According to The Hindu, left-wing extremist (also known as Naxalite) outfits, the People's War Group (PWG) and Janashakti, have suggested to the Andhra Pradesh Government that direct talks between them could be held on October 13. On October 5 in Hyderabad, mediators of the People's War Group (PWG) and the Janashakti finalised their agenda for the October 15 peace talks with the Andhra Pradesh Government and handed it over to Home Minister K Jana Reddy for the first round of talks. Release of political prisoners, distribution of land to the landless, ensuring social justice to disadvantaged sections, creation of a separate Telangana state, development of Rayalaseema and North Andhra areas and imposition of prohibition are the issues proposed to be taken up by the Naxalites during the talks.

According to The Hindu, on October 12 in Hyderabad, the People's War Group (PWG) leaders, Ramakrishna, Sudhakar, Ganesh and Janasakthi representatives, Amar and Riyaz, stated that "we believe that the overthrowing process is not possible by bringing down one ruling clique and giving power to another through elections which are a sham. We think protracted armed struggle is the only route that can ultimately raise the consciousness of the masses and put the real State power in their hands." They also said the outfit was prepared for talks with the Government as part of the struggle and their "basic objectives" were non-negotiable. "We are not going to give up our protracted armed struggle to our basic objectives of land, livelihood and liberation", they added. 'State secretary' of the PWG, Akkiraju Haragopal alias Ramakrishna, in that same meeting, made it clear that the outfit will return to its `old methods' if the talks with the Government fail. He declared that the ultimate goal of political power could be achieved only through armed struggle. He also justified the violence resorted to by Naxalites saying it was a 'counter violence' to the 'State violence'.

A Hindu report stated that the Janashakti (Ramachandran group), one of the splinter groups, would not participate in the direct peace talks to be held in Hyderabad, Andhra Pradesh, on October 15. In a statement released on October 13 in West Godavari district, a senior leader of the party, Raghavulu, accused the State Government of failing to take necessary action to remove ‘false cases’ registered against some of their activists and farmers in the East Godavari district. He alleged that the State Government was giving priority only to the PWG and neglecting other ‘revolutionary parties’ and in this backdrop their party would keep itself away from talks until the cases were removed.

On October 14, the People’s War Group (PWG) ‘State secretary’, Ramakrishna, at a news conference in Hyderabad, announced that the left wing extremist (also known as Naxalite) outfits, the PWG and the Maoist Communist Centre (MCC) have merged to form a new "unified" Communist Party of India (Maoist). He said the party was formed on September 21, 2004 at an undisclosed place in the forests, but the announcement was "withheld" owing to security reasons. The general secretary of the PWG ‘central committee’, Muppala Laxman Rao alias Ganapathi, had been elected ‘general secretary’ of the new party. Ramakrishna and Janasakthi leaders said that the merger would cause "fear among the ruling classes." It had "fulfilled the aspirations of the masses" for a strong revolutionary party that would usher in a "new democratic society" by advancing towards socialism and communism, Ramakrishna added. They also stated that the two guerrilla "armies" of the PWG and the MCC — the People's Guerrilla Army (PGA) and the People's Liberation Guerrilla Army (PLGA) — have now merged and would be called the PLGA from December 2, 2004.

Rajasekhara Reddy on October 18 turned down demands made by left wing extremists (also known as Naxalites) to take back prime land allotted to companies in and around of Hyderabad, the capital city, and redistribute them among the landless poor. The Chief Minister said it would not be possible to take back the land as it was allotted for the industrial development of the state. He told reporters in Vijayanagaram district that his government would accept only those Maoist demands, which were within the purview of the Indian constitution. He also insisted that Naxalites should give up arms and shun violence.

According to the Hindu, left wing extremist (also known as Naxalite) leaders of the Communist Party of India-Maoist (CPI-Maoist) and Janashakti on October 19 stated that the success of the negotiations would depend squarely on the State Government's sincerity in meeting their demands, particularly the central issue of land distribution. At a press conference in Hyderabad, the CPI-Maoist ‘secretary’, Ramakrishna and the Janashakti ‘secretary’, Amar, said four demands raised during the talks — withdrawal of cases against persons involved in struggles, release of political prisoners, scrapping of rewards on the heads of wanted Naxals and disbanding of armed gangs — could be conceded immediately. They admitted that the Government might require five to six months for the other major demands to be met. They also demanded that the proposed body to identify surplus land should not have judges and bureaucrats. It should be filled with `democrats and mass organisations' in consultation with them. Condemning the remarks of the Chief Minister, Y.S. Rajasekhara Reddy, that the Naxalite leaders were talking irrationally, they accused him of talking irresponsibly.

The Andhra Pradesh Director General of Police, S.R. Sukumara, on October 27 in Hyderabad said that the laying down of arms by left wing extremist (also known as Naxalites) would be the key to holding the second round of talks with them by the Government. He also said the Government had made its stand clear and was awaiting a response from extremists. Depending upon the Maoists' reply, the Government would take a final decision on holding the next round of talks or, in the extreme, "resume combing", he added.
