Around 2,175 internally displaced Tamil families in Jaffna and Trincomalee Districts will receive a financial assistance of LKR 38,000 per family for resettlement with the Cabinet of the Sri Lankan Government sanctioning LKR 160 million, reports The Hindu on June 2. According to the report, 204 families in Sampur in Trincomalee District of the Eastern Province, and 1,971 families in Jaffna of the Northern Province will get the assistance initially. Of the amount of assistance, LKR 25,000 is set apart for resettlement allowance and the remaining LKR 13,000 for purposes such as clearing land and purchase of tools. The payment will be made on verification of claims by district-level officials, said an official in the Ministry of Resettlement, Reconstruction and Hindu Religious Affairs.

The Britain- based Tamil group, British Tamil Forum has sought India's help for Tamils based in Northern Sri Lanka in improving their lives through a host of measures, reports Daily Mirror on June 2. Representatives of the British Tamil Forum, which claims to represent nearly 4,00,000 from the community living in the United Kingdom (UK), met officials of the Indian High Commission in London last week and sought positive measures for the Tamils who are "first Sri Lankan but do have an affinity to India"."The meeting went very well and whilst the Indian government will be keen to help in partnership with the Sri Lankan government for all such positive efforts, the point was made and unanimously applauded that peaceful and diplomatic avenues only remain our work-ethic base," said Anil Bhanot, managing director of Hindu Council UK - the charity which facilitated the meeting. Report adds that some of the suggested measures included psychological and psychiatric help for the Tamils in the region, particularly women, apparently affected during the nearly three decade-long brutal war against the Liberation Tigers of Tamil Eelam (LTTE), besides setting up of Indian education institutions branches. They also included a bridge between Rameswaram in Tamil Nadu (India) and a northern Sri Lankan port for easier movement of goods and services and people with the appropriate controls; and a ferry service, which existed before the war, should be resumed.

Three minor Tamil political parties in Sri Lanka have decided to join hands to form a new political front, saying that the Tamil National Alliance (TNA) only represents the Tamils in the Northern and Eastern part of the country, reports Colombo Page on June 2. Mano Ganesan, the leader of the Democratic People's Front (DPF), a minority party for the Tamils in Western Province has said two other political parties, the National Union of Workers (NUW) and Up Country People's Front (UCPF), which represent estate Tamils in central hill plantations, are to join his party to form the new political front. Mano Ganesan said that "Tamils live not only in the north and east. There are Tamils who live in the western, northwestern, central and southwestern provinces." "There are 3.2 million Tamils out of which a half live outside north and east. So the TNA can't represent them, Mano Ganesan added Report adds that both NUW and UCPF supported the current President Maithripala Sirisena in the January, 2015 Presidential Election when he defeated incumbent Mahinda Rajapaksa. With the pending Parliamentary Election, the new Tamil alliance would be crucial for the incumbent Prime Minister Ranil Wickremesinghe's United National Party (UNP). Mano Ganesan has been a long standing ally of the UNP.

According to a recent survey conducted by Centre for Policy Alternatives (CPA), though the Sri Lankan Government is giving emphasis on reconciliation process, the country’s four major ethnic groups; Sinhalese, Tamils, upcountry Tamils and Muslims remain divided on issues concerning the topic, reports The Hindu on June 3. Of four questions raised during the survey, the question that continues to see perceptible division between the Sinhalese and the Tamils is about the work done by the Government to address the root causes of the ethnic conflict. Thirty five per cent of Sinhalese respondents are of the view that the Government has done a lot whereas 39.9 per cent of Tamils (Sri Lankan Tamils) and 33.3 per cent of the upcountry Tamils (Indian Tamils) feel that nothing has been done. However, 6.3 per cent of the Muslims hold the view that large sections of the Tamils have benefitted, 62.9 per cent of the Muslim respondents have said “the government has done a little but not enough.” Among the Sinhalese respondents, 3.1 per cent have said the Government has done nothing and 38.2 per cent feel that “the government has done a little but not enough.” The total number of respondents is around 2000, according to Paikiasothy Saravanamuttu, Executive Director of CPA, which has been carrying out the survey since 2011.

Northern Province Chief Minister C.V. Wigneswaran charged on June 2 that narcotic drugs had been introduced in the Province in a systematic manner with the intention of preventing a Tamil youth-resurgence, reports Daily Mirror. Speaking at a function in Jaffna, the Chief Minister said some of the state officials and ministers had the opinion previously that Tamil youths should not be get together as idea of rebelling could arise in them. “Those ministers believed that no ideas on liberation should arise in the hearts of youths and that they should behave like zombies,” he said. He also said that Northern youth had put pressure on previous Governments by taking up arms and the previous Governments had to incur a large expenditure with foreign aid to put an end to the armed conflict.

