Eighteen cadres of three militant groups, Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kanglei Yawol Kanna Lup (KYKL) and Kangleipak Communist Party (KCP) who were listed as accused in June 4 ambush in Chandel District, were summoned to appear in the court of special judge, National Investigation Agency (NIA), Manipur on April 4 next, reports The Nagaland Post on March 4. NIA court issued proclamation orders against the accused persons including top leaders of NSCN-K ‘chairman’ SS Khaplang Pangmei alias Khaplang, KYKL ‘chairman’ Namoijam Okendro and KCP ‘president’ Kshetrimayum Noyon alias Hemanta. The proclamation orders, it was stated that the warrant of arrest issued against them were returned as they were not found and the judge was satisfied that they have absconded or concealing themselves to avoid the service of the said warrants. They were asked to appear before the court in Imphal’s Uripok Cheirap Court Complex to answer the charges leveled against them on April 4, 2016.

Khaplang faction of National Socialist Council of Nagaland (NSCN-K)/ Government of the People’s Republic of Nagaland (GPRN) suspended one of its cadres identified as Nelie Vero of Chakhesang region from the national service with immediate effect, reports Nagaland Post. In a press statement, on April 5, NSCN-K Ministry of Information & Publicity (MIP) stated that Vero was “forced to suspend” owing to his indulgence in “anti social activities” and “misused of power” towards the government. The NSCN-K/GPRN also informed the general public and various agencies not to deal with Nelie Vero without further order from the competent authority. In the meanwhile, NSCN-K MIP has requested all the HoDs, contractors, suppliers and business establishment under Chakhesang region that any kind of “ revenue (taxation) or donations” shall be dealt by the chairman NSCN-K Chakhesang region who can be contacted at 96120 76022, 98626 44766. It also informed that the NSCN-K shall not be held responsible if any dealing was done without the knowledge of the chairman. NSCN-K stated that the notification has been served to avoid confusion.

The Joint Council meeting of Steering Executive and Cabinet, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Dimapur on April 12, welcomed 19 “comrades” from various groups and conveyed immense appreciation for responding to the “call for unity and reconciliation”, reports The Morung Express. A press release from Ministry of Information & Publicity (MIP), NSCN-IM informed that Shikuto Shohe, Kilonser (Cabinet Minister), Naga National Council (NNC) lauded the leadership under Isak Chishi Swu and Th. Muivah for extending a warm gesture. He also expressed hope and trust that Nagas through National Socialist Council of Nagaland (NSCN) and its leadership will surely bring political solution, the release stated. In the meanwhile, Yanpvuo Jungi, Tatar from Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland (NSCN) conveyed happiness with the signing of “Framework Agreement” with the Government of India. “By taking such a huge political step, the hope for solution and peace for the Naga people has become much closer than ever before. This is the reason why they have come to be a part of finding the final settlement,” the release said. The 19 “home comers” comprise of cadres from NNC, GPRN/NSCN, Non Accordist faction of Naga National Council (NNC-NA), Khaplang faction of National Socialist Council of Nagaland (NSCN-K).

The ‘commander-in-chief’ of one of the splinter groups of the Liberation of A’chik Elite Force (LAEF) was killed in an encounter with Police in Rongjeng forest in East Garo Hills District on April 13, reports The Shillong Times. Police launched an operation in the forests of Chichra village under Rongjeng Police Station in the night of April 12, and came across a group of armed LAEF militants during early Wednesday (April 13) morning. The militants numbering 10-12 and led by their militant chief Augustine Marak exchanged fire with the Police teams leading to a 45 minute encounter, informed Police officials. In the gun battle the militant chief was shot dead and another cadre identified as Walsrang N Areng hailing from Chichra Apal village was arrested. The rest of the militants fled from the scene. A search of the encounter site led to the recovery of an AK-47 rifle along with 72 live rounds and three mobile phones and SIM cards. The deceased militant leader hailed from Kamrup district of Assam and was married to a local from Rongjeng area. He was part of the original LAEF outfit currently headed by one Mathew Marak of Bakrapur village but split and formed his own team to operate in the Rongjeng-Songsak-Mangsang region.The LAEF faction headed by Mathew Marak is believed to have the largest share of armaments including AK rifles and also a Rocket Propelled Grenade (RPG) launcher, as per previous confessions of arrested LAEF members. Mathew’s LAEF faction is known to operate in the Dainadubi-Mendipathar-Damas-Kharkutta region of North Garo Hills. Most of the cadres from both factions of LAEF are said to be recruits from Garo dominated villages of Assam and Dimapur (Nagaland). Due to the long standing agreement between the founder of LAEF, Peter Marak, and the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) from Nagaland, the Garo militants were provided training in the jungles of Myanmar where the NSCN-K run their camps.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) condemned the “unwarranted attack” carried out by “Khaplang boys” [cadres of Khaplang faction of NSCN (NSCN-K)] on the “Naga army” [NSCN-IM] on April 15 between Phinphiro and Lilam village in Ledo area of Changlang District of Arunachal Pradesh, where a ‘2nd lieutenant’, Wungnaothing was injured, reports Nagaland Post. NSCN-IM Ministry of Information & Publicity (MIP) in a press note said that when NSCN-IM was “tirelessly working” for reconciliation for an early solution on the unresolved Naga political issue, the action by NSCN-K has put a “dent” to the nation’s effort for reconciliation and unity. MIP further advised Khaplang to reprimand his boys appropriately so that such incidents should be avoided.

