Three soldiers were also killed while 18 others sustained injuries during these clashes. The troops which according to earlier reports had captured the Malawi town on September 1 took full control of the Malawi area on September 2.

Be it road junctions, play grounds, schools, business establishments, offices- in all places bunkers should be constructed as Safety Mechanisms." These leaflets were handed over to the people in Kilinochchi by the outfit days after the SLAF dropped leaflets urging the civilians to leave the LTTE-held areas. Aid agencies said 134000 displaced people are in Kilinochchi district alone. The Government leaflets said the outfit is facing huge defeats and urged civilians to save their lives by leaving for Government-held territory, adds The Hindu.

"The government of Sri Lanka has decided to further develop Vavuniya as a storage and logistic hub for humanitarian assistance, including food and non-food items. The ongoing efforts of the government in this connection are being complemented by international partners who have also commenced stockpiling food and humanitarian supplies for civilians escaping from or displaced by the armed conflict," said the Ministry of Human Rights in a statement.

Troops captured the strategically important Malawi town on September 1-afternoon, military sources told Daily News. Military spokesman Brigadier Udaya Nanayakkara said troops are poised to capture the town fully, completely flushing out the Liberation Tigers of Tamil Eelam (LTTE) militants by September 2 (today). "Troops who entered Malawi town by Sunday afternoon from the ninth mile post expanded their positions up to 8th mile post by yesterday afternoon. Troops are now further expanding their positions surrounding Malawi town towards Thunukkai and Mankulam", an unnamed military official told Daily News, adding, the LTTE defended this strategic town constructing a massive earth bund from the south and inducting their well trained cadres. Malawi, one of the main administrative hubs of the LTTE where they kept many of their foreign visitors arriving in the Wanni to meet their leaders, is located surrounding the ninth mile post on the Mankulam- Vellankulam road which links the Jaffna Kandy A-9 road and the Mannar- Pooneryn A-32 road. Malawi reportedly has a hospital, banks and a massive bakery complex which can make 5000 loaves of bread at once.

Police Intelligence revealed that most youth were found to be residents of Ambakottewate, Kengalle, Galaha, Maussawa, Rattota, Ukuwela, Nuwara Eliya and Hatton. After the LTTE training, the youths had returned to their home towns, the police said. Muhundan was identified as the key LTTE cadre who organised the ‘training’ for the Kandy Tamil youths. Two youths who had collaborated with him have been taken into custody.

The UN Country Team in Sri Lanka said they have "raised with the LTTE its urgent concern that civilians be allowed maximum freedom of movement of all times." A recent UN Inter-Agency Standing Committee (IASC) report estimates that 74,119 individuals (18,970 families) have been displaced since June due to the fighting in the north-west. UN officials said the displaced have moved into Kilinochchi district which is still under LTTE control. The IASC report stated that there were 134868 individuals (35,353 families) displaced in the district, and more than 160000 Internally Displaced Persons in the central-north area, the Wanni, controlled by the LTTE.

"We are moving forward in accordance with those plans. Preliminary reports said the abortive ground artillery attack on the Wanni security force’s (SF) Headquarters Complex in Vavuniya killed 10 Army soldiers and one Police constable. While seven airmen, nine Police constables and one civilian also sustained injuries as a result of exchange of heavy fire, the troops have so far recovered 10 bodies of militants, including five female cadres. Simultaneously, two LTTE aircrafts providing support to the artillery attack dropped two bombs which missed their intended target falling on the office area failing to cause much damage. Meanwhile, the Sri Lanka Air Force (SLAF) fighter jets which had taken off from Katunayake Air Base intercepted the two fleeing aircrafts and shot one down. "Three aircraft were seen on radar. One was over Vavuniya and dropped a bomb and went back. There was also an artillery attack into Vavuniya," said an unnamed military official. The Black Tiger (suicide wing of the LTTE) squad staged a similar combined air and ground attack in October 2007 on the Anuradhapura Air Base killing 14 soldiers and destroying four SLAF’s aircrafts. 20 militants were also killed in the incident.

He pointed out that most of the time the majority of the civilians in the Northern and Eastern Provinces preferred to move into safer areas within the district, rather than moving to Colombo due to various reasons, adding, "So we would not have to deal with a vast crowd. However, we have already established several police stations in the concerned areas and we would be conducting numerous social services for the benefit of those people." However, Defense Secretary, Gotabhaya Rajapakse, commenting on the substantial influx of people from the eastern areas, has declared that anyone remaining in Colombo without a proper reason should head back to the north and east, since it will create a threat to the security situation. Within the month of August alone, about 6950 people have arrived in the Colombo Police Division. These people have found accommodation in lodges, houses and various other places.

Speaking at a special press conference in Colombo, Media Minister Laxman Yapa Abeywardana, said LTTE cadres try to move in the south while government troops are marching towards Kilinochchi. "With the public assistance, government could prevent the LTTE attacks in South," the Minister said. Sri Lanka has said that adopting a legislation by the United States would enable it to prosecute foreign military leaders who recruit child soldiers. It would be a direct blow to the LTTE, which had been recruiting child soldiers despite the pleas from humanitarian agencies, the Government said. The Child Soldiers Accountability Act was unanimously passed in the House of Representatives on September 8 and was adopted by the Senate on September 15.

The Secretary said there are still 2569 families in Batticaloa and 2931 families in Trincomalee to be resettled. The government hopes to resettle these families within the next few weeks. Additionally, the government has taken measures to distribute necessities to the resettled.

"Our forces are around four kilometers (2.5 miles) from Kilinochchi town. In fact we can see some of the buildings," Fonseka said. He also said the LTTE leader Velupillai Prabhakaran, was "now a caged animal", adding, "Our military campaign won’t stop until we liberate our motherland from the LTTE." Suggesting that a fresh offensive would begin in the coming days, he said, "We will fire the first shots towards Kilinochchi town next week." Meanwhile, the Defence Ministry reported the LTTE have lost some 6,898 fighters since January. Also, the Military authorities said that 673 soldiers have also died during the same period.
