Taliban spokesman Maulvi Umar on February 6 declared a unilateral cease-fire from South Waziristan to Swat, saying no security forces would be targeted. "We will not attack any security person, be it in Waziristan or in Swat (district)," he told Daily Times from an undisclosed location. Maulvi Umar denied the cease-fire was the result of "secret negotiations", claiming the Taliban were responding to a reduction in the military’s attacks on them. "We will not attack the security forces till [our] next announcement," he said, adding, "We see a marked decrease in intensity of attacks on us." Tribal sources said a Taliban shura (council) had decided on the cease-fire after the government had "agreed to meet certain points." However, the military said that operations against militants would continue. "This (Taliban ceasefire) is [a] one-sided (announcement). We received no formal communiqué," military spokesman Major General Athar Abbas said.

Security forces (SFs) arrested at least 31 suspected militants during the ongoing military operation in the Kabal tehsil (administrative division) of Swat district in the North West Frontier Province (NWFP) on February 10, sources told Daily Times. The SFs also recovered five hand grenades, two Kalashnikovs, one repeater, two pistols, seven shotguns and 359 rounds. Sources added that the SFs later set ablaze the houses of two militant commanders.

Mufti Hussain Ahmed, an independent candidate contesting for the NA-30 and PF-86 seats, was among the wounded. “Ahmed was travelling in a convoy of 8-10 vehicles on a campaign when the blast occurred, killing two people,” said senior police official Waqif Khan. The government has reportedly blamed several recent blasts on Baitullah Mehsud, but Mehsud’s spokesman Maulana Omar told Reuters on February 13 that the local Taliban would not interfere in the elections and would not be involved in any attack before or on election-day.

Security forces (SFs) arrested seven hardcore militants, including two commanders, during a search operation in the Swat district. The militants were reportedly hiding in a house when the security forces launched the operation in the Kabal sub-division and arrested them after a brief exchange of fire. The two commanders were identified as Fazle Rehman and Akbar Hussain. Residents said that the SFs also dynamited the house of Fazle Rehman and the shops and a clinical laboratory of Akbar Hussain in the area.

Elections remained peaceful throughout the North West Frontier Province (NWFP) on February 18 amid fears of suicide attacks, bomb blasts and violence from militants, Daily Times reported. NWFP Special Home Secretary Khalid Khan Umarzai said that the elections all over the province were held with a peaceful atmosphere, except for an incident in Karak district in which one person was killed and another wounded when supporters of the Awami National Party and an independent candidate clashed in the PF-40 constituency’s Ghara Khel polling station. However, minor violent incidents were reported from the province. Militants blew up Middle School Shakardara polling station in the Matta area of Swat district and set ablaze the election material. Gunship helicopters later shelled the Shakardara area but no casualties were reported. Militants also targeted a security forces convoy with remote-controlled bombs in the Shakar Dehri and Charbagh areas, while a bomb exploded in the Dheri area of PF-83 constituency. No casualty was reported in these incidents. Peshawar remained peaceful during the elections and no untoward incident was reported in any part of the city. In Charsadda, Dera Ismail Khan and Bannu, no violent incidents were reported. According to Dawn, women voters were barred from casting their votes in several parts of the NWFP. In some areas, polling was stopped over allegations of bogus voting, leading to scuffles among female supporters of a number of candidates. In the outskirts of Peshawar, some political parties had joined hands in barring women from casting their votes. Tribal elders and local leaders of ANP, PPP, PML-Q, PML-N and JUI-F struck an agreement on February 17-night to keep women out of the electoral process, some people of Shakkarpura area of Peshawar told Dawn. "The local leadership, after holding a jirga (council), decided that women will not cast their votes. They made the announcement on Sunday night from a local mosque," they said. Threatening pamphlets issued by militants and religious extremists were plastered on walls on the Kohat road close to Darra Adam Khel, warning women of suicide attacks if they came out to vote. In Timergara, women were stopped from voting in the Lower Dir district, officials and witnesses said. The number of registered women voters in the district was 145,377. No woman turned up at any of the polling stations. The overall turnout was also low because of the boycott announced by Jamaat-i-Islami which has a large following in the district. A remote-controlled bomb ripped through a wedding party procession on February 22, killing 14 people and critically wounding 13 others, mostly children, in the Matta tehsil (administrative division) of Swat district in the North West Frontier Province (NWFP), hospital and police sources said, according to Daily Times. The bomb, which was detonated in the Ronial Takh Maira area of the region, exploded around 4pm (PST) when the wedding party was travelling from Kandogai village to Pir Dar Baba village. The bride, four children aged between five and 12 years, and four bystanders died instantly. "There was a remote-controlled bomb explosion which targeted a wedding party. Two cars were destroyed including the car in which the bride was travelling, [and] she died," local police officer Haroon Khan told AFP. Interior Ministry spokesman Brigadier Javed Cheema confirmed that the bomb had targeted the wedding party. He and an ISPR spokesman had earlier said that eight people were killed in the bombing. This was the first such incident after the completion of the largely peaceful parliamentary elections on February 18. None of the militant groups have accepted responsibility and police have not made any arrests thus far. Following the blast, the security forces restarted the military operation in Matta and shelled suspected positions of militants from Kanju, Channel-5 reported.

From 60 of these terrorists, suicide jackets and other material was confiscated, which shows the law enforcement agencies are in protective mode and stopped them from launching suicide attacks." Cheema said that 17 suspects had been arrested in Punjab, 26 in Sindh, 13 in the NWFP and 122 in Balochistan, Dawn reported. Similarly, 124 alleged militants were arrested in Swat while 140 surrendered to security forces. He said that 45kgs of explosive, eight detonators with leads, five remote controls with chargers and 10 hand-grenades had been seized in Punjab. 43 kilograms of explosives, 44 detonators, two rocket-launchers and 53 hand-grenades were seized in Sindh. In the NWFP, 50,096 kgs of explosives, 26 hand-grenades, 10 explosive jackets, 16 dynamites, 14 detonators, four rocket-launchers, 11 missiles, 32 mortar shells and 24 safety fuses were recovered. The spokesman said that from February 1 to date, 770kgs of explosive had been seized and two explosives-laden vehicles impounded in Swat. 40 people were killed and more than 75 others sustained injuries when a suicide bomber blew himself up at the funeral prayers of the slain Deputy Superintendent of Police (Lakki Marwat), Javed Iqbal Khan, in the Mingora city of Swat district on February 29-evening, The News reported. Among the dead were a son of the deceased police officer, Ghazan Khan, and the Station House Officer of Mingora police station Habib Jamal. Independent sources, however, put the death toll at 50, fearing that the number could rise as majority of the injured were in a critical condition. According to AFP, nearly 1,000 people were attending the funeral. Reuters quoted the number as 500, adding that most of the casualties were policemen. District Police Officer Waqif Khan said the bomber was among the people taking part in the funeral, Dawn reported. Residents of Mingora said that the blast occurred when the funeral concluded and the people had started to disperse. "A huge and deafening explosion rocked the school building when a police party had begun presenting guard of honour to the deceased," said Haji Dost Mohammad. Deputy Superintendent of Police Javed Iqbal, who died in a bomb blast along with three other policemen in the troubled southern Lakki Marwat district on February 29-morning, belonged to Makan Bagh in Mingora city.
