The Communist Party of India-Maoist (CPI-Maoist) for the past 15 days have imposed an economic blockade in the Chak village of Palamau district as an act of opposition to the setting up of a police picket in the hamlet, reports IANS. After the establishment of the picket, Maoists put up posters across the village, ordering the people to shut their shops till the time the police picket is not removed from the village. Maoists have also warned nearby villages against having any dealing with the people of Chak village. Closure of the shops has reportedly affected life in the village adversely.

The Communist Party of India-Maoist (CPI-Maoist), in a press release on September 1, has supported independence of Kashmir and said those opposing it can never be democrats, reports The Hindu. A press release by the outfit’s spokesperson Azad called upon its cadres and the People’s Liberation Guerrilla Army (PLGA) fighters to mobilise people in support of the Kashmiri people’s struggle for freedom. The outfit advised the people of Kashmir to come out with a slogan ‘Neither India nor Pakistan, but a sovereign independent Kashmir’. Azad also said history had demonstrated repeatedly that no nation, however small or weak, can be kept enslaved forever by another strong and mighty.

Jharkhand Police has claimed that the Communist Party of India-Maoist (CPI-Maoist) cadres are being trained in guerrilla and jungle warfare by former Army personnel, reports Times of India. Following the arrest of hardcore Maoist sub-zonal ‘commander’ Shankar Bhuiyan alias Sanjay Ram, at Latehar on August 28, Police recovered a training manual of Maoists. The 200-page book divided into two sections contained minute details of planning and assault strategy in different terrains. Jharkhand Police spokesperson S. N. Pradhan said, “After going through the books and documents it can be said with certainty that experts having years of experience in military warfare are training the rebel cadre. Because no one can make such a meticulous training programme.”

Police on September 2 arrested Bitni alias Nirmala, a woman cadre of the Maoist Communist Centre (MCC), in the Sonebhadra district, reports Daily Pioneer. Sonebhadra Superintendent of Police Ramkumar said, "We received information about the movement of a Maoist group and laid a trap. About a dozen Maoists fled but the woman wing commander was arrested on Tuesday night." Bitni’s husband Ramvrikhsa Kol is an ‘area commander’ of the outfit. Nirmala carried a cash reward of INR 25000 and was wanted in connection with over 20 criminal cases.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were injured in an encounter with the police on Kaimur hills at Soli village under the Nauhatta police station of Rohtas district in the early hours of September 3, reports Times of India. The encounter occurred after police came to know of a medical camp being organised by the Maoists in a residential Adivasi high school at Soli. A suspected Maoist, identified as Mandey Urawn, of nearby Nagatoli village was arrested from the area following the encounter. The police also recovered two rifles looted earlier from the police personnel, 60 live cartridges, walkie talkie sets and medicine in huge quantity from the area.

Indian Express reports that five security force (SF) personnel, including three Central Reserve Police Force (CRPF) soldiers, were killed and five others injured on September 4 in an attack by suspected Communist Party of India-Maoist (CPI-Maoist) cadres in the forests near village Chunchuna Pundagh of Sarguja district. The area is close to the inter-state border with Jharkhand. Director General of Police Vishwaranjan said the extremists ambushed the SF personnel, who were patrolling the area and started firing indiscriminately at them.

Times of India reports that the Communist Party of India-Maoist (CPI-Maoist) has expressed its support to the Students Islamic Movement of India (SIMI). A statement issued by the outfit through its spokesperson Azad said, “We appeal to the people not to get diverted by the vicious calculated propaganda of the ruling classes against Muslim organizations like SIMI while allowing the hooligans of Sangh Parivar to roam freely murdering people belonging to religious minorities”. The statement asked for a ban on the “Hindu fanatical gangs” such as the “Vishwa Hindu Parishad (VHP), Bajrang Dal, Shiv Sena, Bharatiya Janata Party (BJP) and Hindu Munnani”. The outfit again claimed responsibility for the killing of VHP leader Lakshmananda Saraswati in the Kandhamal district of Orissa. It said, “On the 23rd of August, our People’s Liberation Guerrilla Army (PLGA) had carried out a daring attack on the ashram (hermitage) of the most notorious Hindu fascist leader of Orissa, Lakshmananda Saraswati, who called himself a swami but is actually a satan.”

