Communist Party of India-Maoist (CPI-Maoist) cadres have abducted at least three persons, including an elected panchayat (village level local self-Government institution) representative, at Mahupadar village under Mathili Police Station limits in Malkangiri District on May 1, reports The Times of India. The abducted persons have been identified as the naib sarpanch (deputy head of village level local self-Government institution) of Mahupadar Budu Durua, a trader Budu Naik and another villager Malsa Kalra, accusing them of helping the Police. Police suspect the involvement of Daharba Division of the Maoist in the abduction, which operates in the Odisha-Chhattisgarh border areas.

Communist Party of India-Maoist (CPI-Maoist) cadres have killed a village panchayat (village level local self-government institution) member in Mathili area of Malkangiri District, on May 4, reports Zee News. However, they released two others who were abducted along with the panchayat member. The body of Budha Dharua, naib sarpanch (deputy head of village level local self-government institution) of Mahupadar village, was found on a forest road with his throat slit. The Maoists had abducted Dharua and two others from Mahupadar village on May 1 night. While Dharua was believed to have been killed last night on the suspicion of being a Police informer, the other two -- Buduram Nayak and Mansai Karla - were released by them.

The Communist Party of India-Maoist (CPI-Maoist) has formed a women wing called Biplabi Mahila Sangathan (Revolutionary Women’s Organisation) in Malkangiri District of Odisha in its endeavour to woo the local people and particularly women, reports The Pioneer on May 6. Around 5,000 Maoist supporters from 20 villages came in a huge procession from Badariguda jungle to Khejangiwada in the District. The women, holding placards, danced to the tune of folk songs and shouted slogans against Government apathy.

In the run-up to their two-day bandh (shut down strike) call from May 10, the Communist Party of India-Maoist (CPI-Maoist) cadres blew up a panchayat (village level local-self government institution) office in Malkangiri District in the night of May 6, reports The Times of India. Around 50 armed cadres swooped on Kiang village, about 90 kilometres from Malkangiri, around 11.30pm and executed the act. They probably damaged the panchayat building suspecting that it may be used to house the Security Forces (SFs) for anti-Maoist operations. The Malkangiri Divisional Committee of the Maoist has given a 48-hour bandh call from May 10 demanding to stop to all anti-Maoist operations.

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted three more persons, including a Sarpanch (head of Panchayat, village level local self-government institution) in Mathili Police Station area of Malkangiri District in the night of May 7, reports The Hindu. When contacted, Malkangiri Superintendent of Police (SP) Akhileswar Singh confirmed that three to four persons were taken away by force by Maoists from Kiang, Tentuliguma and Kartanpalli villages. Owing to remoteness of the area and lack of mobile communication, details of the incident was still awaited. According to the Police sources, the abducted persons included Kartanpalli Sarpanch Gopi Nayak, a tractor driver and an accountant of a tendu leaf trader. It may be noted that a mobile communication tower of a private company was damaged by Maoists at Kiang on April 24 night affecting communication in the area. Recent abduction was the third one in the area. In April, Maoists abducted three tribal people from Kiang village. Two of the abducted tribal persons, Gopi Pujari and Hatiram Pujari, were killed and their bodies were located near Kiang village on April 25. Maoists also abducted three other tribal people, including an elected nayab (deputy) Sarpanch Budu Nayak from Mahupada village on May 3. The nayab Sarpanch was murdered and his body was located near Mahupada village on May 4. The other two abducted tribal persons, who were small time traders, were released. According to the Police, Maoists of Darava division of adjoining Chhattisgarh were behind the violent activities in Mathili area. Other sources said, some 170 Maoists from Chhattisgarh who are now in the area bordering Malkangiri and Koraput Districts of Odisha and Chhattisgarh are trying strengthen their base in the remote Mathili area through these abductions and killings.

The Unified Command of Odisha, headed by the State Chief Secretary, met in Bhubaneswar on May 8 to take stock of the situation and chalk out strategies for containing CPI-Maoist perpetrated violence in Malkangiri District of Odisha, reports The Times of India. Odisha State Government is worried over the sudden rise in CPI-Maoist violence in the interior areas of Malkangiri District, particularly in Mathilli block, which in the last few weeks has witnessed a number of kidnappings, murders and destruction of public property. The meeting took place amid intelligence reports that the extremists are planning to blow up the nearly a 110-meter-long Kiang Bridge; the only connection to the rather inaccessible hilly and heavily forested Mathili area, bordering Chhattisgarh. "There is a security camp at Mathilil, but forces hardly move into the interior areas crossing the bridge out of fear of being ambushed by the extremists. If the bridge is destroyed the area will be totally cut off," official sources pointed out.

Impact of the bandh was evident only in a few remote pockets. Due to fear of violence, vehicular traffic was thin in the remote areas. As a precautionary measure, the Odisha State Road Transport Corporation stopped plying buses in the Maoist strongholds. Private operators preferred to keep their vehicles off the road.

But he was reluctant to divulge any details about the operation against Sabyasachi and his OMP. Speaking on vacancies in Police Stations, Mishra said all vacant posts in Police Stations in the Maoist-prone areas were being filled on priority basis. In the next phase, vacancies in all other Police Stations would be filled. The DGP added that security would be enhanced in Malkangiri District, especially in the Mathili Police Station area and the cut off area of Chitrakonda reservoir, where Maoists increased their presence in the recent past.

Body of an unidentified person suspected to be killed by Communist Party of India-Maoist (CPI-Maoist) was found along a road in MV90 village area under Kalimela Police Station limits of Malkangiri District on May 14, reports The Hindu. The man was around 40 years in age. According to Malkangiri Superintendent of Police (SP), Akhileswar Singh, identity of the deceased was yet to be ascertained. No local had been able to identify the deceased which hinted that he was not from that area. His throat had been slit open and his head had been smashed with some heavy boulder. A hand written letter was left on the body of the deceased which carried the message that the victim had been killed as he was a ‘police informer’.

Security operations against the Communist Party of India-Maoist (CPI-Maoist) were intensified along Odisha-Chhattisgarh border in Malkangiri and Koraput Districts with deployment of additional Security Forces on May 31, reports The Times of India. "More forces have been sent to the border areas and combing operations, launched on Tuesday [May 28], intensified. Though the situation is under control, we are not taking any chance," said Superintendent of Police-SP (Malkangiri) Akhileswar Singh. Police said two more batches of Border Security Force (BSF) were sent to Mathili in Malkangiri District to strengthen the counter-insurgency operations and check possible infiltration of Maoists into Odisha after the carnage at Dharba ghat road in Chhattisgarh on May 25. Police suspects the Maoists, post May 25 attack, are hiding at Tulsi Dongor, which has a thick forest cover and no permanent security camp. While 90% of Tulsi Dongor is within Chhattisgarh, the remaining portion falls in Odisha. "Our operations are yet to yield any result. Tulsi Dongor being a much safer place, it is suspected that the ultras have preferred to stay put there instead of sneaking into Odisha," the SP said.
