The Union Government gave Black Widow (BW) an ultimatum to formally surrender after fulfilling all the pre-conditions till September 15, reports Assam Tribune. Chief Minister Tarun Gogoi, after attending a meeting chaired by Union Minister of Home Affairs P. Chidambaram, addressed the media and said the BW has been given time till middle of September to surrender. This is in response to their offer for unilateral cease-fire announced some three months ago. “If they surrender by September 15 and follow our pre-conditions, we are willing to accept their offer for ceasefire,” said Gogoi.

The Black Widow (BW) outfit is likely to accept the Government’s deadline to surrender arms by September 15 to come overground to solve problems through talks, reports Assam Tribune. Official sources said that the outfit is in touch with the Government and the possibility of the outfit meeting the deadline of the Government is quite possible “if everything goes smoothly”. Meanwhile, confusion prevails among the Police and SFs over the lists of cadres and weapons submitted by the outfit. Sources revealed that the outfit has claimed that it has 600 cadres, whereas, according to reports available with the Police and SFs, the total number of cadres of the outfit would be around 300 to 350 at the most. There have been intelligence reports that the outfit launched a fresh recruitment drive to increase its strength and even school students are being recruited. The BW group has submitted a list of 137 weapons, but according to records available with the security agencies, the actual number of weapons with the disposal of the group would be at much more and efforts are on by the Government to mount pressure on the outfit to ensure that it surrenders all the weapons.

The splinter faction of the Black Widow (BW), led by James Dimasa, has made it clear that they will not surrender, reports Sentinel. Jonadon Dimasa, spokesman of the splinter faction, has reportedly told the local media over telephone that they will not surrender. Jonadan has, however, hinted that they will keep in touch with their one-time comrades. Dinob Dimasa is also in this faction. Sources said the splinter faction has not been invited by the Government for talks and this has irked them. Meanwhile, sources close to the BW outfit told that at 90 per cent of the BW cadres would deposit their arms before the Government on September 15. The outfit’s ‘deputy c-in-c’ Daniel Dimasa will lead the parade as there is still uncertainty over ‘commander-in-chief’ Niranjan Hojai’s presence. Further, Dilip Nunisa, chairman of the pro-talk faction of the (DHD) expressed his doubt over the sincerity of the BW. While, talking to Sentinel, Nunisa said that Jewel Garlosa alias Niranjan Hojai, the Commander-in-chief of the BW, had earlier surrendered along with the pro-talk faction, but he formed the separate fraction. Nunisa said the Government should consider the past records of Garlosa before releasing him as he was directly involved with a number of heinous crimes.

According to Telegraph, around 193 Black Widow (BW) militants surrendered their arms before the Security Forces (SFs) on September 13. The cadres first gathered at Thanalambra, about 35 kilometres from Haflong, District headquarters of North Cachar Hills, before proceeding to the 5th Assam Police Battalion headquarters at Sontilla to deposit their weapons. They laid down over 70 weapons in the presence of Police officials, a source said. Among the cadres who came on board were BW leaders Daniel Dimasa, Maurang and Daku Dimasa. “The cadres will be moved into designated camps,” the source said. Five designated camps in different parts of the District are ready for their arrival. The Director-General of Police of South Assam zone, Dipak Kumar, said 358 rebels were expected to deposit their arms by tomorrow. The formal surrender ceremony is expected on September 24 in the presence of the Chief Minister Tarun Gogoi. A source said the outfit wants the Chief Minister to be present at the ceremonial surrender. Apart from the need for Chief Minister presence, the absence of the outfit’s ‘commander-in-chief’, Niranjan Hojai, is also delaying the surrender ceremony. The Union Government has, however, already indicated that talks could begin with the BW even if Hojai did not come.

The Karbi Longri North Cachar Hills Liberation Front (KLNLF) expressed its willingness to get their demands met through talks with the Government, reports Sentinel. According to sources, two top-level KLNLF leaders met top Police officials, including Additional Director General of Police (ADGP), Khagen Sarma, at Guwahati on September 13, 2009. This development came close of the heels of the laying down of arms by the Black Widow following a green signal from the Union Ministry of Home Affairs (MHA). If everything goes well, the outfit may lay down arms by the end of September, 2009, sources added.

The second batch of 180 Black Widow (BW) militants surrendered arms on September 14, taking the total number of cadres to 373, 15 more rebels than the Security Forces (SFs) had expected, according to Telegraph. A Police source said the militants set out from Dihangi, about 30 kilometres from Haflong, escorted by a few senior Police officials to Sontilla, the headquarters of the 5th Assam Police Battalion, where they deposited their arms. The weapons surrendered are yet to be counted but it is a “significant number”, the source said. The extremists will now be shifted to their designated camp in Kapurtalla near Harangajao in the North Cachar Hills District. As reported earlier, the first batch of 193 rebels who surrendered their arms on September 13, are living in a camp in Jatinga village, about 10 kilometers from Haflong. Four camps have been set up at various locations to house the militants during the peace talks. Among those who stepped into Sontilla are frontline leaders Mindao Dimasa and Prakash Dimasa. With the duo’s arrival, all field-level leaders of the outfit have joined the peace process. The outfit’s ‘chief’, Jewel Gorlosa, and its ‘deputy commander-in-chief’ Partha Warisa, are now in judicial custody after being arrested from Bangalore on June 3, 2009. Niranjan Hojai, the ‘commander-in-chief’, has agreed to be present at the formal surrender ceremony of the Jewel Gorlosa followers, expected to be held on September 24, 2009 in the presence of Assam chief minister Tarun Gogoi at Haflong. Hojai (38), a resident of Adra village under Deogbra Police outpost in Maibong subdivision, in his pre-guerrilla days was a Grade IV employee in the State’s public health engineering department. He figured as a key negotiator in the furtive dialogues between Assam Police officials and BW militants in the month of August.

The DHD is already under a ceasefire since 2003 and cadres of the Jewel faction laid down arms this week. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) faction has been demanding integration of the Naga-inhabited areas of North Cachar Hills, contiguous to Nagaland, in its proposed Naga homeland. Mahur is one such stretch. The DHD already has a camp in another Naga-populated area of Maibong. The 373 BW militants who came overground, on September 13 and September 14, are now housed in two camps at Jatinga and Kapucherra. The non-Dimasa population in Jatinga is objecting to the camp, fearing that it would give an upper hand to the Dimasas in the area although it cited a “sense of insecurity” as its reason. Sources said that the BW, while seeking a camp at Mahur, pointed out to State Government that the Naga militant outfit, which has a strong presence in the Naga-dominated areas, might target Dimasa villages in these areas.
