The Centre alerted defence and paramilitary Forces all across Jammu and Kashmir (J&K) along the Line of Control (LoC) and International Border (IB) with Pakistan following ‘specific inputs’ about JaisheMohammed (JeM) militants, who were gearing up for infiltration into the State, reports Daily Excelsior on May 8. The alert named certain specific infiltration routes along both LoC and IB, which could be exploited by the militants for intrusions. Union Home Secretary Rajiv Mehrishi is expected to hold high level review of the situation along the borders and hinterland on militancy front as well as arrangements for annual Shri Amarnath ji pilgrimage with top brass of J&K very soon. Official sources told that Army, Border Security Force (BSF) and other paramilitary forces have been alerted by the Centre particularly about threat emanating from the JeM outfit headed by Masood Azhar, whose cadre have suddenly increased their presence both along LoC and IB on Pakistani side with a view to infiltrate during an opportunity. “The JeM was not only planning to revive the terror outfit in J&K, which was virtually defunct in many parts of the State, but was also trying to repeat January 2 like Pathankot attack by targeting military establishments after pushing the militants,’’ they said, adding that majority of Jaish cadre vying for infiltration into the State were Pakistanis.

Police and Army 46-Rashtriya Rifles (RR), in a joint operation, arrested a Jaish-e-Mohammad (JeM) ‘militant commander’, identified as Abdul Rehman from Hajibal forests area of North Kashmir’s Baramulla District on May 14, reports Daily Excelsior. A top security officer said that huge recoveries including some incriminating documents were recovered from the possession of the arrested ‘commander’ which include one AK rifle, 4 grenades, wireless set and other arms and ammunition. The militant commander was planning to establish a JeM base in Baramulla town. He was operating in and around Baramulla town and was trying to recruit locals for his module so as to carry out militant activities in the District. The officer said that Rehman was part of a six member Fidayeen squad that had infiltrated into Kashmir in January this year (2016) from Machil sector of Kupwara. He had told his interrogators that he has obtained training in JeM training camp located in Balakot Pakistan.

Major General J S Nain, General Officer Commanding (GOC), Baramulla Division, told during a press conference on May 15, that JaisheMohammad (JeM) is recruiting local youth as Fidayeen (suicide squad), reports Daily Excelsior. He said that recruiting youth in Jammu and Kashmir for suicide missions is something new and a matter of serious concern. “This is a new thing which has come to the fore as it is for the first time that a group has come for recruitment to the Valley for its Fidayeen squad. This is a serious matter”, said the GOC. Major General Nain said that arrest of JeM ‘commander’, Abdul Rehman is a major success and Security Forces (SFs) can launch intelligence based operations at his disclosures. “So, this is a huge success for security forces and whatever information we get from him. We can then launch operations based on that intelligence,” he said. The GOC said that the Rehman along with four other JeM militants infiltrated in January this year and the group spread and he was tasked to prepare a Fidayeen module to carry out a big Fidayeen attack in Kashmir. “They hid in forest areas for one or two months and then this group spread and Rehman was assigned the responsibility of Baramulla, Sopore and areas near them to recruit for JeM and prepare a module for it and the overall aim was to carry big ‘fidayeen’ (suicide) attacks,” he added. Major General Nain said that arrest of Rehman is a big success. “A special joint operation was conducted with police, in which a Pakistani terrorist Abdul Rehman, who belongs to JeM cadre, has been arrested alive. It is a huge success because we are hopeful of getting important information from him when we interrogate him,” he said.

Five militants of JaisheMohammad (JeM) including their ‘commander’ were killed in a fierce gun battle in village Drugmulla in North Kashmir’s Kupwara District on May 21 while two Army personnel were injured, reports The Daily Excelsior. Sources said that they were Fidayeen and had recently infiltrated into Kashmir and one of their members was killed in Zunreshi forests of Kupwara early this week, on May 16 while the others fled under the cover of darkness. However, Security Forces were tracking their movement and were trapped early today (May 21) after they got information about their presence in the house of one Mohammad Sayeed Shah. A Police official said that gun battle started at Chack Drugmulla near Hatmulla area after a joint operation was launched by Army’s 47 RR, 41 RR and Special Operations Group of Jammu and Kashmir Police. An Army officer said two soldiers of RR were also injured in the gun battle.

