislative Assembly Complex by Jaish-e-Mohammad (JeM) fidyaeen (suicide) terrorists, on October 1. Official sources said Blair told Vajpayee, "This is the kind of terrorism the governments should cooperate in rooting out". The British Prime Minister also backed India’s position that terrorism has to be tackled globally and should be fought strongly at different levels. The two leaders also agreed that their governments would exchange views on the evolving situation following in the September 11-terrorist attacks in the United States. The JeM, which has claimed responsibility for the suicide attack, is proscribed in the UK under the Terrorism Act, 2000. France has also strongly condemned the attack in Srinagar, saying the ‘‘terrorists have clearly shown that their target is Indian democracy’’. In a statement issued in Paris, and circulated by the French Embassy in New Delhi, French foreign ministry spokesman Francois Rivasseau recalled that France and India have already begun to cooperate in fighting terrorism. The first meeting of the Indo-French working group on terrorism was held in Paris in September 2001 and both sides agreed on the need to embark on joint efforts to combat the scourge.
