Syed Salahuddin, the ‘supreme commander’ of Pakistan occupied Kashmir (PoK) based militant outfit Hizb-ul-Mujahideen (HM) and of ‘chief’ of United Jehad Council (UJC), in an interview to a Jammu and Kashmir (J&K) based news agency said that the outfit will carry out ‘activities’ in the border areas of the State during mass agitations, Rising Kashmir reported on April 7. He said, “UJC sticks to its plans of carrying out its activities in border areas only during the time of mass agitations. We don’t want to provide any kind of opportunity and excuse to forces to attack the innocent and unarmed civilians in the garb of fighting militants. We keep away from civilian areas when people are on the roads.” He added that the abrupt surge in militant activities in Srinagar (Srinagar District) and other towns was to remind the establishment, forces and others that militants were always capable to strike anywhere and anytime. Salahuddin also said that about 120 youth had returned to J&K under Rehabilitation Policy.

National Investigation Agency (NIA) on April 10 filed charge-sheet against three persons, including a Bangladeshi national, for allegedly raising terror fund for the banned outfit Hizb-ul-Mujahideen (HM) through circulation of Fake Indian Currency Notes (FICN) in Jammu and Kashmir (J&K), reports The Times of India. The charge-sheet against the three accused - Badal Sheikh and Fayaz Ahmed (both Indians) and Shafiq-ul (Bangladeshi) -- was filed in the NIA Special Court in Jammu under various sections of the Ranbir Penal Code and the central anti-terror Act.The Court subsequently issued a non-bailable warrant against the absconding Bangladeshi national Shafiq-ul who was key point person of the Indian accused for supplying FICN through a trans-border cattle smuggler Badal Sheikh of Malda District in West Bengal. "In pursuance of the said conspiracy, Fayaz Ahmed Rather - a notorious FICN smuggler - started getting high quality fake Indian currency notes from Malda and circulate it in Jammu and Kashmir", said the NIA.The probe agency had earlier filed charge-sheet against five persons in the case, alleging that the accused used to procure and supply high quality FICN from Bangladesh and smuggle it into J&K for raising funds for the terror group. The five who were charge-sheeted earlier include two HM militants Mubarak Ahmed Bhat and Shafaqat Mohiudding Kucheyand the cattle smuggler Badal Sheikh. NIA had earlier arrested Salim Khan, Badal Sheikh and Fayaz Ahmed in 2012.

Of a dozen persons detained by Bihar Police at Madhubani District along India-Nepal border on April 10, one person, Mushtaq Ahmad Dar, was stated to be close associate of Hizb-ul-Mujahideen (HM) ‘supremo’ and United Jehad Council (UJC) ‘chief’ Syed Salahuddin, reports Daily Excelsior on April 11. However, they appeared to have fallen apart as Salahuddin was opposed to return plan of Dar. As reported earlier, four militants or former militants along with their wives and children (total 12 persons) were arrested from Harlakhi locality in Madhubani District along the India-Nepal border. The four militants are of Kashmiri origin, but currently are citizens of Pakistan. Official sources identified the militants and their family members Mushtaq Ahmad Dar, a resident of village Udaara in Kupwara District, his Pakistani wife, Amina Bibi and two children Shabir Ahmad Dar, 3 years and Ahsaan Ahmad Dar, 8 months, Firdous Ahmad, a resident of Bandipora District, his Pakistani wife Sabia Bibi, a resident of Shahid Gali, Muzaffarabad [Pakistan occupied Kashmir (PoK)] and their two children Anjal Ahmad, 4 years and Ansar Ahmad, 2 years, Parvez Ahmad of Bandipora District and Nazir Ahmad of Kupwara District, his Pakistani wife Sumera Bibi and a two years old son Aayan.Nearly 700 former militants had applied for return under the Return and Rehabilitation Policy through their families in Jammu and Kashmir (J&K) but all those, who have come back so far, took Nepal route, which was not prescribed in the Policy. Sources said the militants, or former militants, were unable to take these routes due to presence of Pakistani Army and Inter-Services Intelligence (ISI) on these routes.The Indian Intelligence agencies were also worried that some of the militants, though not active now, could be used by the militants present in the State to revive the dying militancy. Moreover, most of the militants were returning with Pakistani wives, who could also pose a security risk at some stage.

Police neutralized a Hizb-ul-Mujahideen (HM) module and arrested two persons on charges of reviving militancy from village Banderpora in Srigufwara locality of Anantnag District on April 14, reports Daily Excelsior. The arrestees have been identified as Muhammad Amin Khanday, a Panchayat (village level self-government institution) member and a released HM militant Mohammad Abbas Sheikh. Principal Sessions Judge, Jammu, Kartar Singh acquitted alleged Hizb-ul-Mujahideen (HM) militant and his supporter as prosecution failed to prove its case against them, reports Daily Excelsior. “The prosecution has miserably failed to prove its case against the accused beyond any reasonable shadow of doubt”, the Court said and acquitted the accused of the charges framed against them.The alleged HM militant, Asif Khan, son of Mohd Sharief Khan of Pakistan occupied Kashmir (PoK), and his supporter, Akhtar Hussain Malik, son of Qutab Din Malik of village Shiva in Doda District, were arrested on December 26, 2004, from Sungli area of Bhaderwah in Doda District along with arms ammunition and other incriminating material including election identity card under the seal and signature of Assistant Electoral Registration Officer Doda.

the Army in the night of April 24 set up a camp in village Hergam Wuyan at the outskirts of Srinagar city (Srinagar District), to put pressures on militants in the area where they have been re-grouping for past one year after increased pressure in North Kashmir. 50 Rashtriya Rifles of Army’s counter insurgency Victor Force set up a camp in the village to prevent Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) militants from targeting Srinagar city and National Highway. Deputy Inspector General (DIG, South Kashmir), Vijay Kumar said that camp was set up in the area as LeT ‘commander’ Sajjad belonged to the area and he has been making movements in the area along with his associates.

Inspector General of Police (IGP) A G Mir said that four Policemen were on their way to Haigam to probe a complaint of robbery when they were ambushed by militants in a lane of the village. The slain troopers have been identified as Head Constable Abdul Rehman, Constable Mudasir Ahmad and Special Police Officers (SPO) Gulshan and Mudasir Ahmad Parray. Baleeg-ud-Din, ‘spokesperson’ of Hizb-ul-Mujahideen (HM), through a phone call to a local new agency has claimed responsibility of the attack, Kashmir Times added. The poster reads, “Our children are walking on bad track due to the immense use of internet, preferring of western culture besides watching of television serials and films.” It further read, “We warn all those informers who are working for Indian security agencies to refrain from such evil acts otherwise be ready to face dire consequences.” The posters, besides warning informers, urged clerics and teachers to impart moral education to children and youth particularly girls to wear Islamic costumes and pressing parents to keep vigil on their wards.

These militants are being supervised by their top ‘commander’ Qayoom Najar. Sources further added that HM and other militant organizations of late have shifted to Taliban style use of human couriers for communication rather than using cell phone and other communication system. Electronic modes of communication had led to their tracking by security agencies in the past. However, militants also use Voice Over Internet Protocol (VOIP) to communicate, which becomes difficult for security agencies to track. “The LeT (Lashkar-e-Toiba) ‘top commander’ Fahad Ullah was using Skipe (not Skype) to communicate with his handler and LeT commander Hazulla based in Pakistan occupied Kashmir (PoK).”
