The oil tanker was parked at a private parking lot in Takia Sultankhel on the main Peshawar-Torkhum highway when an explosive device went off early in the morning. The explosion also caused fire at the tanker while a passerby woman sustained shrapnel injuries.

A suicide bomber blew himself up in a madrassa (seminary) in the Khyber Agency of FATA on May 1 injuring at least 18 people in an apparent attempt to assassinate the head of a religio-militant organisation. "I was the target," Haji Namdar, chief of the Amar Bil Maroof Wa Nahi Anil Munkar (Promotion of Virtue and Suppression of Vice) organisation, told Daily Times. Namdar escaped unhurt in the attack. The suicide bomber, aged between 15 and 18, blew himself up as he approached Namdar at the madrassa in Takya. An eyewitness, Amin Khan, said the attacker struck after Namdar had finished a sermon and appealed for donations for jihad, AP reported. "Half of the [suicide] jacket did not explode; otherwise there would have been many casualties," Tariq Hayat, administrator of the Khyber tribal region, told Dawn. Namdar later said he was not opposed to suicide bombings targeting "Islam’s enemy", but was opposed to attacks on fellow Muslims. He also said the attack could be a "reaction" to his group’s action against people who attempted to abduct the Mahsud Scouts troops in Kambarkhel earlier in the week. "We expelled those people... and the same people could be involved in the attack," claimed Namdar. Munsif Ali Khan, a spokesman for the group, told Dawn that the bomber appeared to be from outside Khyber Agency. He blamed Hakimullah, an associate of Baitullah Mehsud, for the attack. Officials said Haji Namdar and is armed religious groups had links with the Taliban and was said to have fought along with the Taliban in the past.

On the appeal of a tribal jirga (council), militants in the Mohmand Agency of FATA on May 1 extended their deadline till May 3-evening for removing all roadside checkpoints in the region, The News reported. However, the deadline given to criminals, car-lifters, kidnappers and other anti-social elements expired on May 1-evening and militants announced to launch a crackdown against them. Maulana Omar Khalid, militants’ commander in Mohmand Agency, said they will still stand by their demand but extended the deadline for two days on the appeal of a tribal jirga. Led by a noted cleric and head of religious school in Mohmand Agency, Maulana Abdul Malik, the seven-member tribal jirga held an extensive meeting with militants’ commanders at their stronghold, Kandharo area and appealed them to extend the deadline they had given three days ago.

The Hakeemullah Group, a militant organisation associated with Taliban commander Baitullah Mehsud, on May 2 claimed responsibility for the suicide attack on a madrassa (seminary) in the Khyber Agency on May 1, Daily Times reported. More than 18 persons were wounded in the attack when a suicide bomber attacked a seminary run by a religio-militant organisation, Amar Bil Maroof Wa Nahi Anil Munkar (Promotion of Virtue and Suppression of Vice). The group’s chief Haji Namdar who was the target of the attack escaped unhurt. “The Hakeemullah Group has claimed responsibility for the suicide attack on Haji Namdar,” sources in the group told Daily Times. Sources said the Hakeemullah Group had told the organisation that the suicide attack on its chief Namdar was “the result of its links with the Government and the expulsion of Hakeemullah Group by the Amar Bil Maroof Wa Nahi Anil Munkar at the behest of the Government.” The sources said Namdar “held the Hakeemullah Group responsible for all the mess in the Khyber Agency.”

An army official was injured when the Baitullah Mehsud-led Taliban militants launched their first attack on the army after peace talks in South Waziristan failed, BBC Urdu reported on May 5. Security forces shelled various suspected positions in the Jandola and Manzai areas after the attack, according to Daily Times. However, no causalities were reported. According to the local administration, the Taliban attacked a Baloch Regiment patrolling team in the Sankai Raghzai area at about 12pm, wounding an army official. According to the BBC, there were also reports of people fleeing certain parts of South Waziristan after the attack. However, a spokesman for the Tehreek-e-Taliban Pakistan (TTP) alleged that the first shot had been fired by the troops. "The army attacked the Taliban first and they (militants) returned fire in self-defence," Maulana Umar told Dawn. Peace talks between the Government and the militants ended last week after the former reportedly refused to withdraw troops from South Waziristan, Swat and Darra Adamkhel.

