Colombo Page reports that the second phase of Indian Housing Project to construct and repair 43,000 housing units for the resettled families in the Northern and Eastern Provinces of Sri Lanka got off to a start on October 2. Minister of Economic Development Basil Rajapaksa and High Commissioner of India Ashok K. Kantha jointly launched the project. Addressing the event, Minister Rajapaksa has expressed his deep appreciation for the assistance provided by the Government of India towards rehabilitation and resettlement of Internally Displaced Persons (IDPs) and for reconstruction and development of Northern Province. The third phase of the Housing project is expected to commence before the end of this year. In this phase, about 2,000 houses will be directly built by construction agencies for people from most vulnerable sections of IDPs in the Northern and Eastern provinces who are unable to build their own houses and 4,000 houses for Indian-origin workers in tea estates in the Central and Uva Provinces. The process of selection of executing agencies for construction of 4,000 houses is presently underway.

The TNA said that it will participate in the Parliamentary Select Committee (PSC) proposed by the Government to resolve the ethnic issue if the Indian Centre can provide an agenda for talks. A committee of legal council appointed to look into the pending cases under the Prevention of Terrorism Act (PTA) has announced that it has finalized the prosecution process. Additional Solicitor General Suhada Gamlath has told the media that the Government would file cases against 60 former LTTE cadres in the next few weeks. He has said that the Terrorists Investigation Division (TID) was investigating into 80 more former LTTE cadres based on new evidence received on their involvement in the war.

A seven-member delegation of Tamil National Alliance (TNA), Sri Lanka's major Tamil party, will leave for India on October 10 (today) on an invitation extended by the Indian Government to hold discussions on the ethnic issue, reports Colombo Page. During their four-day tour to New Delhi, the TNA delegation is scheduled to hold discussions with Indian Prime Minister Dr. Manmohan Singh and other government officials in New Delhi on a solution to the ethnic issue. The delegation, led by TNA Leader R. Sampanthan will include TNA parliamentarians Selvam Adekkalanadan, Mavai Senathirajah, Suresh Premachandran, M. A. Sumanthiran, Appathurai Vinayagamoorthy, and P. Selvarasa. They will however not hold discussions with the Tamil Nadu politicians during their short tour, a TNA member has said. The talks will be focused on finding a sustainable solution to the ethnic issue and the welfare of the Tamil community in the North and the East. The Indian government has offered help to create a platform to restart stalled talks between the Sri Lankan government and TNA on the ethnic issue and it is expected that the Indian government will persuade the TNA to participate in the proposed Parliamentary Select Committee (PSC) to bring up a permanent solution to the power devolution

Justice Ministry Secretary Kamalini de Silva said that two courts have been established in Mannar and Vavuniya Districts to expedite the hearing of cases against LTTE suspects. She noted that two more courts are to be established in Anuradhapura and Colombo Districts for the purpose.
