The Border Security Force (BSF) and the Punjab Police carried out a joint operation in which a drug smuggler—Jiwan Singh, resident of Gajni wala village in Ferozepur District, Punjab was arrested and 12.7 Kg of heroin worth INR 65 crore was recovered from nearby India-Pakistan border in the Abohar Sector in Fazilka District in Punjab, reports The Tribune on June 2. Jiwan Singh was involved in cross-border drug peddling and had connection with smugglers in Pakistan. A cellular phone with Pakistani SIM card was also recovered from Jiwan Singh, said Inspector-General (IG) of Ferozepur Range Gurinder Singh Dhillon.

The Punjab Police on June 2 arrested two Sikh radicals—Dharminder Singh aka Commando Singh and Kirpal Singh from Batala Tehsil, Gurdaspur District in Punjab, reportsHindustan Times. Both—Dharminder Singh and Kirpal Singh were planning to create unrest in Punjab ahead of 34th anniversary of the 1984 Operation Blue Star on June 6. Reportedly,Dharminder Singh has been serving in the Territorial Army—105 TA Rajputana Rifles in New Delhi. The Police has recovered a .30 calibre revolver, a .30 calibre pistol, stencils of ‘Khalistan Zindabad’ slogans, posters of the Sikh referendum 2020, and some spray paint bottles from Dharminder Singh’s possession, said Inspector-General (IG) (Border Range- Amritsar) S.P.S Parmar, and Senior Superintendent of Police (SSP) of Batala—Opinderjit Singh Ghumman. Acting on specific information, a Police team arrested Dharminder Singh from his residence in Harpura Village, Batala Tehsil, Gurdaspur District in Punjab. Later, Kirpal Singh was arrested from his village upon confession of Dharminder Singh. In their confession, the accused revealed that they were radicalised and were being funded by their foreign-based Khalistani handlers, including Gurpatwant Singh Pannun who is a legal adviser of the Sikhs For Justice (SFJ) organisation, Paramjit Singh Pamma from United Kingdom (UK), Mann Singh from UK, and Deep Kaur from Malaysia, to promote the propaganda of ‘Liberation of Punjab’—funded by Pakistan’s Inter-Services Intelligence (ISI), said IG Parmar and SSP Ghumman during a press conference. A case under Sections 307, 438, 427, 148, 149 of the Indian Penal Code (IPC) has been registered at the Ranger Nangal Police Station.

The Member of Parliament (MP) from Ludhiana Constituency—Ravneet Bittu received a threat on his Twitter handle, from Sikh radicals during an event—‘Referendum 2020 Khalistan’ organised in California State, United Sates (US) on June 10, reports The Tribune. Ravneet Bittu is trying to label US and Canada based campaigners as terrorists. Bittu’s attempts to thwart the legal process will be answered with equal force, read the tweet posted by the Sikhs For Justice (SFJ). Punjab’s Chief Minister Amarinder Singh’s twitter handle was also ‘tagged’ in the tweet. I have brought it to the notice of the concerned authorities, said Bittu.

Punjab Police officers investigating the alleged role of the British citizen—Jagtar Singh Johal for his involvement in the death of RSS activist Ravinder Gosain, received death threats targeting them and their family members, reports The Hindu on June 12. Jagtar Singh Johal (31) was arrested in November 2017 [date unspecified], a fortnight after his wedding, for the murder of RSS member Ravinder Gosain in Ludhiana District, Punjab. The arrest of Johal had become a rallying point for Sikh groups based in the United Kingdom (UK), during the visit of Indian Prime Minister (PM) Narendra Modi to UK in April 2018, several members of the Sikh community protested at Parliament Square against the arrest, said an unnamed senior government official. The British PM Theresa May raised the arrest of Johal with PM Modi. The UK Parliament also debated the absence of consular access to Johal lodged in an Indian jail.Since the arrest of Jagtar Singh Johal, a false media campaign has been initiated by Sikh militants, Pro-Khalistanis and their sympathisers based in Britain and other Western countries against the Punjab government and the Punjab police. The Punjab police officers have been receiving death threats, targeted at them and their family members, from such elements over the phone, WhatsApp, and various social media platforms,” read an internal note issued by the Union Ministry of Home Affairs (UMHA).

The Punjab Government would file chargesheet against 14 jail officers—including service Deputy InspectorGeneral (DIG) level officer, for allowing two unnamed terrorist of LashkareTaiba (LeT)— who are in Punjab jails, to contact their handlers based in Pakistan, reports The Tribune on June 12. From now on, any case of negligence on the part of jail officials including allowing mobile use from jails will invite registration of an FIR. In this case, the government has decided to chargesheet them under Section 10 of the Punjab Civil Services (PCS) (Punishment and Appeal) Rules, 1970, said Punjab’s Jail Minister Sukhjinder Singh Randhawa. Earlier, the preliminary investigation conducted by InspectorGeneral (IG) of Prisons Roop Kumar Arora has indicated that 14 senior jail officers who were posted in three jails between 2009 and 2011 has allowed the terrorists to get easy access to mobile phones. The 14 Jail officers are—DIG (Jails) Lakhminder Singh Jakhar, who was jail superintendent in Patiala where Mohammad Iqbal—LeT terrorist was lodged in 2009. The others include serving jail Superintendents Sukhwinder Singh, Manjit Singh Kalra, Gurpal Singh Saroya and Jeewan Kumar Garg, who later cleared PCSAllied, retired superintendents Prem Sagar Sharma, JP Singh, Gursharan Singh Sidhu, Balbir Singh Bisla and deceased Deputy Superintendent Charanjit Singh Bhangoo. These officers will now get a chance to explain their conduct following the chargesheet. An inquiry officer will be appointed for a detailed probe and fix responsibility. Once the officers submit their reply, an action will be initiated, said DirectorGeneral of Police (DGP) of Prisons IPS Sahota.

Punjab beefed up security at strategic points and important religious shrines on June 20, after the Union Ministry of Home Affairs (UMHA) and the Intelligence Bureau (IB) issued an alert of a possible terror attack at a religious shrine in the State, reports The Times of India. The advisory came after the IB intercepted calls between Jammu and Kashmir-based operatives of the Lashkar-e-Toiba (LeT). A source said the IB had, in the intercepted calls, heard operatives discussing plans to attack religious shrines in Punjab. “As IB heard the names of a few shrines in the state, it issued an alert to the police,” source said.The UMHA’s advisory came after the IB alert. While police fortified defences, several units of the Border Security Force (BSF) were also called in on a request by the State Police and stationed at important districts and strategic points in cities. State Police have also asked their intelligence wing to remain on the alert and check all intercepts and information closely, as it could help thwart any terror attack. Police have also been asked to remain on a vigil round the clock and keep an eye on any anti-social elements spotted moving around in cities.
