Religious parties in Pakistan reacted sharply, on October 1, to remarks made by President Pervez Musharraf that he would order a crack down on any madrassas (Islamic seminaries), preaching terror or militancy. Jamia-ul-Uloom-ul-Islamia spokesperson Mufti Muhammad Jamil, while describing, in Karachi, Musharraf's comments as ‘unfortunate’, added, "We once again reject that any of the religious seminaries preach hatred or give any armed training." Jamaat-e-Islami (JeI) deputy chief Ghafoor Ahmed said, "Whatever Musharraf says these days is said under US pressure. The United States wants the elimination of the Madrassa culture in Pakistan, but it is here to stay." Separately, Jamaat Ulema-e-Pakistan deputy chief Shah Faridul Haq indicated that none of the madrassas were being used to foment terrorism.

While claiming that Osama bin Laden was not involved in the September 11-terrorist attacks in the USA, he also alleged that the Israeli intelligence agency Mossad was responsible for the same.

Jamaat-e-Ulema-e-Islam Pakistan (Sami) Deputy Secretary General Maulana Asad Thanvi said in Sukkur, since there is no concrete evidence regarding Osama bin Laden’s involvement in the September 11-terrorist attacks on the US, any US strikes on Afghanistan will be ‘unjustified’. According to him, "If the attacks on Pentagon and WTC are terrorism, any attack on Afghanistan will be nothing else than terrorism… Afghanistan is a brotherly Muslim state. Any aggression against it from the Pakistan soil or any support to the US government in this regard will be totally un-Islamic." He also added, "As per Islam, every Muslim man has to keep beard and every Muslim woman has to observe Pardah. By forcing people for the same, the Taliban are, in fact, following the orders of Allah and Holy Prophet."

Addressing a public gathering at the Baitul Hamza grounds in Landhi, he asked the military regime to respect the sentiments and emotions of the Pakistani populace and not to take any decision against the interest of the country. Afaq said, "Support to America means war against Allah and Mohajir community would never accept any such decision. Being Muslims we should never accept the supremacy of America." While criticising Muttahida Quomi Mahaz Chief Altaf Hussain for offering to send three million volunteers to US to wage war against Afghanistan, Afaq Ahmed said Mohajirs would never allow any ‘vested interest’ to do so.

Various religious and political parties have condemned the US air attacks on the Taliban regime in Afghanistan. Leaders of the Pakistan People's Party (PPP), the Jamaat-Ulema-e-Islam-Fazlur Rehman faction (JuI-F), Pakistan Muslim League (PML), Sipah-e-Sahaba Pakistan (SSP) and other parties were of the opinion that more time should have been given to diplomacy before launching attacks. SSP leader Syed Paryal Shah said, in Khairpur, that it was not a war against Taliban but against Islam, and therefore, it was essential for the Muslims to declare Jehad against the US and its allies. JuI-F leader Maulana Muhammad Ramzan said, in Khairpur, the US attacks on Afghanistan were "acts of terrorism in the name of curbing terrorism. We will now not accept any US and its allies on the Pakistani soil."

At a meeting in Karachi, on October 9, 2001, religious scholars urged the Organisation of Islamic Countries (OIC) to ensure that the attacks against Afghanistan were stopped. The religious scholars also gave a call to boycott British and American-made goods and had urged unity among all Pakistanis as the country was facing a ‘critical’ moment. Jamiat Ulema-i-Pakistan (JUP) chief Maulana Shah Ahmed Noorani chaired the meeting. The gathering, besides, condemned what they called anti-Pakistan propaganda emanating from the Indian media and also asked the United Nations (UN) to help stop what they alleged was ‘state-terrorism in Jammu and Kashmir and Palestine’ by Indian and Israeli forces, respectively.

Protestor condemned the attacks on Afghanistan in which some ‘innocent civilians’ were killed. They said the forces that had joined the US to "eliminate Muslims" would fail. The protest meeting also criticised the government’s action of detaining JUI leader Maulana Fazl-ur-Rehman, PADC chief Maulana Sami-ul-Haq and Sipah-i-Sahaba leader Azam Tariq.

