According to The Hindu, five Communist Party of India-Maoist (CPI-Maoist) cadres, including three women, were killed in an encounter with the police in a forest near the Andhra Pradesh-Chhattisgarh border on April 2. About 15-armed Maoists had earlier fired at police commandos combing the forest area near Mukkanur village in the Khammam district. The police have identified one of the dead Maoists as Shyam, a ‘deputy commander’ of the Venkatapuram local guerrilla squad. The encounter is said to be the first outcome of joint operations between Chhattisgarh and Andhra Pradesh Police after the March 31 meeting of police chiefs in Delhi, where they resolved to share information and resources.

Chandra said Maoists had seized the railway station on the Patna-Jehanabad border, around 10.30 pm after chasing away the Station Master Rajesh Kumar and other staff." Services on the Patna-Gaya section had resumed after remaining suspended for nearly two hours," he added. The Maoists left behind their outfit’s literature at the station.

A Deputy Superintendent of Police, Akhileshwar Prasad, was killed during an encounter with suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) in the Rohtas district on April 3, according to Telegraph. Prasad was leading a police team to Matihar village on a tip-off that kidnappers of a boy were holed up in the village. Instead, nearly three-dozen Maoists were present in the village, planning an operation, the police added. Police recovered a carbine, three rifles and ammunition from the encounter site.

On April 4, the Anantapur district police arrested a Communist Party of India-Maoist (CPI-Maoist) cadre, Venkatrami Reddy, and seized Rs 300,000 in cash. Reddy was arrested when he was en route to hand over the cash collected from a representative of a local irrigation contractor to the ‘Penna Area committee secretary’ Kranti alias Gangaram. Officer on Special Duty, G. Vijaykumar, said that the Maoist was acting as a key member of the dalam (squad) and had already extorted about Rs 5 million from contractors executing works in Uravakonda, Guntakal, Vajrakarur, Pamidi and Garladinne and handed it over to the Penna Ahobilam dalam. Police also arrested two more Maoists of the Penna Ahobilam dalam, identified as Mallaiah and Nagendra.

Two police officials abducted by the Communist Party of India-Maoist (CPI-Maoist) from the Ramagiri Udayagiri town of Gajapati district on March 24 were released on April 4. Superintendent of Ramagiri Udayagiri sub-jail, Rabinarayan Sethi, and officer-in-charge of the local police station Ranjan Kumar Mallick were handed over to a media team at an undisclosed place in the district, Hindu reported. Gajapati District Collector Binod Bihari Mohanty said the two had been released somewhere near Adaba. The Maoists had put forward five demands before the Government for releasing the two hostages but apparently set them free on 'humanitarian considerations.'

According to Superintendent of Police, M. S. Ravindra, there were two women among the slain Maoists. He added that the police had foiled a joint plenary session of Karimnagar East Division and Khammam East Division committees of the CPI-Maoist being held at Katapur. Over 200 heavily-armed Maoists stormed the Bansi Nala halt station in Gaya district at around 2:15 AM, overpowered the railway employees on duty forcing them to move away and detonated dynamites to raze the one room structure to the ground, police said. He said that the movement might have lost much of its intellectual attraction but it has gained in strength by spreading to over 160 districts. On April 20, the Jharkhand Home Minister, Sudesh Mahto, announced a surrender policy claiming that Jharkhand is the first State in the country to formulate such an attractive scheme. Every Naxalite who surrenders is allowed to hire a lawyer of his choice at Government expense and also be extended a life-insurance cover of Rupees One million. Every Naxalite who surrenders will receive cash "compensation" of Rs 25,000, to be paid in two instalments, but will also be paid a stipend of Rs 2,000 per month for the next two years. If the Naxalite surrenders with a firearm, the minister added, valuation will be done and the cost of the firearm, too, will be reimbursed. As a further incentive, all surrendered extremists will be kept together in the State capital and cases pending against them will be consolidated and transferred to Ranchi. Special fast-track courts will be constituted to expedite trials and a review committee will monitor their conduct and recommend reduction or remission of sentences. The policy also promises to allot an acre of land to the family of every surrendered extremist. The family, in addition, will be entitled to free housing, free education for children and free healthcare facilities. The Government, the policy declares, will evolve a special mechanism to solve land disputes involving the families. Finally, if any member of the family is killed in retaliatory attacks, the State will offer a "government job" to one of the surviving members. The policy, however, is yet to be approved by the Cabinet, he indicated at a news briefing but announced that it would be implemented "within a week".

