The Federal Government has raised the defence budget by 11.36 percent by allocating PKR 495 billion for the country’s three Armed Forces in the upcoming financial year 2011-12 against the upward revised budget of PKR 444.495 billion in the outgoing fiscal year ending June 30. The Government had been requested by the armed forces to make an allocation of PKR 582 billion. But, the Ministry of Defence had proposed to the Finance Ministry an allocation of PKR 524 billion for the three armed forces – Pakistan Army, Pakistan Air Force and Pakistan Navy. However, keeping in view the tight fiscal space available with the Federal Government, a sum of PKR 495 billion has been earmarked for the armed forces in the upcoming fiscal year. Of the PKR 495 billion Defence budget, PKR 206.488 billion have been allocated for employees’ related expenditures, PKR 128.283 billion for operational expenses, PKR 117.59 billion for physical assets and PKR 42.637 billion for civil works. According to budget documents, in the fiscal year 2010-11 ending June 30, the Federal Government had allocated a sum of PKR 442 billion for the armed forces but due to certain reasons the allocation was subsequently increased to PKR 444.495 billion. Further, the Government will spend PKR 56 billion on internal security of the country during 2011-12 as the intensity of terrorist attacks, especially after the killing of al Qaeda ‘chief’ Osama bin Laden in Abbottabad, has made the job of the departments concerned more challenging. The projected allocation includes PKR 5.8 billion for various projects under the Public Sector Development Programme (PSDP).

Two persons, including the suicide bomber, were killed and six persons were injured in a suicide attack at a bank located in sector I-8 of Markaz area in Islamabad on June 13, reports Daily Times. According to sources, an 18 year old suicide bomber was forcing to enter the bank but the security guard posted outside the bank stopped him at the entrance. The suicide bomber pushed the guard and tried to enter the bank but on the latter’s continued resistance he blew himself up at the bank’s entrance, killing the guard and himself.

A Pakistani journalist, Waqar Kiani, working for local and international media houses, was allegedly beaten up by the Police on June 18 in Islamabad, after he broke his silence about the July 2008 ordeal when he was apparently abducted and tortured by Intelligence Agencies, reports The Hindu. According to Kiani, four persons wearing Police uniforms and travelling in a Police van stopped him and beat him up. Working for The Guardian in July 2008, Kiani was abducted and tortured for tracking a story about the alleged cooperation between Pakistan and British Intelligence in the detention camps and abuse of suspected militants. When he was let off, Kiani was warned of dire consequences if he spoke about the incident.

Islamabad Police got orders June 21 to stop immediately any unauthorised construction or expansion of seminaries in the territory, reported Dawn. As the first step in the campaign, the Islamabad Administration and Police jointly conducted a survey that found 305 seminaries of different schools of thought exist in the city’s rural and urban areas, with 800 teachers and 29,000 students on their rolls. But only 131 of them were rated “legal” as they were registered with the Auqaf Department. Deobandi School runs 199 seminaries, Barelvis 89, Ahle Hadith 10 and Asna Ashari seven. Most of them have been built on encroached land and without seeking approval of their designs by the Capital Development Authority (CDA) or the Islamabad Administration. However the administration flinches from taking action against the seminaries, legal or illegal, as it arouses raw, violent emotions.

Pakistan and India on June 24 while wrapping up Foreign Secretary level talks in Islamabad, agreed to continue discussions on Jammu and Kashmir in a purposeful and forward looking manner with the view to finding a peaceful solution by narrowing divergences and building convergences, reports Daily Times. The two sides agreed on the need for promoting friendly exchanges and noted with satisfaction the progress made towards finalisation of the visa agreement which would help liberalise the visa regime and facilitate people-to-people, business-to-business and sports contacts. Addressing a joint press conference after concluding the two-day talks, Pakistan Foreign Secretary Salman Bashir and his Indian counterpart Nirupama Rao said the two sides discussed various issues in an open and constructive manner, and termed the talks very positive. The two countries’ top diplomats said they discussed security issues, terrorism, Jammu and Kashmir, confidence building measures (CBMs) and friendly exchanges.

Pakistan on June 28 called for the “blame game” to stop as the United States, Afghanistan and Pakistan met to discuss security in the region amid a Taliban insurgency and heightened tensions over cross border shelling, reports Dawn. President Hamid Karzai has condemned the firing of 470 rockets from Pakistan into Afghanistan over the past three weeks. Islamabad says only that “a few accidental rounds” may have crossed the border when it pursued militants who had attacked its security forces. “We need to end this blame-game,” Salman Bashir, Pakistan’s Foreign Secretary, told a news conference after a meeting of three countries in Kabul, without making any specific reference to border shelling. “We need to take ownership for our own affairs, this problem will not go away if we keep on pointing finger at each other, we have done it for too long and I think it is time that our two great nations decide.” Afghanistan has often blamed elements within the Pakistan government for supporting the Taliban insurgency.

Human rights violations in Balochistan are getting worse as militants and Security Forces target civilians, while authorities seem unwilling to rein in lawlessness, according to a report released on June 29 by the Human Rights Commission of Pakistan (HRCP). The HRCP said in its report that lawlessness in the province had proliferated at an alarming rate with a growing number of targeted killings, kidnappings, enforced disappearances and attacks on religious minorities. Zohra Yusuf, HRCP chairwoman, said at least 140 mutilated bodies of people gone missing had been found in the past year. “A very dangerous trend has emerged that those who disappeared were now found dead on roadsides. The bodies have torture marks,” she said in Islamabad.
