Border Security Force (BSF) on September 4 foiled an infiltration attempt backed by Pakistani Rangers on the International Border (IB) in Arnia sector of Jammu District by killing one militant as others retreated to Pakistan, reports Daily Excelsior. Official sources said alert BSF troopers observed movement of militants in Arnia sector at 3.40 pm when they were trying to infiltrate into the Indian territory taking advantage of Pakistan `bundh’ and tick wild growth. The militants fired towards the BSF posts with a view to push their infiltration. The BSF troopers immediately challenged the militants and opened firing aiming the direction from where they were trying to intrude into this side. Simultaneously, sources said, the Rangers also violated ceasefire and gave covering fire to the militants in their intrusion bid. “One of the intruders jumped over the BSF fencing towards Indian side,” sources said, adding the BSF troopers gunned him down within 50 meters of the border fencing. Other militants were reported to have retreated to Pakistan after the killing of their colleague. Sources said a major planned and forced infiltration attempt of the militants with active support of Pakistani Rangers has been foiled by the BSF on the IB.

The Northern Army Commander Lt Gen Devraj Anbu said on September 7 that terror camps and launch pads across the Line of Control (LoC) in Pakistan-occupied Kashmir (PoK) have gone up and around 475 militants are waiting to sneak into the Indian side, reports Daily Excelsior. “We cannot tell you the exact number of the militants. But the militants, who are waiting to cross over to this side (via the LoC from PoK) are nearly 250 in north Kashmir and around 225 in south of Pir Panjal (Jammu region). We are firmly in control of the situation along the LoC… (the number of) launching pads and terrorist camps along LoC has increased as compared to the previous years.”He further asserted, “While infiltration attempts have increased, the success to infiltrate has been much less than previous years despite large number of infiltration attempts. That is because of our robust counter-infiltration grid that we have on LoC. The (number of) militants coming to this side have decreased to a large extent this year,” Lt Gen Anbu said. According to Multi Agency Centre (MAC) of intelligence gathering, the number of militants who have managed to infiltrate is 75 during the last eight months, he said, adding, “But according to our assessment, it is 45 to 50.” He also said the Army has created a “strong deterrence” at the LoC so that militants do not enter the Indian side. “While attempts are more, we are preventing them from entering this side, whether in Kashmir valley or Jammu region,” the Army Commander said.About the militancy situation in the hinterland, Lt Gen Anbu said, “It is improving. Those (militants) who are operating in the hinterland are foreign terrorists in North Kashmir and South Kashmir has presence of local terrorists more and foreign terrorists are lesser.” He said the Security Forces are trying to dominate the South Kashmir region. “We have killed 100 militants in the past four months. A total of 144 militants have been killed so far (in Kashmir this year),” he said. “The effect of what is happening now will manifest in a couple of months from now. But there is decrease in local youth getting recruited,” he added.

Four persons including two Pakistani Rangers were reportedly killed in Pakistani side of the International Border (IB) in Arnia sector of Jammu District, when India retaliated Pakistani shelling in the area on September 15, reports Daily Excelsior. Earlier, as SATP reported, one Border Security Force (BSF) trooper was killed and a civilian injured as Pakistan violated ceasefire at IB in RS Pura in Jammu District on September 15. Pakistan confirmed its casualties and summoned Indian Deputy High Commissioner JP Singh in Islamabad in Pakistan to lodge protest. Acting swiftly, the administration put its `Contingency Plan’ for the border villagers for three districts of Jammu, Samba and Kathua immediately in place and ordered closure of educational institutions falling within the firing range on the International Border in Arnia sector and surrounding areas to avoid any eventuality, Divisional Commissioner, Jammu, Dr Mandeep K Bhandari said.Sources said that heavy retaliation to the Pakistani shelling and firing had been necessitated to silence Pakistani guns, which had directly been targeting civilian population in the border areas of Arnia sector and there were apprehensions of civilian casualties. Pakistan suffered losses in retaliatory firing by the BSF, sources said. A number of houses in forward villages of Arnia sector were hit by mortars and their splinters causing damage to them while some cattle were also injured. In most of the villages, the people didn’t come out and preferred to stay indoors in anticipation of fresh shelling by Pakistan in frustration.