The Principal Deputy Assistant Secretary of US Bureau of South and Central Asian Affairs, Richard E. Hoagland said that “Democratic elections have brought about a sea-change in US- Sri Lanka relationship, where the new President has moved the country away from divisive politics and crony capitalism toward a new path of reconciliation and inclusive development.” Speaking at the Washington International Business Council, he said “This new path will be a boon for the Sri Lankan people, as well as U.S. interests. We can now work together with Sri Lanka to promote good governance and human rights abroad, as well as improve maritime security in the Indian Ocean”.

According to report, United Kingdom (UK) immigration officials have detained Janahan Sivanathan, a 22-year-old Tamil asylum seeker from Sri Lanka, at the Morton Hall detention centre in Lincolnshire while the Government tries to deport him, reports Daily Mirror on June 4. Supporters said that Janahan was “horrendously tortured” as a school student during the war in Sri Lanka, after he was rounded up and held captive for ten days. They said that his medical case history shows he suffered serious torture and is at high risk of suicide. However, his lawyer filed a fresh claim and submitted new medical evidence on June 1.

Ahead of the forthcoming Parliamentary elections, a new political formation, Tamil Progressive Alliance (TPA) was formally launched on June 3 to highlight issues and problems of Indian Tamils in Sri Lanka, reports The Hindu. The TPA comprises Democratic People’s Front (DPF) of Mano Ganesan; Up Country People’s Front (UCPF) of V. S. Radhakrishnan and the National Union of Workers (NUW) of Palany Thigambaram. According to the 2012 Census [as hosted in the website of the Department of Census and Statistics of Sri Lanka], the strength of the Indian Tamils, also known as Upcountry Tamils, was around 8.4 lakh, about 4.12 per cent of the total population of the country. However, leaders of the Alliance claim it as 1.6 million. The three leaders asserted that the Alliance was formed not meant for the polls but out of the realization that a “unified and cohesive force” would ensure the accomplishment of more concessions and rights for the Indian Tamils.

A statue resembling slain Liberation Tigers of Tamil Eelam (LTTE) leader Velupillai Prabakaran installed in a private temple at Therkku Poigainallur village near Velankanni in Nagapattinam District in Tamil Nadu (India) has caused a flutter in the locality, reports The Hindu on June 6 (today). The statue resembling Prabakaran in camouflage uniform with a horse in the background,\ was installed on the campus of the Periyachi Amman Temple built in the village recently. The temple was consecrated a few days back. The New Indian Express adds the villagers denied that there was any political motive behind erecting the statue and claimed it was only meant to impart courage for the generations to come. However, the funds for building the statue had come from residents of South Poigainallur, Velankanni and even from Malaysia. “We will comply with the law if there is any objection from the government,” the villagers said. However, Police sources said that no case has been registered so far in this connection.

Foreign Affairs Ministry Spokesperson Mahishini Colonne said that the former Government gazetted the listing of the groups and individuals but the new Government said there was a requirement to review the ban in order to take the reconciliation process forward. Colonne said that under the United Nations (UN) obligations an annual review of individuals and entities listed under the United Nations Security Council (UNSC) Resolution 1373, is essential and the review process is underway by a Committee. There were literally no symptoms of the statue being installed on the premises of Sevugaraya Ayyanar and Periyachi Amman temple, which was consecrated on June 4. Police, Revenue and Intelligence officials conducted an enquiry in the village and questioned a group of organisers, who were involved in the construction and consecration of the temple. When the implications of installing a statue of leader of a banned organisation was explained to them, they agreed to remove it, Police sources said. The Hindu adds that the Velankanni Police (Tamil Nadu) have registered a case in connection with the installation of the statue. Police sources said a case was booked under Indian Penal Code (IPC) section 188 (disobedience to order duly promulgated by public servant) on a complainant preferred by Saminathan, Village Administrative Officer of South Poigainallur in Nagapattinam District.

Security Forces (SFs) Commander in Jaffna Major General Nandana Udawatta said that the military is not involved in civilian administration and there was no security threat to the Jaffna peninsula after the Presidential Election held on January 8, 2015. He denied the reports that extra troops had been sent to Jaffna following the recent incident of rape and murder of school girl Sivaloganathan Vithiya, which triggered violence in the area. The commander also said that 19,159 acres of Government and private lands in the Jaffna Peninsula occupied by the military including 6,258 acres of land in the Palaly high security zone have been released. He added that most of the owners of the released lands are in the overseas. Udawatta noted that in 1996 an extent of 11,600 acres of land was in the custody of the Palaly high security zone. It has been reduced to 5,371 acres now. The number of army camps in the peninsula has been reduced to 93 from 151 but the camps have not been withdrawn from strategic areas which could bring about a risk to national security, he said.

