On May 2, the All Parties Hurriyat Conference (APHC) said it was not sending any letter to the Union Government's Jammu and Kashmir negotiator K C Pant on its response to the offer for unconditional talks. The APHC said it would not engage in any 'useless formalities'. Reacting to reports that Pant had reserved his comments on the APHC's preconditions pending a formal response, APHC chairman Abdul Gani Bhat said, "We have not sent any letter nor do we intend to send one... I do not think a formal letter is necessary."

On May 8, senior All Parties Hurriyat Conference (APHC) leader and Ithad-ul-Muslimeen Moulana Mohommad Abbaas Ansari said tripartite talks alone would lead to a permanent solution to the Kashmir issue. Addressing his party workers in Srinagar, the Moulana said, Kashmir being a nuclear flash point, if this issue was not solved there were apprehensions that the whole of South Asia would be plunged into a war. He also appealed to international human rights bodies, including Amnesty International, to take note of abuses by the Indian state and reprimand New Delhi.

Talking to media persons in Srinagar, Abdullah said peace couldn’t be brought in the Valley by talking to the APHC alone. He said, ‘We have no objection to talking to anyone in the Centre including Hurriyat. If you think peace can be brought by talking to (the) Hurriyat only, then you are mistaken. Responding to a questionnaire sent to him by tehelka.com on May 11, Jammu and Kashmir Libration Front (JKLF) Chairman Amanullah Khan said the All Parties Hurriyat Conference (APHC) was not the sole representative body of all Kashmiris. He said instead of trying to solve the Kashmir issue permanently, the Indian government’s invitation to parties in Jammu and Kashmir to discuss the issue was tantamount to putting the cart in front of the horse. Stating that the arguments given by the APHC for refusing to accept the Indian government's invitation were quite weighty but not very convincing, he went to add that it was a matter of secondary nature whether or not Hurriyat leaders were allowed to visit Pakistan. To him, the basic question was whether the Kashmiri Mujahideen could be persuaded to leave their guns and on what conditions.

Senior All Parties hurriyat Conference (APHC) leader Abdul Ghani Lone said, on May 12, in Awoora, near Kupwara, Pakistan had some objections to the APHC’s position on the Kashmir issue. He also said some people has started a ‘malicious campaign’ against the APHC leadership and had dubbed them as Pakistani agents. He also came down heavily on the Union government and said ‘its peace overtures were proved a hoax’. He also said the government was ‘afraid of the Hurriyat’ and for that reason it had declined permission to its delegation to visit Pakistan. He said Kashmir issue can be solved through peaceful dialogue, but the Union government was creating impediments in this process.

News sources have indicated that another crisis is expected to break out within the 23-member All Parties Hurriyat Conference (APHC) over the reported remarks of its leader Sheikh Abdul Aziz regarding Pakistani support to terrorists in Jammu and Kashmir. Aziz was reported by Pakistani newspapers as saying, "Kashmir’s accession with Pakistan was inevitable." India’s Union Government on May 23 called of the unilateral Ramadan cease-fire in Jammu and Kashmir, which has been in place since November 27/28, 2000. This was announced consequent to a meeting of the Cabinet Committee on Security (CCS) presided over by Prime Minister Atal Behari Vajpayee. The government also extended an invitation to the Chief Executive of Pakistan, General Pervez Musharraf, for a composite dialogue, including the Kashmir issue. An official statement said the invitation to Musharraf to visit India at his earliest convenience was in pursuance of the Lahore Declaration and the Shimla Agreement. While explaining the decision to call off the cease-fire, the government pointed out that various terrorist outfits and organisations, mostly foreign, had hindered the restoration of peace in Jammu and Kashmir during the suspension of operations by the security forces. The government also indicated that the process of dialogue with various groups and people in the State under the stewardship of Chief Interlocutor K C Pant would continue. The CCS meeting was attended among others by Home Minister L K Advani, Finance Minister Yashwant Sinha, Defence and External Affairs Minister Jaswant Singh, K C Pant, Army Chief General S Padmanabhan and top security and intelligence officials. Jaswant Singh, at a press conference, later said the starting point for the dialogue with pakistan could be the existing framework for composite dialogue consisting of eight items, including Kashmir. He also said that the All Parties Hurriyat Conference (APHC) had no place in the parleys. On the Hurriyat’s demand for clearance to its delegation to travel to Pakistan, he said, "The question did not arise as the government’s invitation was to Musharraf." While referring to the cease-fire, which had come into effect on November 19, 2000, he added, "This phase is now over.... Hereafter security forces shall take such action against terrorists as they judge best."