At least 17 groups of militants have become active across the Line of Control (LoC) opposite twin border Districts of Rajouri and Poonch in Jammu region and Kupwara District of Kashmir valley with a view to infiltrate into the State to create disturbances even as the Multi Agency Centre (MAC), set up by the Union Ministry of Home Affairs (UMHA) has maintained that 18 militants have infiltrated this year so far, reports Daily Excelsior. Official sources said that the credible inputs available with security and Intelligence agencies revealed that at least 17 groups of militants have been observed across the LoC in Jammu and Kashmir (J&K), who were fully geared to infiltrate into the State but high alertness being displayed by the troops hasn’t allowed them to succeed in their task. As per the inputs, there were two groups of militants waiting across LoC in Poonch, three opposite Mendhar, four across Rajouri and two opposite Nowshera. Two groups of militants were stationed across the International Border (IB) in Samba. In Kashmir valley, there had been specific reports of two groups each waiting across Keran and Kupwara but the number could grow due to fast melting of snow in the summer. All these groups belonged to Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Jaish-e-Mohammed (JeM) outfits.

National Investigation Agency (NIA) has widened its probe into the Pathankot attack (January 2, 2016), executed by Jaish-e-Mohammed (JeM), to examine the evidence in other terror cases involving JeM, The Times of India reports on May 25. NIA sources said investigators were looking at similarities between Pathankot strike and attacks/operations undertaken by JeM in Jammu and Kashmir (J&K) in Tangdhar in Kupwara District, 2015 as well as the Kathua and Samba terror attacks that targeted a Police Station and Army camp respectively in March, 2015.NIA also seeks to probe what sustains Jaish back in Pakistan, including its financing via entities like the Al-Rahmat Trust, the forces operating and funding its website and those running the organisation there. NIA had only recently sent a supplementary letter rogatory to Pakistan seeking an investigation along these lines. However, India is yet to hear from Pakistan.Meanwhile, an NIA officer said: "The broader probe will establish from which point these attacks against India were launched. Pathankot strike was not an isolated operation by Jaish, which last year also sent its fidayeen to attack security/police installations in Samba and Kathua., and targeted an Army camp near Line of Control (LoC) in Tangdhar, triggering a fierce encounter that left all three Jaish attackers dead".According to the officer, there were many similarities between Pathankot and Samba/Kathua attacks. The wireless sets used in Pathankot and Kathua were similar; also the same weapons systems were used by the Jaish terrorists in Kathua and Samba. The similarities extend to composition of the team, modus operandi, avoiding any killings before reaching the actual target and leaving behind a chit declaring revenge for hanging of Afzal Guru as a motive. "The commonalities provide additional evidence to make the case stronger. For example, NIA has now documented all IMattacks and has evidence of its operations in an integrated form," said the officer.

An Urdu statement written in English alphabet and signed by the Afzal Guru Squad of Jaish-e-Mohammad (JeM), claiming responsibility for the January 2, 2016 Pathankot terror attacks has been found to be genuine during a forensic analysis, said a senior government official, The Hindu reports on May 26. The piece of paper was recovered from the car of Punjab Police officer Salwinder Singh whose vehicle was snatched by JeM terrorists to reach the airbase after they crossed over to India on the intervening night of December 31-January 1. It assumes significance as it was dated December 25, 2015, the day Prime Minister Narendra Modi made a surprise stopover at Pakistan Prime Minister’s residence in Lahore on his way back home from a day-long trip to Afghanistan.Investigators had also found one more piece of paper, written in Urdu, on the body of one of the four terrorists who were killed in the Pathankot operation. After a forensic analysis was done on this paper, it was also found to be genuine. It also said that the attacks were a revenge for Afzal Guru’s hanging.A senior official said on May 25, that JeM 'chief' Maulana Masood Azhar, along with other suspects wanted by India, Abdul Rauf and Shahid Latif, had been shifted to a safe house at Mauzgarh Fort near Bahawalpur in Pakistan.
