Though there was a decline in militant attacks in the wake of the operations in Karachi and North Waziristan Agency in March, 63 terror incidents were reported in different parts of the country which left 100 people dead and 162 injured, Dawn reported on April 2. This was stated in a monthly report released by the Pakistan Institute for Conflict and Security Studies (PICSS) on April 1. “In March, there was over 23 per cent decline in militant attacks, almost 12 per cent in deaths and more than 19 per cent in the number of injuries compared to February.” The report added that militant attacks had been decreasing since the start of the operations in FATA, particularly post-National Action Plan (NAP) after the attack on the Army Public School in Peshawar on December 16, 2014. According to the report, security forces conducted 97 actions across the country in which 230 people (mostly suspected militants) were killed, 43 others injured and 667 arrested. Report says compared to February, there was over 23pc decline in militant attacks and 12pc in deaths.

The Peshawar Police carried out 72 search operations, rounded up 3,233 illegally staying Afghans and lodged 32 cases for spreading hate material and 161 for misuse of loudspeakers since January 1, reports The News. The statistics show that the Police actions in Peshawar under the National Action Plan (NAP) are more than any other District of KP, and probably even in the country. The major reason is that the provincial capital of KP is more vulnerable as it is surrounded from three sides by the volatile tribal areas. According to the official statistics, 72 search and strike operations were carried out in Peshawar, including 32 in rural division, 25 in Cantonment and 15 in city division. During these operations, 146 small machine guns, 888 shotguns, 63 rifles and 851 pistols were recovered. The police authorities said action against hate material and the misuse of loudspeakers was also accelerated under the NAP. “We have lodged 161 cases for misuse of loudspeakers and 32 for spreading hate material under the NAP since January 1. As many as 33 accused were arrested for selling uniforms of security forces that can be misused in unlawful activities,” Senior Superintendent of Police (SSP) Operations Mian Saeed Ahmad said.

The Counter-Terrorism Department (CTD) arrested a militant who was trying to transport explosives on his motorcycle at Custom Chowk in Pishtakhara area of Peshawar, the provincial capital of KP, on April 8, reports The Express Tribune. Acting on intelligence reports, CTD officials arrested Shah Hussain. He was allegedly involved in the kidnapping of Pashto actor Alamzeb Mujahid in 2009 and reportedly had a hand in the Army Public School attack which took the lives of over 150 people, most of them schoolchildren. According to CTD officials, Hussain was taken into custody while his accomplice Aziz Jamal managed to escape. CTD also recovered 1,250 grams of explosives and a detonator from his possession.

The Peshawar High Court (PHC) was informed on April 15 that 22 more missing persons shifted to internment centre in Lakki Marwat were declared black or hardcore militants) and five as grey (terror suspects), reports The News. Additional Advocate General (AAG), Khyber Pakhtunkhwa, Mian Arshad Jan, submitted to a division bench the list of 27 missing persons shifted to internment centre in Lakki Marwat. The bench comprised of Chief Justice Mazhar Alam Miankhel and Justice Muhammad Daud Khan. As per the list issued by in-charge of the internment centre, Sabz Ali Khan, 22 missing persons shifted to internment centre had been declared hardcore militants. The black declared internees were Akbar Ali, Mian Anwar, Abdullah, Mulazim Hussain, Muhammad Asif, Imdad Hussain, Asghar Shah, Qadir Shah, Yousaf Shah, Rahmat Zada, Idrees, Nisar Ali, Ashiquddin, Rasool Niaz, Rahmatullah, Akhtar Ali, Daulat Khan, Zakirullah, Asghar Hussain, Muhammad Ayub, Abdullah and Noor Muhammad. Five internees were also declared grey. They included Inamullah, Asghar Khan, Muhammad Hayat, Zamir Gul and Abdul Khaliq. It was stated in the report that the internees had been picked up in the years 2009, 2010, 2011 and 2012. They were shifted to the internment centre after one or two years under the special law called Action (in Aid of Civil Power) Regulation, 2011 for Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA).

