City Police on December 3 finalised a security plan for the two-day Jama'at-ud-Dawa (JuD) ‘convention’ set to start at Minto Park in provincial capital Lahore on December 4, 2014, reported The Express Tribune. Over 3,000 Policemen including 34 Station House Officers (SHO), 15 Deputy Superintendent of Police (DSPs), two Superintendent of Police (SPs) will be deployed at the park to secure the venue. Nearly 60 snipers would remain on-guard at 60 rooftops in its vicinity. Officials from the Special Branch, the Mujahid and the Elite Combat force will also be posted at the venue. Security SP Malik Liaqat said Police had briefed JuD officials on how the law and order situation was not conducive to holding rallies. Also, JuD has established nearly 70 camps across the city to meet and greet those converging on Lahore to participate in the convention. A JuD spokesperson said nearly 18 tent cities had been established at the venue to provide the participants with lodging facilities.

The Capital Police on December 17 arrested the owner of the vehicle used by terrorists in their December 16, 2014, attack on the Army Public School in Peshawar, said officials, reports Dawn. The officials said the man had been under investigation to determine if he had any links with terrorists. When contacted, Inspector General (IG) of Police Tahir Alam Khan confirmed that the suspect had been arrested. Some sources said that the suspect worked at a Government Department but Police officials declined to confirm or deny this. Other sources said the suspect and his son ran a travel agency which had office on the University Road in Peshawar. They said that during interrogation it was revealed that the vehicle was in the suspect’s possession for the last five years. However, the suspect expressed ignorance about the vehicle’s use by the terrorists and said that one of his relatives had borrowed it from him. Efforts are under way to verify the suspect’s claims, according to the sources.

The lack of progress on tackling terrorism is evident from the fact that in 2014, the conviction rate in the three Anti-Terrorism Court's (ATCs) of the twin cities of Rawalpindi and Islamabad remained low, reports Dawn. In the two ATCs of Rawalpindi, 205 cases were heard but there were convictions in less than ten. However, even this was a success compared to the Islamabad ATC which did not convict a single accused. There is no one reason to explain why terrorists are rarely convicted by the courts. Be it the flawed investigation, the lack of evidence or the fear of the terrorists, all these reasons lead to those accused of terrorism being freed by the courts. Since 2007, over 2,000 alleged terrorists, who have been accused of having been involved in high profile terrorism cases, have been freed by the ATCs of the country. And if the Security Agencies are to be believed, a large number of them have rejoined terrorist outfits. The ATC Rawalpindi acquitted Lashkar-e-Jhangvi (LeJ) chief Malik Ishaq from three cases of terrorism for want of evidence. Ishaq was facing three charges under separate FIRs registered under sections 9 and 11 of the ATA (which deal with whipping up sectarian hatred) and section 16 of the Maintenance of Public Order (MPO).

Sources reported that as many as 20 Afghan nationals were among those arrested. Police have revealed that these Afghan nationals were having no legal documents for their stay in Pakistan due to which they were arrested. Also, the security agencies have vowed to continue the search operation till the elimination of last terrorist from the country.

More than 150 suspected terrorists were arrested in various parts of the country during a countrywide operation against terrorists on December 23, reported Daily Times. According to reports, Police, Rangers and Intelligence Agencies carried out a joint operation in Shehzad Town Islamabad and arrested an alleged Afghan terrorist along with eight other suspects. Documents and fake stamps were recovered from the terrorist suspected to be Afghan who has now been given in the custody of an Intelligence Agency for interrogation, whereas weapons were recovered from eight other suspects. Police and Security Forces also arrested at least 32 suspects across Faisalabad District.

Federal Minister for Information and Broadcasting Pervaiz Rashid while addressing a candlelight vigil at National Broadcasting House in Islamabad on December 25 in memory of the victims of December 16, 2014, terrorist attack on Army Public School in Peshawar said that no armed group would be allowed to dictate its agenda and disturb the peace of the country, reported Dawn. Rashid said the country has resolved that it would not allow the formation of armed groups to dictate to the nation about its way of life and relations with neighbours. He said consensus reached during the meeting of parliamentary leaders would serve as a journey 'from darkness to the light'. The information minister said only those institutions authorised by the Constitution have the right and responsibility to possess the gun and use it to defend the country and its people. “No other group or militant organisation can be given this right,” he said, adding"The militants have spared neither bazaars, mosques, defence installations or hospitals."