Referring to the recent meetings the Foreign Affairs Minister Mangala Samaraweera had with the Tamil Diaspora community in London (UK), the spokesperson of the Foreign Affairs Ministry Mahishini Colonne said that the Lessons Learnt and Reconciliation Commission (LLRC) made several recommendations in their report pertaining to the important requirement for Sri Lanka to engage with the Sri Lankan Diaspora to achieve meaningful and lasting reconciliation in the country. The President and the Government aim to achieve long-term progress and development of the nation and to achieve this, steps need to be taken to ensure that the country would not ever again plunge into the violence that was witnessed for almost 30 years, said the spokesperson. There is much Sri Lankan communities abroad can do to support Sri Lanka's for reconciliation efforts and also assist in housing, healthcare and livelihood activities and many other areas, spokesperson said noting that they also possess the capacity to obtain for Sri Lanka the assistance of the government and organizations of the countries in which they live and work. "In this context, the government appreciates all efforts taken by the international community, all countries, individuals and all parties in discussing these issues with Diaspora, not only the Tamil Diaspora, but all Sri Lankan Diaspora, irrespective of ethnicity and religion, belonging to all communities," Colonne said. There is no official mediation role accorded in this regard to any Government or to any individual as some had been speculating, the spokesperson clarified.

Minister Ranawaka said “Some ministers submitted a cabinet paper proposing that the injured LTTE terrorists should be compensated by the government. I strongly objected it and it had to be withdrawn.” He also said that JHU was strongly opposed to hosting a festival of Diaspora as claimed by the Foreign Affairs Ministry and that hosting such a discussion would instigate racisms and terrorism. “There has been no discussion within the government about this. State Minister for Defence Ruwan Wijewardene on June 21 said that the present regime will never do anything which is harmful to the national security, reports Daily Mirror. The State Minister said there is no truth in the statements that are being made by the Opposition that the Liberation Tigers of Tamil Eelam (LTTE) is raising its head in the North because of certain actions by the present regime. Wijewardene said “United National Party (UNP) led Governments too fought the LTTE in the past, even the late President D. B. Wijetunga was able to wipe out the terrorists from the East and we too are capable of stopping them in the event they try to regroup.”

Prime Minister Ranil Wickremesinghe has told Parliament on June 23 that the Government has not made any decision to withdraw military camps from war-torn north and east, reports Colombo Page. The Prime Minister said the decision to withdraw camps is left for the Army to take and when such decisions are made Parliament would be informed. Responding to a query by opposition concerning the military camp at Sampur in Trincomalee District of the Eastern Province, the Prime Minister said the withdrawal of the Sampur camp had been done on the basis of a decision taken by the former President Mahinda Rajapaksa's Government.

Colombo High Court on June 25 handed over death sentence to Staff Sergeant Ratnayake Mudiyanselage Sunil Rathnayake for murdering eight Tamil civilians in Jaffna District in 2000, reports Colombo Page. The High Court heard the case where Rathnayake and four others were charged with the murders. Rathnayake was the first accused of the case. However, the court acquitted the other four defendants for lack of evidence against them. The group of Tamils including two children were believed to have been abducted on December 19, 2000 and killed. Their bodies were found in a mass grave, about 16 miles east of Jaffna town.

The Presidential Commission Investigating Cases of Missing Persons (PCICMP) began its public sittings to hear cases of missing in Trincomalee District of Eastern Province on June 27, reports Colombo Page. The Public Sittings are being conducted in the towns of Trincomalee and Muttur in the Trincomalee District from June 27-30. Complainants from the following Grama Niladhari Divisions of Muttur, Seruwila, Eachilampattu, Kinniya and Thampalakaman have been invited to appear before the Commission at the Muttur Divisional Secretariat location. Complainants from Tow & Gravets, Padavisiripura, Gomarankadawela, Kantalai, Morawewa and Kuchaveli are invited to attend the hearings at the Trincomalee District Secretariat. Secretary to the commission, H.W. Gunadasa said the commission has also invited any person, persons or organizations within the selected areas to submit fresh complaints to the commission during this period.

Tamil National Alliance (TNA) asked the Government to release Tamil political prisoners before holding a festival for Tamil diaspora, reports Colombo Page on June 29. Former TNA parliamentarian from Batticaloa District, P. Ariyanenthiran said that the Tamils cannot accept holding a festival for the Tamil diaspora before the Government takes measures to release the Tamil political prisoners in jail.In order to encourage Tamil diaspora members to engage and contribute to efforts in Sri Lanka, the Minister of Foreign Affairs has proposed to organize a diaspora festival in Colombo later this year.
