The Pakistan People’s Party (PPP)led Provincial Government on August 1 decided to keep the arrangement unchanged and stated that the Rangers will enjoy Special Powers for three months to be applicable to Karachi Division, reports Dawn. Twelve days after the authority of the paramilitary force to Police the provincial capital expired, Chief Minister (CM) Syed Murad Ali Shah signed a summary prepared by the Home Department, allowing the Sindh Rangers to continue to conduct raids and arrest criminals in Karachi’s six Districts for the next 90 days.

The Federal and Sindh Governments were at loggerheads on August 2 over the issue of Rangers’ Special Powers, with the Centre rejecting the Province’s summary restricting policing powers of the paramilitary force to Karachi, reports Dawn. The Centre wanted the extension of Rangers’ policing powers to the whole of Sindh – an idea not acceptable to the Provincial Government. A source said the summary would be sent back to the Sindh Government with an advice to prepare a fresh summary equipping the Rangers with policing powers for the entire Province.But the Sindh Government said Islamabad had not officially communicated its rejection of the summary. “We have not sent the summary about Special Powers (of Rangers) to the Federal Government, but we have sent a letter to Islamabad informing it about the government’s notification,” said a spokesman for the CM House quoting Chief Minister Syed Murad Ali Shah.

The Federal Ministry of Interior on August 3 issued two notifications on the request of Sindh Government in connection with the powers of Rangers, extending the special policing powers of paramilitary force in Karachi for 90 days, and also extending Rangers deployment in Sindh Province for another year to continue to discharge functions and assist the Sindh Police in the maintenance of law and order within the province, reports The News."Pursuant to the request made by the Home Department, Government of Sindh, dated 1st August, 2016 and in continuation of this Ministry's Notification No.9/1/95-R (Sindh) dated 9th May, 2016 the powers conferred upon Pakistan Rangers (Sindh) in Karachi Division under clause (i) of sub section-3 of section-4 of Anti Terrorism Act, 1997, (XXVII of 1997), are extended for another period of 90 days with effect from 20th July, 2016," said the notification extending the force’s special policing powers in Karachi.The terms of both special policing powers of the Sindh Rangers in Karachi under the Anti-Terrorism Act and the stay of the paramilitary force in the province in aid of civil administration and the police had ended on 19 July, 2016.

Counter-Terrorism Department (CTD) Police arrested three Tehreek-e-Taliban Pakistan (TTP)-Swat Chapter terrorists during an encounter in Manghopir area of Gadap Town in Karachi, the provincial capital of Sindh on August 4, reports The News. The Police said that the accused were involved in a Police encounter and an attack on army soldiers in Waziristan. The Police recovered a suicide jacket, three TT pistols, four hand grenades and two kilograms of ball bearings from their hideout.The accused were identified as Saif-ur-Rehman alias Buddah, Taj Muhammad alias Salman and Adil. During the initial interrogation, they admitted that they were experts in laying landmines and firing rockets and also recruited youngsters in Karachi and took them to Afghanistan for training. They added that after training, the youths were handed over to various TTP wings, which used them to carry out their fight against with the Pakistan Army and the NATO forces in Afghanistan.

As many as 160 suspects have been shot dead in ‘encounters’ in different Districts of Sindh in just five months — March to July — according to Sindh police statistics, Dawn reported on August 8. “During the last five months of this year (March to July), a total of 732 encounters took place in various districts of Sindh in which 160 suspects were killed,” according to Sindh police statistics which were released to the media by Assistant Inspector General of Police (operations) Arif Aslam Rao on August 7. The police spokesperson clarified that these encounters were led by different Police Stations of different Districts, including Karachi. The official added that suspects killed by the Police’s special units like the counterterrorism department were not included in the list. Among the killed suspects, 52 were alleged terrorists, 103 involved in robberies and other crimes, and five were alleged kidnappers.The Police also claimed to have busted 225 “criminal gangs” through encounters, raids and other actions during the same period. The Police also seized 23 suicide jackets, 120 hand grenades, 12 rocket launchers, 102kg of explosive materials, one anti-aircraft gun, six LMGs/G-3, 366 shot guns/repeaters, 103 MP-5/rifles, 2,681 pistols/revolvers, and 17,983 bullets during the encounters from the custody of terrorists, robbers and kidnappers, according to the police report.