Media reports from Pakistan said, Jamiat Ulema-i-Islam-Fazlur (Rehman) Sindh province general secretary, Khalid Mehmood Soomro, speaking in Hyderabad, Sindh, on October 9, directed activists to ‘kill American commandos and Jews if they were spotted’ anywhere inside Pakistan. He also asked the activists ‘to destroy bases where American forces were found’. Attacking Osama bin Laden was a pretext that the United States was using, Soomro alleged, in its intention to gain control over Pakistan. He warned, "if Osama bin Laden is martyred, thousands of Salahuddin Ayubis and Khalids bin Waleed would take over from him." He also warned the United States that the Muslim world would avenge ‘the massacres of Muslims in Kashmir, Palestine, Bosnia, Iraq and in other places’.

Various religious leaders, chiefs of different Dar-ul-Ulooms, leaders of the Jamaat-Ulema-e-Islam, Sipah-e-Sahaba Pakistan (SSP) and the Jamaat-e-Ahl-e-Hadees issued a joint statement to this effect in Karachi on October 10. Condemning American foreign policy, these leaders indicated that Muslim countries had announced their support to the US in its move against terrorism, but had not pledged any support to what they perceived as a ‘terrorist move’. They said that the situation enjoined on the Muslims to contribute towards Afghanistan. In their statement, they also said, "If the US has an iota of justice and fair play, instead of responding to terrorism by adopting a policy of terrorism, it should examine the reasons which have been creating hatred and unrest against it in the Third World, where people are bent upon destroying it at the cost of their life."

A security force personnel was killed and approximately seven persons injured in Karachi on October 12 during clashes with violent demonstrators protesting against the US air strikes on the Taliban regime in Afghanistan. More than 70 persons have been arrested. Pakistani media reports have indicated that at least two restaurants owned by an American fast food outlet were ransacked and damaged, while two cars belonging to local bodies representatives were set on fire, and over two dozens other cars were damaged during the day-long clashes in Karachi. Most of the demonstrations and protests were held after the Friday prayers, when people came out of mosques chanting slogans against the US-led attacks on Afghanistan as well as against the government for extending support to the US. The Pakistan Afghanistan Defence Council (PADC), composed of 35 religious parties, had given the call for the strike. The police who raided houses of at least a dozen politico-religious leaders overnight arrested at least six religious leaders including Maulana Asad Thanvi and Maulana Mohammad Hussain Mahanti. The two leaders were later released.

Federal Interior Minister Moinuddin Haider has criticised the various religious parties for holding violent protests against the government's decision to help the US launch air strikes on the Taliban regime in Afghanistan in the wake of the September 11 terrorist attacks in New York and Washington. He said, in Karachi, on October 14, the so-called religious parties had no justification for their violent demonstrations as all their demands - military strikes under the UN umbrella, credible evidence against Osama bin Laden, broad-based government in Afghanistan and no civilian casualties - had been met by the government. He also asked: "Why do the leaders of religious parties recruit young men and send them off to the front line in Afghanistan without proper training?" Haider indicated that an emotional decision of the government regarding US-led air strikes in Afghanistan could have been detrimental to the interests of the country, particularly its nuclear installations.

Jamaat-e-Islami (JeI) Chief Qazi Husain Ahmad said, in Karachi, on October 14, that the present military regime had "slapped the nation with immense humiliation by joining hands with the United States in its vicious designs against Afghanistan, an unforgivable crime. The masses must remove the regime if it did not change its present pro-US policy on Afghanistan at the earliest." According to him, it was ‘shocking’ for the Muslims that Pakistan’s armed forces had been assigned the ‘job’ to provide cover to the US Army. Ahmad indicated that his outfit was against violent encounters with the security forces since he perceived that its benefit would accrue to the US. Terming the Musharraf regime as being as unpopular and weak as those of Benazir Bhutto’s and Nawaz Sharif’s, he said the present government had failed to carry out the accountability process, maintain peace and deliver goods to the masses.