The Hindu reports that Communist Party of India-Maoist (CPI-Maoist) leader Bashapaka Yakaiah alias Santhosh alias Sujith alias Mahesh, responsible for the Dantewada jailbreak surrendered to the Warangal police on September 5. Yakaiah had joined the outfit due to a family dispute in 2002. He worked in Chityal area and Yellandu in Khammam district before being shifted to Chhattisgarh in 2004. He was involved in exchanges of fire in 2005 at Andugulameedhi in Venkatapur mandal (administrative division) of Warangal district, at the National Park area in 2005 and at Pamedu in Chhattisgarh in 2005.

The Hindu reports that 70 kilograms of explosive powder, 1,994 detonators and 10,100 metres of fuse wire were recovered and four persons arrested from the Ranchi district. Senior Superintendent of Police, M.S. Bhatia, told journalists that two persons were arrested at Lapung, 24 km from State capital Ranchi on September 6 and two others were arrested on September 7 on the basis of information provided by the duo during interrogation. The arrested persons were identified as Mohammad Salim, Tanvir Khan, Shamim and Anup Kumar. While Kumar and Shamim hailed from Ranchi town, the other two belonged to Lapung. Police sources said the explosives were smuggled from the coal mines and were possibly meant to be supplied to the Maoist group, the Jharkhand Liberation Tigers.

A country-made pistol, seven rounds of ammunition and fake notes with face value of INR 3,000 were recovered from the arrested extremist. Times of India quoting an intelligence report submitted to the Union Ministry of Home Affairs (MHA) said that the left-wing extremists are spreading their presence to 22 states of the country. The extremists are approaching terrorist outfits like the Liberation Tigers of Tamil Eelam (LTTE) and the United Liberation Front of Asom (ULFA) for arms procurement. The report further said that the extremists are aiming at liberating 35 per cent of country's territory by the end of 2009. Thirty-nine left-wing extremists groups are operating in the country with underground sympathisers and armed cadre active in 15 states while overground supporters exist in seven states, the report said. They have, however, no presence in six states -- Arunachal Pradesh, Nagaland, Mizoram, Sikkim, Goa and Himachal Pradesh. The report further said that there are over 20,000 underground extremists active in the country. Nearly 50,000 overground members and more than 100,000 sympathisers and supporters are working in various frontal organisations of the outfits.

The meeting presided over by Prime Minister Manmohan Singh decided that the INR Five billion scheme will be launched during the 11th five year plan. An official spokesperson said, for the current financial year, INR One billion has been earmarked. The scheme aims to provide adequate infrastructure critical to policing and security needs on the field. The Cabinet also approved creation of 48 new posts of Special Director-General, Additional Director-General and Inspector-General of Police to strengthen the supervisory structure of Central police organisations for better command and control.

Superintendent of Police, Hazaribagh, Praveen Kumar Singh said while the body of Jeetendra, believed to be the section commander of the action squad of Maoists has been recovered, Maoists managed to escape with bodies of two of their colleagues. An SLR and a .303 rifle, both looted from the police armoury earlier were recovered from the encounter site. The NHRC had been asked by the Supreme Court to probe the allegations that the Salwa Judum was committing atrocities on innocent people. A Bench comprising Chief Justice K.G. Balakrishnan and Justices P. Sathasivam and J.M. Panchal told senior counsel K.K. Venugopal, appearing for Chhattisgarh, that the commission “has done a meticulous work. It has given a series of recommendations. It is very painful to read the report. It says there is arson and looting, people are armed and they [Salwa Judum] are committing serious offences. It says people who are subjected to serious problems are still afraid of coming out.” The Chief Justice observed, “When somebody [Salwa judum] is given arms, he claims to be a pseudo police. Once he is given arms, he will commit an offence though he has no right to do any such act. Some remedial measures have been suggested in the report and the State may consider implementing them. Whatever is urgently required to be done, do it.” Mr. Venugopal assured the court that the government would implement the recommendations “which are of immediate concern.”