One Border Security Force (BSF) jawan (trooper), identified as Constable Brijendra Bahadur Singh was killed as Pakistan violated ceasefire at International Border (IB) in RS Pura in Jammu District on September 15 (today), reports The Times of India. One civilian is also reported injured in the firing which took place in Arnia in Jammu District. "One BSF trooper has been killed in ceasefire violation by Pakistan rangers. They are using mortars, automatics and small arms to target nine BSF posts in Arnia. BSF troopers are retaliating strongly and effectively", said BSF sources. "BSF troops retaliated strongly and gave befitting reply," said the source. This is the fifth ceasefire violation by Pakistan in six days, and the third consecutive day of such violations, according to report.

A number of cattle were killed or injured in Pakistan’s shelling and firing. Meanwhile, Pakistan claimed that it lost four persons and five others were injured in Sialkot sector during exchange of shelling and firing. According to reports, nearly 50,000 civilians in forward villages of Pakistan’s Sialkot sector have deserted their homes following heavy retaliation by the Border Security Force (BSF).

Pakistani Rangers, in another ceasefire violation, targeted forward border outposts (BoPs) of Border Security Force (BSF) along the International Border (IB) in Arnia sector of Jammu District on September 16, reports Daily Excelsior. “From mid night till early this morning (September 16), there was exchange of fire and shelling in Arnia Sector,” official spokesman said. Again on September 17th night also, Pakistan resumed shelling and firing in forward villages of Arnia sector in Jammu District.Sources said the BSF has been retaliating Pakistan’s unprovoked firing and shelling very effectively as there had been reports that Lashkar-e-Toiba (LeT)’s militants have also mixed up with Pakistan army to target the BSF and infiltrate into the Indian territory, adds Daily Excelsior. Taking no chance, the BSF was taking all steps to counter infiltration attempts by the militants on the IB. Confirming presence of militants especially those of LeT outfit on Pakistan side of IB opposite Arnia sector, sources said unprovoked mortar shelling and firing by the Pakistani Rangers on the BSF posts and civilian areas was also aimed at diverting attention of the troopers and civilians to push the armed infiltrators into this side. The latest round of shelling rendered some and other structures damaged but there were no casualties either on Border Security Force (BSF) side or civilians. “Intensity of mortar shelling and firing was very less last night as compared to the two previous nights when shelling had continued throughout the night. However, shelling, which started around 9.30 pm last night, stopped around 11.30 pm though intermittent firing with small arms continued till wee hours of this morning,’’ official sources said.

The Union Ministry of Home Affairs (UMHA) on September 18 stated that the Government has credible inputs that Rohingyas have links with terrorist groups and hawala channel operators while some of them were in-league with Islamic State of Iraq and Syria (ISIS) and Pakistan’s Inter-Services Intelligence (ISI), reports Daily Excelsior. Describing Rohingyas as “serious security threat”, an affidavit filed by the UMHA Joint Secretary (Foreigners) Mukesh Mittal in the Supreme Court (SC) on behalf of the Home Ministry described Rohingyas as part of “bigger sinister designs” under which they were infiltrating into India illegally through agents and touts. The affidavit, said: “some of the Rohingyas with militant background are found to be very active in Jammu, Delhi, Hyderabad and Mewat and have been identified as having a very serious and potential threat to internal and national security of India”.The 16-page affidavit added: “it has been found by the Central Government that many Rohingyas figured in suspected sinister designs of ISI (a Pakistan’s spy agency which has been responsible for spreading terrorism in Jammu and Kashmir and other parts of the country) and ISIS (an international terrorist outfit which was causing blasts in various countries) and other sinister groups, who want to achieve their ulterior motives in India including that of flaring up communal and sectarian violence in sensitive areas of the country”. Charging Rohingyas with mobilizing funds through hawala channels and procuring fake and fabricated Indian identity documents for other Rohingyas and also indulging in human trafficking, the UMHA’s affidavit said it has been observed by the Central Government that some Rohingyas are indulging in illegal and anti-national activities and were using their illegal network for illegal entry of others in India.

