Lashkar-e-Toiba (LeT) Chief Hafiz Mohammed Saeed said, in Abbottabad, on October 1, that Pakistan was passing through a critical stage and the ‘need of the hour’ was to chalk out a consensual, joint strategy to meet the current crisis. Speaking at a press conference, he said the nation must be taken into confidence while taking any decision on Afghanistan. He also opposed taking any decision against the Taliban regime or any individual. Hafiz Saeed also indicated that any effort to stop Jehad would not only damage terrorist operations in Jammu and Kashmir but also cause "irreparable loss to the entire Muslim Ummah." Commenting on the September 11-terrorist attacks on USA, he claimed it was a conspiracy by the Jews to create differences among the two main religions of the world. He also claimed that the LeT was not a terrorist outfit.

A meeting of the district leaders of the JuI-F, in Shikaripur, on October 7 condemned the house arrest of Fazlur Rahman. He has been a key supporter of the Taliban regime in Afghanistan since they came to power six years ago. He had been campaigning in favour of the Taliban and against US attacks since September 11. Earlier, addressing a rally in Rawalpindi he said the United States intends to establish its hegemony over the region in the garb of a so-called fight against terrorism. Meanwhile, unconfirmed reports said Chief of another faction of the JuI Maulana Samiul Haq was also asked not to leave his residence in Akora Khattak.

Pakistani news daily Dawn said, on October 7, 2001, the State Bank of Pakistan has, in accordance with United Nations Resolutions No. 1276 and No. 1333 passed in 1999 and 2000, respectively, frozen the bank accounts and assets in Pakistan of top Taliban leaders. The accounts of Osama bin Laden and his associates, too, were frozen. The action was taken in a circular issued in January and August 2001, the report said. A State Bank official in Peshawar clarified that the freeze did not apply to the accounts of all Afghans, and sought to correct the misperception.

The North West Frontier Province (NWFP) government on October 7 put the Jamaat-Ulema-e-Islam (JuI-F) Chief Maulana Fazlur Rahman under house arrest for more than 12 hours to prevent him from proceeding to Multan to lead an anti-US rally. Pakistani news reports indicated that he was put under house arrest and directed not to leave his residence in his native village Abdul Khel in Dera Ismail Khan. Restrictions on his movement were later withdrawn. Commenting on his arrest, Fazlur Rehman said, "This reflects the government's nervousness. Our public meetings upset General Musharraf as these are spreading to the biggest province Punjab." The house arrest sparked unrest among his followers resulting in protest demonstrations in Peshawar. Hundreds of JuI-F activists assembled at the Madni Mosque at Namakmandhi and were addressed by party leaders. Some of the speakers indicated that the anticipated US attack would be met with retaliation and they would destroy all churches and temples in the region. They also stated, if the government banned their demonstrations on roads they would go underground and launch a massive attack against US interests. The leaders also added that if the day government allowed the US to use its territory against the Taliban, it would be the ‘last day’ of Gen. Musharraf’s regime.

These included the JUI, the Sipah-i-Sahaba Pakistan (SSP) and Islami Jamiat Tulba (IJT), a sister organisation of the Jamaat-i-Islami. No violence was reported during the protests. JUI-Fazlur Rehman faction leader Maulana Ataur Rehman, the brother of JUI-chief Fazlur Rehman led the protests organised by his party in Peshawar as Fazlur Rehman was under house arrest. Rehman called upon the government to halt its support to the United States and to back the Taliban militia.

According to Pakistani media reports, Sipah-e-Sahaba Pakistan (SSP) activists while criticising the government decision of extending support to the US-led air attacks on the terrorist training camps in Afghanistan, have indicated that they would fight alongside the Taliban. At a protest rally in Peshawar on October 11, SSP provincial chief Maulana Fazal Ahad opined that the US should withdraw from Afghanistan, failing which it would "taste fatal upset just like former Soviet Union during Afghan Jihad." Ahad said the US should provide ‘concrete evidence’ on the involvement of Al-Qaeda in the September 11 terrorist attacks in the USA. He also asked the cadres to enlist their names with the SSP high command for waging Jehad against ‘infidel forces’ and reiterated that the outfit would fight with the Taliban side by side after getting an approval from SSP central chief Mohammad Azam Tariq.

Jamaat-e-Islami (JeI) Chief Qazi Hussain Ahmad, on October 11 demanded the resignation of President Pervez Musharraf for extending support to the US against a Muslim country. Addressing joint rallies of the JeI, Jamaat-Ulema-e-Islam (JuI) and Tehreek-Nifaz Shariat-e-Muhammadi (TNSM) at Timergara and Maidan in lower Dir, Qazi said if the government did not quit, the religio-political parties would launch a movement for its removal. He said that Pakistan was made "in the name of Islam" but the rulers were using the soil and airspace of the "Islamic republic against the Muslims." He claimed that under the garb of a war against terrorism, the US wanted to gain control over the natural resources in the region. Qazi Hussain Ahmed, Chief of the Jamaat-e-Islam (JeI), Maulana Fazlur Rahman, Chief of Jamaat-Ulema-e-Islam (JuI- Fazlur faction) and Azam Tariq, leader of the Sipah-e-Sahaba Pakistan (SSP), were banned from Sindh province for 30 days, said provincial Home Secretary Brigadier Mukhtar Sheikh. Reports observed that volunteers have registered their names with the Jamaat-Ulema-e-Islam (JuI), Jamaat-e-Islam (JeI) and Pakistan Afghanistan Defence Council (PADC) to take part in the ground war in Afghanistan. The registration process is reported to be in process and volunteers are registering through prayer leaders and terrorist outfits in their respective districts. Contrary to the Pakistani Foreign Office’s observations, media reports have indicated that bodies of the eight Harkat-ul-Mujahideen (HuM) reportedly killed in US bombing on Kabul were brought over to Pakistan on October 24 through Mohmand tribal area bordering Afghanistan after the authorities refused to let them through at Torkham border checkpoint. News sources quoting official sources said, "The bodies attracted quite a bit of attention." The eight HuM terrorists were among thirty-five other Pakistanis reportedly killed in a US bombing raid on Darul Aman in Kabul. Sources also said that the bodies were accompanied by a HuM terrorist. News reports quoting officials at the border and eyewitnesses said, "The Taliban border guards approached us with a request to allow the bodies to enter Pakistan," the official said. He said that they had permission to allow wounded people into Pakistan from Afghanistan but there was no directive to allow bodies. Apparently upset at being denied entry, the Harakatul Mujahideen activists took the bodies back at around 8.25 am, saying they would bury them in Jalalabad, the official said. Later, however, it transpired that the bodies were brought over to Pakistan through an unfrequented route via Khwizai in Mohmand Agency."

It is to be headed by Malik Mahmud Jan and would also include the TNSM Chief Maulana Sufi Muhammad. Addressing an armed protest rally against US-led air strikes on Afghanistan in Maidan on October 24, Maulana Sufi Muhammad said "Jehad is mandatory on Muslims as America has launched a war on Afghans and killing innocent people in the guise of campaign against terrorism." He added that it was a war between Islam and the ‘infidels’. Reports said many people in Balochistan and Sindh continue to possess sophisticated military hardware, while influential persons in the North West Frontier Province (NWFP) have shifted their illegal weapons to the tribal areas. Reports said the names and addresses of 3,772 persons possessing illegal weapons, and those of arms smugglers have been dispatched to the concerned authorities about five months ago.