The Supreme commander of the HizbulMujahideen (HuM) Syed Salahuddin urged Pakistan on August 7 to find a peaceful solution to the ongoing violence in Indiaheld Kashmir, reports Dawn. Speaking during a press conference at the JamaatiIslami’s (JI) headquarters, Idara NooriHaq, in Karachi Salahuddin, who is also the head of the Muttahida Jihad Council (MJC), said that if a peaceful solution is not reached then Pakistan should consider cutting off diplomatic ties with India over the killing of Burhan Muzaffar Wani in Kashmir. The young commander’s killing gave “new meaning to the struggle for Indiaheld Kashmir”. Salahuddin spoke for the entire duration of the onehour press conference, with members of the JI, including its Karachi Amir (chief) NaeemurRahman, sitting next to him. The reporters were informed that Salahuddin had come on a short visit to Karachi from Muzaffarabad to “especially speak to the media”.

The Supreme Court on August 11 assailed the Sindh Government for not taking proper steps in ensuring maintenance of law and order situation in the provincial capital Karachi, reports The News. During the proceedings of the Karachi law and order case, the Chief Justice inquired about the status of the CCTV cameras to be placed at different locations in the city. To which the Chief Secretary replied that an amount of rupees ten billion had been allocated for new CCTV cameras. The court responded by stating that the Government had failed to take action hence the Supreme Court had taken up the issue of law and order. "The issue is not allocating funds but also spending them where they are required to be spent," said the Chief Justice. "We want full implementation on the orders of the Karachi law and order case," he added.

Sindh Rangers on August 17 arrested two target killers, identified as Kashif Qadir alias Kashif Tinda and Junaid Iqbal alias Bota from Bahadurabad area of Karachi, the provincial capital of Sindh, reports The News. The accused have confessed to target killing of lawyers, murder and extortion. They targeted Advocate Sohail Anjum along with his companions on March 17, 2010 at Tipu Sultan Road, Advocate Waheed Qureshi on October 01, 2011 at Tariq Road and also confessed to taking part in May 12, 2007 bloodshed in Karachi, said the spokesman. The Rangers spokesman added that besides killing six activists of Sunni Tehreek, the accused were also involved in forced extortion at Tariq Road and Bahadurabad.

One person was killed and five others were injured in violent clashes between Police and Muttahida Qaumi Movement (MQM) workers during protests at ARY News office near Zainab Market in Saddar Town of Karachi, the provincial capital of Sindh on August 22, reports Dawn. Police confirmed that "MQM workers pelted stones at police officials and the ARY office", adding that they also resorted to aerial firing outside the office. ARY News has alleged that the protesters were members of the MQM.According to TV channels, MQM chief Altaf Hussain in his speech on the same day told protesters "to storm the offices of TV channels". Senior ARY anchor Kashif Abbasi said, "They are Muttahida people. He (Altaf) ordered them to do it and within 10 minutes all this happened." A Samaa DSNG van was also attacked. Additionally, a police van and motorcycle of a traffic police official were reportedly set on fire.However, eyewitnesses at the Karachi Press Club said Rangers men with their faces covered ransacked the MQM camp in the area and arrested workers of the political party. Alluding to a conspiracy against the MQM, Member of National Assembly (MNA) Syed Ali Raza Abidi tweeted, "MQM has been protesting since past 3 years non-violently. Regretfully masked men pre-present at Fawara Chawk created these deplorable scenes." Around 500 refugee families are returning to Afghanistan every day, said United Nations High Commission for Refugee (UNHCR) spokesman Duniya Aslam Khan on August 28, reports Pakistan Observer. "When refugees return, their identity is verified through the latest IRIS (Internal Rotary Inspection System) test and then they are issued registration forms," said the spokesman. Every person who leaves is given USD 400 of financial assistance, he said, adding that two centres have been established to facilitate the return of refugees. One located in the Chamkani area of Peshawar, which assists refugees returning from the areas of Sindh, KP, Azad Kashmir and Islamabad. The other is located in Quetta, where refugees from Sindh and Balochistan can establish contact to get a date for their return and complete other formalities.