Following successful talks with the political administration, the local Taliban in the Mohmand Agency on May 3 released four employees of two non-government organisations (NGOs), The News reported on May 4. Noorul Haq and Ameer Muhammad Khan of the Save the Children and Sher Muhammad Khan and Namdar, drivers with the Community Motivation and Development Organisation, were abducted on April 23. The United States said on May 5 that it wanted Pakistan to live up to its commitment of urgently bringing security under control in the Federally Administered Tribal Areas (FATA), allegedly used as a safe haven by al Qaeda and Taliban militants, Daily Times reported. Deputy Secretary of State John Negroponte said Islamabad recognised that bringing the mountainous and unpoliced FATA under control was an urgent priority for Pakistan’s own sake. "But let me be clear: we will not be satisfied until all the violent extremism emanating from FATA is brought under control," he said at a forum of the Washington-based National Endowment for Democracy. "It is unacceptable for extremists to use those areas to plan, train for, or execute attacks against Afghanistan, Pakistan, or the wider world," he stated. Negroponte also said Pakistan’s Government "must bring the Frontier area under its control as quickly as possible," pointing out that Washington was prepared to provide "appropriate assistance" in order to achieve that objective.

The political administration in Bajaur Agency launched a crackdown on the Salarzai tribe on May 9 and arrested over 50 people under the collective responsibility clause of the Frontier Crimes Regulation, according to Dawn. The administration also impounded 10 vehicles. The crackdown was launched after militants attacked a convoy of the Bajaur Scouts going to Latai Post from Khar and took 20 paramilitary soldiers hostage and snatched two vehicles and weapons from them on May 8. Sources said the militants later set the soldiers free but did not return the vehicles and weapons. An official said that the operation against the tribe would continue till local people returned the weapons. Taliban spokesman Maulana Umar acknowledged that his men had snatched the weapons and vehicles. He confirmed with Dawn that they had freed the hostages after talks with jirga (council) members but retained the weapons and vehicles. He also said that the Taliban had presented some conditions to the administration and the vehicles and ammunition would be returned if the conditions were met.

