Sri Lanka's Office for Missing Persons (OMP) has come under fire from the Nationalist Party backed by former President Mahinda Rajapaksa, alleging that some of its members have campaigned in favour of the Liberation Tigers of Tamil Eelam (LTTE), reports The New Indian Express on March 4. The OMP aims to bring in reparations to the victims of the nearly three-decade long armed conflict in the country. "This is nothing but a mechanism to try war heroes (soldiers who defeated the LTTE)," Udaya Gammanpila, a leading Joint Opposition supporter said on March 4. He said that President Maithripala Sirisena who pledged not to go ahead with the OMP had buckled under pressure from the West and the United Nations High Commissioner for Human Rights (UNHCHR) Zeid Raad Al Hussein. Last week, Sirisena appointed seven members to a special office set up for determining the status of all persons who went "missing" during the decade-long civil war against the LTTE. Under the Chairmanship of Saliya Peiris, a leading legal luminary, the Commissioners comprise of two members from the Tamil minority and a Muslim. "Look at their names, they are all characters from the dubious non-governmental organisations who have never raised their voices against the LTTE terrorism," Sarath Weerasekera, a former legislator said. "Some of them have campaigned for the LTTE against the state," Weerasekera added. The OMP is expected to bring solace to the tens of thousands of relative of the missing due to armed conflicts both in the south and the north of the country. The Government legislator Ajith Mannapperuma rubbished the accusation that OMP would lead to persecuting the members of the military.

The Police curfew has been re-imposed in the Kandy administrative district in Central Province with immediate effect until further notice, Police Spokesman Superintendent of Police (SP) Ruwan Gunasekara said, reports Colombo Page on March 7. The Police curfew was in effect in the Kandy area from 8 pm on March 6 night and lifted at 6 am on March 7. However, senior Police officers have decided to re-impose the curfew after it was lifted. During the curfew, the Police and the tri-forces have been authorized to arrest all who gather in groups.

To make statements or release publications intended to incite violence and / or engage in hate speech amounts to criminal conduct according to the laws of Sri Lanka and according to Section 3 of the International Covenant on Civil and Political Rights Act, said Director General of Government Information Attorney-at-Law Sudarshana Gunawardhana, reports Colombo Page on March 7. Issuing a statement on publishing statements inciting violence targeted against particular communities, the Director General said that therefore all citizens, and especially media institutions, should ensure that they do not themselves incite violence or engage in hate speech in contravention of the laws of Sri Lanka, and that they do not publish such statements calculated to incite violence as aforesaid.

Police Media Spokesman Superintendent of Police (SP) Ruwan Gunasekara on March 8 said that 81 suspects, who instigated communal clashes in the Kandy District in Central Province were arrested during the past few days, reports Colombo Page. Police Media Spokesman said that ten persons including the alleged mastermind of the attacks in the Kandy area were arrested by the Police Terrorism Investigation Division (TID) at Digana and Poojapiitiya on March 8. The main suspect, who initiated the anti-Muslim riots, Vidana Patharanage Amith Jeewan Weerasinghe was among the arrested persons, the Police Media Spokesman said. Main suspect's chief assistant Nasnaram Pattiyage Sureda Suraweera was also arrested, the spokesman added. Extremist Sinhala Buddhist groups attacked Muslim establishments, including mosques and residences after a Buddhist man was attacked by a group of Muslims during an altercation and later died. As a result of the communal clashes two people died and more than 200 Muslim-owned shops and properties were destroyed. Four Muslim places of worship have been attacked. About 45 incidents of attacks have been reported and the Police are conducting investigations, the Spokesman said. Meanwhile curfew will be imposed today [March 8] at 06.00 pm until 6.00 am Friday [March 9] in the area, the Police said.

Also, the Prime Minister Ranil Wickremesinghe, who visited the riots-hit Kandy on March 10, said that the common belief is that the racial attacks against the Muslims in the Kandy District were organized and carried out, reports Colombo Page. Therefore, the Prime Minister said that a comprehensive investigation into these attacks should be carried out and those found responsible for these attacks should be punished irrespective of their status. Prime Minister Ranil Wickremesinghe made these remarks during a meeting with the Police, the three armed forces and state officials at the Kandy District Secretariat following an inspection tour in the areas of Digana, Kengalla and Akurana areas to get a firsthand look into the damages caused by the attacks on Muslims in the Kandy District.

Sri Lanka on March 13 operationalised the Office for Missing Persons (OMP), an special office set up for determining the status of all persons who went ‘missing’ during the brutal civil war against the Liberation Tigers of Tamil Eelam (LTTE), reports India Today. The OMP aims to bring in reparations to the victims of the nearly three-decade long armed conflict in the country. "The Office on Missing Persons has officially got underway," an official release said. President Maithripala Sirisena appointed seven members and the Chairperson of the OMP on February 28. "The main purpose of the OMP is to address the suffering of thousands of families living in all parts of the country whose loved ones have gone missing or disappeared during multiple conflicts in Sri Lanka," the release said. The OMP will search and trace missing persons, clarify the circumstances in which they have gone missing and their fate, make recommendations towards addressing incidents of missing persons, protect the rights and interests of missing persons among others. It will also make recommendations to the authorities concerned to prevent the recurrence of such incidents.

The Sri Lanka Army submitted a report to the Government regarding the current situation in the Kandy District in Central Province after anti-Muslim attacks by Sinhalese mob devastated the central hill capital and the suburbs, reports Colombo Page on March 16. Military spokesman Brigadier Sumith Atapattu said currently the situation in the District is peaceful and the army will continue to report to the Government on the conditions. The report has stated that while the current situation in Kandy is peaceful, military personnel should continue to remain in the area. The decision has been made based on the information received from the people of Kandy, the military intelligence and information received from the military commanders in Kandy. Accordingly, the Army is planning to withdraw the military from the District as soon as possible, Sumith Atapattu said.

An Army deserter, who had escaped from the Army and provided vehicles to the Liberation Tigers of Tamil Eelam (LTTE) and to aid in various crimes has been arrested in the Gelanigama area by a unit of the Panadura Police Division Law Enforcement Unit in Kalutara District, reports Colombo Page on March 25. The Police also recovered a foreign made repeater firearm with a magazine of six bullets, 86 T-56 ammunition, 10 pistol bullets, and 6 bore bullets in the possession of the suspect.

Navy on March 26 sunk a ship used by the Liberation Tigers of Tamil Eelam (LTTE) in the western seas of the island, reports Colombo Page. Navy has taken the LTTE vessel, A522 named 'We Ling" following the conclusion of the conflict and since then the ship has been anchored near the Colombo harbor under the Navy's custody. Since the ship was in an unusable condition, the Government has decided to sink it in the sea according to proper procedures, and accordingly the Navy sunk the ship in the West Coast.

The Minister accompanied by the Central Bank Governor Indrajit Coomaraswamy and Finance Secretary Dr. R.H.S. Samaratunga met with the Chief Minister of Northern Province Wigneswaran.