The camp was located in a dense forest area near Gundijhora village. Superintendent of Police Navin Kumar Singh said they had located the camp during a combing operation in the area following an encounter near Thalkobad in Saranda on April 24. Describing the camp, Singh pointed out that it was large enough to accommodate at least 50 Maoists. The police also recovered utensils, leftover food and tents at the camp. Singh added that though the Maoists had razed a few trees to the ground to build the camp, they had tried to design it to evade detection during aerial surveys.

District Superintendent of Police V.V. Srinivasa Rao on April 24 described as a human rights violation the recruitment of children by the Maoists to work as couriers. Rao said that the 'Andhra Pradesh-Orissa Border special zonal committee' documents seized by them recently had revealed that the Maoists were giving priority to use the tribal children for acting as couriers. The arrested minor girl who was recruited as a member of Bala Sangham during her early childhood became a dalam (squad) member two years ago. She worked in the Gurtedu dalam, Pedabayalu dalam and Bodagandi local organising committee. At the time of her arrest, she was reportedly carrying a .303 rifle and 60 rounds of ammunition.

The explosives were kept in the houses of Vaidyanath Mahtha and Bishwanath Mahtha, who were engaged in supplying detonators illegally into West Bengal, Chhattisgarh, Andhra Pradesh, Orissa and Bihar. The police seized 800 manual detonators, 1,600 pieces of gelatin sticks kept with other explosives, 67 electronic detonators, 2,000 metres of wires besides other explosives. Although no one was hurt during the attacks, the Maoists abducted three railway staff of Narganjo station, eight kilometres from Jhajha under Kiul-Asansol section of the Eastern Railway, soon after demolishing the cabin in the halt station. The hostages were, however, set free on April 26-morning. Jamui Superintendent of Police Sharukh Majid said two powerful bombs were also recovered from the tracks near Narganjo. "Two can bombs of 5 kg and 10 kg were fixed with the tracks and attached to detonators by a 100-metre-long wire," he said. In another incident, Maoists blew up railway tracks near Dashrathpur railway station on the Kiul-Bhagalpur loop section. The explosion reportedly occurred soon after Jamalpur-Kiul DMU Passenger passed from Dashrathpur station in Munger district. Due to the twin attacks, railway service remained disrupted for hours on both the sections.

Nineteen other Maoists escaped following the encounter at Pulusukunta near Pincha in the Tsundupalle Mandal (administrative division). The police said more than 30 armed Maoists had camped at Pulusukunta, possibly for a meeting of Maoists from the Cuddapah and Anantapur districts. The police also recovered Rs 350,000 in cash, two self-loading rifles, one sten gun, one .303 rifle, one pistol, three single barrel guns, three Claymore mines and a ‘tin bomb’. The Maoists seized the launches at 11.30 a.m., took them up to Kallakunta in the Guntur district, blasted them there after releasing all crew-members at 4.30 p.m. The Nalgonda police who were on the trail of the launches, killed the four Maoists, including a woman cadre, while they were crossing the river in Mahabubnagar district. All 234 tourists on board the two launches were brought back safely. The police also recovered an SLR and three .303 rifles from the site of encounter. Two of the four Maoists killed were identified as B Sailu, 'Commander' of the Krishnapatti Dalam (squad) and Krishna, Nalgonda 'District Committee Secretary'.