Two missiles, apparently fired by a US drone aircraft, demolished a house and a compound used by suspected al Qaeda militants, an unnamed official told AFP. Residents said they saw drones flying in the area beforehand, AP reported. They said that Taliban militants cordoned off the site soon after the attack. Taliban spokesman Maulana Omar told Daily Times that ‘commander’ Maulana Obaidullah’s house had been targeted. He said most of the house’s residents, including women and children, were killed. He said the Taliban believed that the US army had initiated the attack to undermine peace efforts, adding, "We will avenge this but will continue talks with the Government." Separately, however, military spokesman Major General Athar Abbas said that there was no army in the area and he had no knowledge of any missile strike. The missile attack is reported to have triggered a chain of explosions, apparently caused by a stockpile of explosives, according to Dawn. "Twelve security personnel — five army jawans and seven Frontier Corps personnel — were swapped for over 30 Taliban prisoners," military spokesman Major General Athar Abbas told Daily Times. He also said the army had started readjusting troop positions close to the populated areas to facilitate the return of displaced families. He stated that the troop readjustment was in no way a withdrawal from the area. Sources in the South Waziristan political administration said that the Taliban had freed the security force personnel at Kotkai, while the military released militants at the Razmak military camp in North Waziristan. A senior political administration official said the prisoner swap occurred due to the successful Government-Taliban negotiations. "The military itself negotiated with the Baitullah Mehsud-led Taliban," the unnamed official said. The Tehreek-e-Taliban Pakistan (TTP) claims that there are 80 to 90 security force personnel and Government officials in its custody, according to Dawn. However, an official said the militants had given the Government a list of 55 hostages, including low-ranking employees of the Pakistan Atomic Energy Commission. There was no indication on Pakistan’s Ambassador to Afghanistan Tariq Azizuddin, who had been abducted from Khyber Agency in FATA while going to Kabul on February 11. Azizuddin was reportedly handed over to the military authorities in Razmak in North Waziristan, from where he was flown to the Army’s brigade headquarters at Zari Noor for debriefing. Azizuddin had been abducted from the Khyber Agency on February 11 while on his way to Kabul. "He was not kept in Khyber for a single day. He was first shifted to Orakzai and after 15 to 20 days, taken to South Waziristan. The kidnappers drove him through Spinwam and Mirali, in North Waziristan," an unnamed official said. Azizuddin’s last stay before his release was reportedly in Shaktoi, a small town in the Mehsud-dominated part of South Waziristan. "The first couple of days were hard on him. But later his captors treated him well," the official added. The official claimed that Azizuddin’s captors released him as a goodwill gesture following the prisoners’ swap between the militants and the authorities and the military pullout from the Mehsud part of South Waziristan. The splinter group named Jaishul Islam decided that it would not take part in peace talks with the Government unless security forces halt action in Darra Adamkhel in the NWFP and other parts of the country. The group leader, Qari Saifullah, told journalists that they did not agree with the policy of TTP headed by Baitullah Mehsud to strike a peace deal with the Government. He said that on the one hand Government had started negotiations with the Taliban while on the other operations had been launched in Darra Adamkhel. Therefore, he said, Jaishul Islam had disassociated itself from the peace talks. The splinter group is led by Abu Raihan in the Bajaur Agency. Qari Saifullah claimed that the people killed in the missile attack in Damadola on May 14 belonged to his group. They said the Algerian, known by the nickname Abu Sulayman Jazairi, apparently died in the aerial strike that killed 14 people and destroyed a compound near the Damadola village. A knowledgeable US official and a senior European anti-terrorism official said that Jazairi was thought to be dead. "He was a significant person within the al Qaeda ranks… Not in the top five, but he’s up there… The suspicion is he was one of those individuals involved in training and targeting Western interests. Eight militants were killed and four others sustained injuries when a vehicle loaded with ammunition blew up in the Salarzai sub-division of Bajaur Agency in the FATA on May 27-night, Dawn reported. Assistant Political Agent Muhammad Iqbal Khattak said that the vehicle carrying explosives was going from Bajaur to Jandol in the Upper Dir district. He denied reports that the vehicle had been hit by a missile, adding that it was an accidental explosion which completely destroyed the vehicle.

Eight persons were killed and 13 others sustained injuries in the Orakzai Agency of the FATA when militants of the Lashkar-e-Islam (LI) and Ansarul Islam (AI), the two rival groups of Khyber Agency, clashed on May 27, Daily Times reported. Activists of the AI led by Mahboobul Haq and LI of Mangal Bagh are reported to have clashed in the Kata Pana area of Orakzai Agency, according to Dawn. Two vehicles were damaged in the gun-battle and Utmankhel tribesmen captured two vehicles of the Mangal Bagh group. Sources said that the Mangal Bagh group which was operating in the Bara and Jamrud sub-division of the Khyber Agency had now extended its activities to the Orakzai region.

A bomb exploded in a 4x4 vehicle owned by local Taliban in the Mamad Ghat area of the Mohmand Agency of Federally Administered Tribal Areas (FATA) on May 31, killing at least three Taliban and a bystander while injuring three more Taliban, , according to Daily Times. The four-wheel drive Surf was parked in a workshop amid a row of shops facing the Lakrai grid station. The local Taliban sealed off the area soon after the blast occurred. Witnesses said that three Taliban, whose names were Hakeem Khan, Qasim and Sultan Zeb, and a bystander, Zeerak, were killed in the blast. The political administration confirmed the blast had taken place, but said the toll was three dead and four injured.