A non-bailable warrant for the arrest of Lal Masjid cleric Maulana Abdul Aziz was issued by Senior Civil Judge Saqib Jawad while hearing a case filed by civil society members in Islamabad on December 26, reports The News. During the hearing, the investigation officer of the case requested the court to issue an arrest warrant for Maulana Abdul Aziz for investigation, based on a First Information Report (FIR) that was previously registered against him at the Aabpara Police Station. Judge Saqib accepted the investigation officer’s request and an arrest warrant was issued, which will be followed by the Police taking legal procedures to arrest Aziz for further investigation. The Station House Officer (SHO) of Aabpara Police Station, Khalid Awan, said that the non-bailable arrest warrant for Maulana Aziz had been received. Meanwhile, Police Officers on December 26 said that they were finding it hard to implement the orders in the case of Abdul Aziz, and feared that his detention under the Maintenance of Public Order (MPO) may create a law and order situation, reported Dawn. The cleric has already threatened to launch a countrywide protest if he is arrested. In order to stop the flow of funds to terror outfits, Prime Minister (PM) Nawaz Sharif on December 26 constituted a Special Committee for the implementation of the National Action Plan on counter-terrorism, the specifications of which would be finalised in a follow-up meeting scheduled for December 27, 2014 at the Prime Minister’s House in Islamabad, while the State Bank of Pakistan (SBP) and Ministry of Finance have been directed to stop terror funding, reports Daily Times. While chairing a high-level meeting at the PM House, Nawaz directed the Ministry of Finance and SBP to pull the plug on the terrorists’ finances by enhanced financial scrutiny to make sure that the public funds did not reach any terror outfit. The SBP has been directed to supervise anti-terror financing in Pakistan and freeze all accounts which were being used for funding terrorists. The PM has also issued directives to Finance Minister Ishaq Dar and the State Bank to start investigating accounts in an effort to stop financial assistance being provided to terrorists. Meanwhile, Nawaz Sharif on December 26 said that Pakistan would not survive if terrorists were not eliminated from the country, reports The News. As per his earlier pronouncement that he would lead the war against terrorism personally, the PM dedicated yet another full day for the execution of the National Action Plan to counter terrorism that was agreed upon and adopted by all the political parties. “I will personally supervise the implementation of the plan and will make sure that it is a swift and effective execution,” PM Nawaz vowed at a consultative meeting at the Prime Minister’s House in Islamabad. He announced that besides the Operation Zarb-e-Azb, another operation would be launched in major cities and streets to wipe out the terrorists. He further said that an irreversible process of elimination of militants had started. He announced that he would go to each and every province to meet their respective Governments, law enforcement and Intelligence Agencies to supervise the implementation plan. “We now have a roadmap that will be easily guided by the historic national consensus that was reached on December 24, 2014” he said.

Islamabad High Court (IHC) on December 26 issued notices to the Government as Zaki-ur-Rehman Lakhvi, the alleged mastermind of the 2008 Mumbai attacks (also known as 26/11) and Lashkar-e-Toiba (LeT) 'commander', challenged his detention orders, reports The Express Tribune. On December 19, 2014, authorities had detained Lakhvi under Section 3 of the Maintenance of Public Order (3MPO) in Adiala jail of Rawalpindi District in Punjab Province for 30 days, shortly after he was granted bail by an Anti-Terrorism Court (ATC). Justice Noorul Haq N Qureshi issued notice to the federation and directed it to file a reply by December 29, 2014. Lakhvi, through his counsel Raja Rizwan Abbasi, had challenged his detention orders, contending that they are ‘illegal’. He argued that the ATC had granted his client bail, but the Government had flouted the ATC’s orders by not releasing his client. He requested the court to annul the detention orders. Meanwhile, the ATC Islamabad stated in its written order on December 26 that legal loopholes in the Mumbai attacks case led to the grant of bail to Lakhvi, reports Dawn. The order added that weak evidence, the registration of the First Information Report (FIR) invoking irrelevant sections against the suspect, the ‘never-ending’ trial and hearsay evidence went in favour of the accused. Lakhvi was arrested by the Federal Investigation Agency (FIA) in February 2009 on the basis of the confessional statement of the lone surviving attacker Ajmal Kasab and detained at the Adiala Jail.

Qureshi of the Islamabad High Court (IHC) on December 29 passed an interim order suspending the detention orders of Lashkar-e-Toiba (LT) 'chief' Zakiur Rehman Lakhvi, the mastermind of November 26, 2008 (also known as 26/11) attacks in Mumbai, reports The News. The bench allowed Lakhvi’s conditional release with directions that he deposit PKR1 million bail bonds with the Anti-Terrorism Court (ATC) and ensure his presence on every hearing. The bench directed the standing counsel representing the federation to submit a detailed reply on Lakhvi’s petition against detention before January 15, 2015. Lakhvi’s legal counsel Raja Rizwan Abbasi said the detention of his client was unlawful. The judge observed that “the standing counsel seeks time to reply to the allegations leveled by the petitioner (Lakhvi) as he is not in a position to assist the court properly therefore I have been left with no option but to suspend the detention order of December 18, 2014.”

Prime Minister (PM) Nawaz Sharif on December 31 said that Pakistan and Afghanistan were committed not to allow their territories to be used against each other, reports The News. “Our two countries want to make this region peaceful, progressive and prosperous,” the PM said this while talking to an 18-member delegation of Afghanistan’s parliament at the PM House. The delegation is in Islamabad to attend the 12th session of the dialogue between parliamentarians of Pakistan and Afghanistan, arranged by the Pakistan Institute of Legislative Development and Transparency (PILDAT). The premier said that a peaceful, stable, united and prosperous Afghanistan was in Pakistan’s vital interest. He mentioned the visit of President Ashraf Ghani to Pakistan and the London Conference on Afghanistan saying that the two countries were committed to transform mutual relationship. Further, PM Nawaz Sharif on December 31 telephoned Afghanistan President Ashraf Ghani and discussed the ongoing coordinated action against Tehreek-e-Taliban Pakistan (TTP) at the respective sides of Pak-Afghan border, reports Daily Times.
