According to the outfit, Ravi who, it said was “well known for his antagonistic approach to the Naga issue and obnoxious writings have come as a total surprise to the NSCN-IM”. Meanwhile, the Naga Hoho, the apex Naga civil society body has cautioned that ‘political ramification would be irreparable’ if the mutual agreements between the two entities [NSCN-Isak-Muivah (NSCN-IM) and the Government of India-GoI] are not upheld regarding the ceasefire coverage, reports Nagaland Post on September 12. The ‘Joint Statement’ signed by former GoI interlocutor, K Padnamabhaiah and NSCN-IM General Secretary, Th Muivah in Bangkok (Thailand) on June 14, 2001, which stated that it was ‘mutually agreed upon’ that ‘the cease-fire agreement is between the GoI and the NSCN as two entities without territorial limits’, the Naga Hoho said. Most importantly, when the NSCN-IM collective leadership met former Prime Minister, AB Vajpayee, in Osaka, Japan, on December 8, 2002, Vajpayee had assured the NSCN leaders that ‘where there is fighting there will be ceasefire’. In this backdrop, the Hoho appeal to all the stakeholders or negotiators not to mislead the people with regard to ceasefire coverage and the same spirit should be maintained even with other Naga political groups so long the ceasefire remains.

On September 13, an unidentified truck driver was abducted near a Petrol Pump, 3rd Mile of Dimapur (Dimapur District), reports Nagaland Post. On September 14, the owner of the truck, identified as Ranjit Kumar Gupta, received a call from the cell-phone of the abducted driver demanding ransom of INR 1 million stating that if their demands were not made, the driver would be killed. Police on the same day arrested three of the five accused while they were trying to take the truck away. Based on their revelations, the Police raided a rented house at Nagarjan in Dimapur where the truck driver was confined and rescued the victim. Two other militants were arrested there. The arrestees were identified as ‘major’ Kussum Konyak, ‘leacy (area representative)’, Khumong Khiamniugan, of Khole Kitovi faction of National Socialist Council of Nagaland (NSCN-KK), ‘major’ Adini Zeliang of Naga National Council (NNC), ‘Raju Peyu (administrative officer in civil set up)’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Levi Zeliang. Police also recovered demand notes and two FGN writing pads from their possession.

Nagaland Post reports that in a major crackdown, Dimapur Police unearthed a well organized network of “illegal taxation on transport and commercial vehicles” where some Nagaland Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres and more than 17 transport & goods company were reportedly involved. The Assam Rifles (AR) on September 17 was informed by residents of Half Nagarjan area in Dimapur District about certain illegal activities being carried out, reports Nagaland Post. When the AR troops identified and raided the house, two unidentified individuals were found chained and locked in a small room. The troopers arrested six persons who later confessed that they were militant of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and were using the house as a base for carrying out illegal activities in the area, including extortions, abductions, kidnappings and illegal confinements. Various incriminating documents were also recovered from the house. Khole Kitovi faction of NSCN (NSCN-KK) gave a 'political class' to its regional authorities on September 12 at Khehoyi Designated Camp (Dimapur District) wherein the members were briefed on the prevailing Indo-Naga political situation, reports Nagaland Post. The 'political class' was led by National Political Advisory Committee (NPAC) convener C Singson, envoy to the collective leadership Alezo Venuh, kilo Kilonser (home minister) Hevukhu Yepthomi and kilo secretary (home secretary) G. Jimo and attended by regional members consisting of the Regional Administrative Officers (RAOs) and region secretaries.

A 10-member team of Isak-Muivah faction of NSCN (NSCN-IM) left Dimapur on September 20 for New Delhi on the invitation of Government of India (GoI), reports The Sangai Express. NSCN-IM ‘chairman’ Isak Chisi Swu and the ‘general secretary’ Thuingaleng Muivah led the team. According to sources, the ten-member delegation of the NSCN-IM will prepare for the formal talks with GoI in New Delhi for about a week before the formal talks begin. A source stated that it is expected that in the series of meetings to be held between the NSCN-IM and GoI representatives of NSCN-IM will put up a series of issues with the ceasefire coverage likely to be discussed as the 'core issue'.

A source from NSCN-IM stated that delegation is likely to meet Prime Minister Narendra Modi only when he returns from the visit to the United States. Narendra Modi will leave India for the US later this week. Meanwhile, the NSCN-IM delegation is likely to start meeting the Government of India representatives in the next few days time. NSCN-IM ministry of information and publicity (MIP) stated that altogether 48 NSCN-IM leaders left Dimapur for New Delhi in batches in the past few days to prepare for the talks.