The Police Department on April 15 cancelled leaves of its staffers deputed at the Peshawar University campus and asked them to remain on duty in view of security threats to the campus, reported Dawn. A high-level meeting attended by Senior Superintendent of Police (SSP) Operations Mian Mohammad Saeed, campus Police commandant Mohammad Hussain Khan and army officials took stock of the situation and decided to further strengthen the security. “We can’t take chances. We should be prepared to cope with any eventuality. We suffered due to terrorism and have to take appropriate measures,” said campus Station House Officer (SHO) Imran Khan. The sources said that there were fresh threats to various departments due to which security at the campus needed to be reinforced. They revealed that recently some phone calls had been intercepted that showed any untoward incident could happen at the campus. Over 300 policemen deployed at the campus – which houses the University of Peshawar, University of Engineering and Technology, Agriculture University and Islamia College University – have been asked to ensure presence on duty. The administrations at almost all educational institutions have raised boundary walls, installed barbed wire and increased the number of security guards to cope with the security situation.

A local Anti-Terrorism Court (ATC) on April 18 cleared the chief of the Tehreek-e-Nifaz-e-Shariat Muhammadi (TNSM), Sufi Muhammad, in 16 more terrorism cases, reports Daily Times. A local Anti-Terrorism Court (ATC) on April 18 cleared the chief of the Tehreek-e-Nifaz-e-Shariat Muhammadi (TNSM), Sufi Muhammad, in 16 more terrorism cases, reports Daily Times. Sufi Muhammad was acquitted due to lack of evidence against him in the cases, all of which were registered under the anti-terrorism act. Judge Abdul Rauf of the ATC, who conducted proceedings inside the Peshawar Central Jail, also issued orders to transfer the remaining three cases against the TNSM chief to courts in Swat. The trial of Sufi Mohammad in different terrorism cases has been conducted inside the maximum-security Peshawar Central Jail for security reasons.

KP Home Department has issued around 161,441 prohibited bore licences during the past two years, reports Daily Times. According to statistics issued by the provincial Home Ministry, Bannu District has topped the list with around 66,000 licences issued in past two years. According to media reports, the District administrations have issued the following number of prohibited bore licences: 11,642 in Peshawar, 8,009 in Kohat and 7,721 in Mardan. Chitral was last in the list with around 123 licenses. Other areas in the list comprised of Swabi, Sahab, Karak, Lower Dir, Charsadda, Mansehra, Lakki Marwat, Abbottabad, Malakand, Buner, DI Khan, Nowshera, Hangu, Batgram, Torghar, Kohistan and Upper Dir. Deputy Commissioner Bannu Mohammad Ayaz Khan expressed his dismay over the issuance of 66,000 licences in the District and said that he would check the record in this regard.

The KP Police has trained 10,727 guards to provide security to the various educational institutions while 10,610 more are waiting for their turn to get training, officials said on April 21, reports The News. In the backdrop of attack on the Army Public School and College in Peshawar in December 16, 2014, security arrangements of educational institutions across the province were reviewed. On the request of the administration of educational institutions, the Khyber Pakhtunkhwa Police has imparted training to 10,727 guards across the province so far. Of them, 3,973 guards were trained in Hazara Region, Bannu Region 2,192, Mardan Region 1,938, Malakand Region 1,306, Kohat 709, Dera Ismail Khan 516 and Peshawar 93. Those who received training included teachers, security guards, watchmen and retired personnel of different security forces.

However no casualty was reported. According to police, the bomb was planted in front of the house of local trader Azam Khan at Afghan Colony that exploded with big bang. One Policeman was killed, six other cops and a civilian were injured when a vehicle of the Quick Response Force (QRF) of the Peshawar Police was attacked with an improvised explosive device (IED) at the Gulbahar Chowk in Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), on April 24, reports The News. The injured Policemen were identified as Rahatullah, Daud, Zulfiqar, Ilyas, Abdul Khaliq, Naik Mohammad and Mohammad Riaz. Later Daud succumbed to his injuries. The civilian couldn’t be identified. A Police official said around two kilos of explosives were planted on the roadside in Gulbahar Chowk where a vehicle of the QRF used to be positioned to respond in case of an emergency. One person was killed and another injured on April 28 as an improvised explosive device (IED) exploded at Bagh-e-Naran Chowk in Hayatabad area of Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), reports Daily Times. According to Police, the explosion took place near a private school which was closed at that time. Senior Superintendent of Police (SSP) Operations said a convoy of Security Forces (SFs) was passing by when the explosion occurred. No security personnel were injured in the blast and the van also remained safe. However, two passers-by sustained injuries who later succumbed to their injuries at hospital.
