Media reports have also indicated that Sheikh Omar Syed has emerged as a chief suspect behind the US journalist Daniel Pearl's abduction. "They have told investigators that they sent the e-mails with photographs on the directives of Sheikh Omar," one investigator said, on condition of anonymity. He said police later raided Omar's in-laws' house in Lahore and arrested some of his relatives. The investigation has so far led to 13 arrests, including six in Karachi, five in Lahore and two in Islamabad, but Pearl's fate remained unknown. Omar, being suspected of operating with the fake identity of Bashir to trap the American journalist, is also alleged to have made telephone calls to New Delhi one day after his gang abducted Pearl. The probe team has taken into custody family members, cousins and nephews of Omar to ensure the safety of Pearl. A search is reportedly underway in several Pakistani cities to locate his wife and a son.

Separately, police formally arrested three suspects on February 8 for their alleged involvement in the abduction of Pearl. A senior police official said Salman, Fahad and Adil, who had been detained in Karachi, confessed to having sent electronic messages attached with photographs of Daniel Pearl to the media at the behest of a key suspect, Ahmed Omar Sheikh. Salman and Fahad are reported to be members of the proscribed Pakistan-based terrorist outfit Jaish-e-Mohammed (JeM). Police sources added that they were looking for three other suspects - Hashim Qadeer, Mohammad Bashir and Imtiaz Siddique - who had earlier been thought to be the main suspects. Sources added that Imtiaz was an impostor and he was in fact Omar Sheikh.

The Karachi based Al-Rashid Trust (ART), one of the 27 groups and organisations listed by the US State Department on September 22, 2001, for involvement in financing and supporting a network of international Islamist terrorist groups filed an amended petition on February 8 against freezing of its bank accounts by the State Bank of Pakistan (SBP). It has been submitted that the trust is purely a welfare organisation and had nothing to do with the so-called Jihadi organisations. The petitioner has pleaded that the action had been taken without any just reason and the court be pleased to reverse this decision against it.

He said, "There is no negotiation and there will be no negotiations." The Minister said, "We have succeeded in pinpointing possibly the organisation which is a banned one which has done this act and I hope that we will soon reach the prime suspect Sheikh Omar". Interior Minister Moinuddin Haider said on February 16, that the Sindh administration had not yet been able to control sectarian killings. He was briefing newsmen after presiding over the sixth inter-provincial conference on law and order at the Civil Secretariat in Karachi. According to the minister, "Sindh has not so far given a strong message which it requires to immediately give to address the issue," adding that the law and order in other provinces was satisfactory. The minister also said that the speed of the de-weaponization campaign would be accelerated. He said that 137,000 weapons had been recovered so far which was a record. But as there still were a lot of illegal weapons, the provinces had been asked to speed up the recovery process. The authorities concerned have been directed to prepare a data base of all licensed weapons and arms dealers. After completion of the job, it would be decided whether or not to issue licences of weapons of non-prohibited bores and to cancel around 22,000 licences of Kalashnikovs, he said. He said the security company act was being introduced in Islamabad. Sindh had already adopted the act and other provinces would too follow the suit. There would be a regulatory body to ensure proper training of the private security guards to check their efficacy in protecting their clients and fighting against criminals. The minister added that the conference also discussed an action plan prepared in the aftermath of President Pervez Musharraf’s January 12 speech in which he had referred to the establishment of the writ of the government and rule of law in the country. The conference also decided to prepare a data base of main leaders of sectarian parties and groups who had been indulging in violence and spreading sectarian hatred, and against whom cases had been registered in the past. The minister said that work on this data base had begun and would be completed by May 2002. He added that a the government was also going to introduce a prosecution service in police.

Separately, a man, who had allegedly handed over the videotape showing the killing of Pearl, was taken into custody in Karachi and shifted to Islamabad on February 22. Sindh police sources indicated to Dawn, a Pakistani daily, that Ahmed Jan, who works for the marketing section of a Peshawar-based newspaper, had delivered the videotape to the US Consulate in Karachi around 10:30pm on February 21. He was taken into custody immediately and later shifted to Islamabad. During initial interrogation, sources said, it was revealed that Ahmed Jan had been offered a large amount for delivering the videotape. He reportedly disclosed names and whereabouts of the persons who had given him the tape and the police subsequently raided those places, but the names appeared to be fake.

An Anti-terrorism court in Karachi, on February 25, while extending the police detention of three key suspects in the abduction of murdered US journalist Daniel Pearl for 14 days, also ordered the police not to coerce them in an attempt to extract confessions. The three suspects, including Jaish-e-Mohammed terrorist Omar Sheikh, have reportedly complained that they were being pressured to admit to the crime. Meanwhile, the police have launched a country-wide search for seven persons suspected of carrying out the killing. They included an Arab man with possible links to Osama bin Laden. Police sources have indicated that there was enough evidence that certain foreign nationals probably connected to the Al Qaeda terrorist network of bin Laden were part of the abductors' gang or at least were involved in its planning.