The Government of India has made it clear that no militant outfit under ceasefire agreement, including the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), would be allowed to indulge in unlawful activities and the concerned State governments should take strict actions against anyone involved in such illegal activities, reports The Assam Tribune. Reacting to media reports about the involvement of the NSCN-IM and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in large scale extortions in Upper Assam Districts, particularly from the tea gardens, highly placed sources in the Union Ministry of Home Affairs (UMHA) said that the ceasefire agreements did not give license to any militant group to indulge in unlawful activities. Sources pointed out that it is the responsibility of the concerned State Government to ensure proper implementation of the criminal justice system. The State Governments must ensure that the laws of the land are strictly implemented and if anyone is found involved in unlawful activities, strict action should be taken as per the provisions of the law. The Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Shepoumaramth Region has asked general public, government departments, employees, contractors, suppliers, business establishments and Non-Governmental Organizations (NGOs) which fall under the jurisdiction of the region to pay taxes to the Regional Government without fail so that the cause of Naga sovereignty can progress further, reports Kanglaonline. According to a statement issued by the outfit to the press on April 24, every collection of taxes will be done only through the knowledge of the Regional Head/Chairman of the Government of the People’s Republic of Nagaland (GPRN)/National Socialist Council of Nagaland (NSCN) Shepoumaramth Region. The Shepoumaramth Region, NSCN-K would stand firmly and gives steadfast support for the cause of Naga National Sovereignty under the unwavering leadership of SS Khaplang, it said. Anybody who is found wanting to this national duty is liable to be penalized and dealt accordingly as per the Government Azha, the statement said. The outfit also extended best wishes and support to all the fraternal revolutionary organizations of the region which are fighting together for the liberation of the oppressed people of the region.

Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has informed all media houses not to publish any press statements pertaining to the group unless it bears the credentials of Ministry of Information & Publicity (MIP) - National Socialist Council of Nagaland (NSCN)/Government of the People’s Republic of Nagaland (GPRN), reports Nagaland Post on April 28. This was informed in press statement by NSCN-K MIP ‘colonel’ Isak Sumi. NSCN-K has also termed the controversial press statement issued by ‘colonel’ Ghoheto Zhimo alleging tax collections from prison by jailed NSCN/GPRN workers as “misinformed and unauthorised statement arising due to communication gap”. Therefore NSCN-K said the statement may be treated as null and void.

Director General of Assam Rifles (DGAR), Lieutenant General Harminderjit Singh Sachdev on April 29 said that India and Myanmar have started joint border patrolling in some stretches of the “unfenced border” between both the countries, reports Nagaland Post. “In some places (joint border patrolling) it has started but not fully. The patrolling has not started all over, but in some specific areas. They (Myanmarese Army) also come and we also go there (Myanmar),” Sachdev said on the sidelines of investiture ceremony of the Assam Rifles. India has been urging Myanmar to take action against the rebels which include Manipurbased United National Liberation Front (UNLF), People’s Liberation Army (PLA), Kanglei Yawol Kanna Lup (KYKL), People's Revolutionary Party of Kangleipak (PREPAK); Assambased United Liberation Front of Asom (ULFA) and the Khaplang faction of National Socialist Council of Nagaland (NSCNK) operating from Sagaing division and the Chin State of Myanmar.