In another ceasefire violation, Pakistani troops on September 21 night pounded major areas of International Border (IB) in Ramgarh, Arnia and RS Pura sectors in Jammu and Samba Districts with 82mm mortars and heavy arms firing taking the number of civilians injured in the shelling last midnight (September 20) and tonight (September 21) to seven, reports Daily Excelsior. Sources said seven civilians including a couple were injured in heavy mortar shelling by Pakistani Rangers on the IB in Arnia and RS Pura sectors last night as well as tonight while Pakistan also suffered heavy losses in retaliatory firing by the Border Security Force (BSF). Large number of people in Ramgarh sector on September 21 night migrated to safer areas while many people from forward villages of Arnia and RS Pura sectors have already shifted to the houses of their relatives and other locations. Two Border Security Force (BSF) personnel and five civilians were injured when Pakistani troops targeted Indian Border Out Posts (BOPs) and hamlets in Jammu, Samba and Poonch Districts on September 23, reports Daily Excelsior. Three civilians in Satowali village of R S Pura sector were injured in the Pakistani shelling and another villager was injured in Treva in Arnia sector. In Ramgarh sector in Samba, two BSF personnel suffered minor injuries in the Pakistani firing, the officials said. Over 500 people were evacuated by the police from a few border hamlets targeted by Pakistani troops on Friday night and have been housed in a camp. Over 20,000 people have also fled their homes and hearths in Arnia and R S Pura sectors in the past few days, the officials added. “At least 32 villages in Ramgarh, Arnia and RS Pura sectors have been badly affected by shelling forcing large number of people to desert their houses and taken shelter in safer areas-either in the houses of their relatives or in the premises of religious and social organizations and relief camps set up by the administration,” sources said. A senior BSF official said 20 BOPs were affected by Pakistan’s shelling and firing along International Border (IB) last night. He added that the BSF responded very effectively and gave befitting response to the Rangers. The shelling stopped at around 4 am at all three Sectors.

The Border Security Force (BSF) and Pakistan Rangers on September 29 held a flag meeting along the International Border (IB) in Suchetgarh sector of R S Pura in Jammu District while issues like sniping and ceasefire violations were discussed, reports Daily Excelsior. “On the request of Pakistan Rangers from 1100 hrs to 1245 hrs, a Sector Commander level Flag Meeting was held between Border Security Force and Pakistan Rangers on International Border in Suchetgarh area,” official spokesman said.The spokesman said during the meeting, BSF objected on dastardly acts of snipping of two BSF soldiers - Late Constable Brijendra Bahadur and Constable K K Appa Rao on 14 September and 25 August 2017, respectively while performing their duty on forward duty points along the border security fence by Pakistan Rangers and further carrying out unprovoked cross border firing and shelling on a number of Indian border villages targeting innocent civilian and their properties. “BSF conveyed strong protest with message that such provocative acts will not be tolerated and are unacceptable by BSF and shall be responded with equal and more measures,” he added. The spokesman said that besides discussion on number of other issues related to border management, BSF strongly objected for allowing movement of armed intruder in close vicinity of International Boundary during night time for infiltration attempts into India from Pakistan territory. “During discussion, Pak Rangers assured for taking required measures to maintain peace at border with request that BSF should also restrain as much as possible in counter measures to see that minimum civilian loss caused on Pak side,” he added.

The Border Security Force (BSF) on September 30 unearthed a 14-feet-long tunnel near the zero line in Arnia sector in Jammu District which was being dug from the Pakistani side, scuttling a major infiltration bid and a possible terror attack, reports Daily Excelsior. Inspector General (IG) of BSF, Jammu Frontiers, Ram Awtar said an area domination party noticed the suspicious movement of nearly a dozen armed people near the zero line who fled after seeing the uniformed men. “The unfinished tunnel, dug from the Pakistani side, approximately having three-feet height and two-and-a-half feet width on the slope of bank at Dhamalla nullah (stream) ahead of border fence was detected by the alert BSF jawans this morning,” Awtar said.The BSF patrolling party commander got suspicious and launched a thorough search and survey operation of the area which led to the detection of the tunnel and recovery of ‘war-like stores’. Among the items recovered from the location included a United States (US)-made compass, two magazines, 60 rounds of ammunition, a hand grenade, four pairs of shoes, polythene bags, sharp-edged weapons, four sleeping bags, batteries cells and number of eatables including chicken, chapattis and curry etc and other items, most of which were carrying the marking of Pakistan, Awtar said. These items were reported to have been used by the militants during digging of the tunnel. Terming the tunneling activity as a “nefarious act” of Pakistan, the IG BSF said timely action by the BSF foiled a major attack on the Indian soil.