Two persons were killed and 50 others injured when police opened fire to stop anti-US protesters from marching towards the Jacobabad airport on October 14. Pakistani news reports said several persons were also injured in clashes, which occurred in and around Jacobabad. Meanwhile, religious parties, which had taken part in the siege of Jacobabad airport to protest against the handing over of the airstrip to US forces, have claimed that police arrested over 500 persons. The siege call was given by the Jamaat-Ulema-e-Islam (JuI- Fazlur). During a gathering at Adal Shakh in Shikarpur district, police and protesters clashed, resulting in injuries to 25 JuI workers and six police personnel. One person was killed in police firing near the district council office. News reports said approximately 4,000 JuI (Fazlur) workers and supporters had converged in Jacobabad from Larkana under the leadership of provincial General Secretary Maulana Khalid Mehmood Soomro, who opined that the administration had turned their peaceful protest violent. He added that their countrywide protest would continue till the US stopped bombing Afghanistan. Soomro claimed that the police had killed a JuI (Fazlur) worker and injured 14 others in Shikarpur and eight more in Jacobabad, besides arresting hundreds in Larkana, Shikarpur and Jacobabad.

Leaders of the Pakistan Afghanistan Defence Council (PADC) threatened in Karachi, on October 15, to encircle the Islamabad and Pasni airbases in case the government did not withdraw support to the US in its strikes against Afghanistan. PADC leaders belonging to different political and religious parties urged President Pervez Musharraf to ask the US military to leave the country immediately. The leaders indicated that the October 15-countrywide strike was a referendum against the government in which the nation expressed its anguish over US Secretary of State Colin Powell's visit to Pakistan. Jamaat-e-Islam (JeI) Karachi unit Chief Mairajul Huda Siddiqui announced that the people would encircle every spot in the country which is ‘handed’ over to the US. According to Jamaat-Ulema-e-Islam (JuI-Fazlur faction) Karachi city chief Maulana Abdul Karim Abid "The masses were ready to render every sacrifice and safeguard the interests of the country." Maulana Allah Wasaya Siddiqi of the Sipah-e-Sahaba Pakistan (SSP) said US air strikes on the Taliban regime in Afghanistan "proved that America was the biggest terrorist of the world."

The media in Pakistan reported that many students of religious seminaries have indicated that they would volunteer for Jehad in Afghanistan against the US and its allies. Religious leaders and scholars of parties belonging to the Pakistan Afghanistan Defence Council (PADC) stated that Jehad training camps would be operationalised to "wage war against the Zionists, Jews and non-believers as soon as ground troops of the US and its allies step on Afghan soil." The leaders also threatened mass agitation and warned the government to change its pro-US policy by October 21, failing which "they would be compelled to chalk out their future line of action." They also called for the release of the arrested religious leaders, including Maulana Fazlur Rahman, Maulana Samiul Haq, Maulana Azam Tariq and others, by October 19 and threatened to march to Islamabad if their demands were not accepted. These statements were made at a rally in Karachi on October 17 organised by the Markaz-al-Dawat-ul-Irshad Pakistan, the parent outfit of the Pakistan-based terrorist outfit, Lashkar-e-Toiba (LeT), under the banner of the PADC. Media sources added that for the first time during the recent crisis weapons were displayed by any party at a public meeting. Markaz-al-Dawat-ul-Irshad Chief Hafiz Muhammad Saeed, while indicating that Muslims have ‘wholeheartedly’ accepted the ‘challenge of holy war’, added that for the first time all religious parties, groups and sects have united. He claimed that public meetings and demonstrations were only an expression of sentiments whereas preparations for physical Jehad were progressing at ‘full pace’. He also warned the government to either change its policies or let the terrorist outfits run the affairs of the state. Hafiz Saeed said he feared that, following Afghanistan, the next target of the US would be Jammu and Kashmir, and made it clear that no US-sponsored agreement on the Kashmir issue would be acceptable to the terrorist outfits. Jamaaat-e-Islam (JeI) Sindh unit Chief Asadullah Bhutto said the Pakistani populace has rejected all favours and aid from the US and would never leave the ‘innocent Muslims’ of Afghanistan alone.
