After investigating the October 2, Bardhaman blast case, the National Investigation Agency (NIA) has unearthed several calls to Tamil Nadu, Mumbai (Maharashtra) and Jammu and Kashmir, and the investigators have zeroed in on Wadala West, a slum in Mumbai from where numerous calls were made to and from Bardhaman, Birbhum, Murshidabad and other parts of the country, The Times of India reports on November 4. "The calls have been made from an area that is between Wadala and Kingscircle railway station and this area is mainly dominated by Bengalis from Bangladesh. There is a possibility that the people who have fled from West Bengal might have taken shelter in this particular area," NIA sources said. NIA officers are finding it difficult to penetrate the zone because of its geographical location and population density. It is a densely populated slum of more than 450,000 residents, 80 percent of whom are Bangladeshi migrants. "Some have managed to acquire Indian documents like Voters ID cards, driving licenses and ration cards but many more stay here hiding their identity. Police and district administration find it difficult to penetrate this zone," an NIA officer investigating case said.Apart from Mumbai, several calls were made to Jammu and Kashmir and Tamil Nadu. NIA officers feel that if the operatives have their presence in Mumbai and Jammu and Kashmir, then the magnitude of the crime is more diverse than expected. The entire spree of calls caught the NIA's notice after analysis of one of Shakil Ahmed's (killed in the blast) phones recovered from the blast site. It was found that more than 23 SIM cards and international calling cards were used in that single phone. Investigators unearthed the calls made to different states and abroad on analysing the phone's details through EMI number.

The Anti-Terrorist Squad (ATS), headed by Additional Superintendent of Police (SP) D Harish Kumar of Hyderabad Police, reached Umarkhed in Yavatmal District in Maharashtra on November 4, along with suspected Mudshir Shah, a resident of Shah Colony of the town and conducted a thorough search in his shop and house to ascertain if there is any evidence leading to his association with an Afghan-based terrorist outfit, reports The Times of India. However, Police has refused to disclose anything about their two-week long investigation. Yavatmal SP Sanjay Darade confirmed the search by the ATS team of Hyderabad Police but refused to divulge anything beyond it. "The ATS is investigating the matter and hence I don't want to speak on the details of their investigation," Darade told. He however, said that the local Police did not know anything about the infamous link of the accused with any terrorist group in country or abroad.

Fearing 'lone wolf' terrorist attacks on western targets in major metropolitan cities, central intelligence agencies have asked Police forces to take extra measures to secure embassies, consulates and nationals of such countries, especially the US, The Times of India reports on November 7. The target list includes Delhi, Mumbai (Maharashtra), Kolkata (West Bengal), Hyderabad, Bangalore (Karnataka) and Chennai (Tamil Nadu).Agencies fear that educated youths from different parts of the country, radicalized over the internet by terrorist group Islamic State of Iraq and Syria (IS), may carry out solo attacks on western targets, sources said. Police have been asked to specifically brief diplomats of US, Australia, Canada and European countries and beef up security in areas frequented by western nationals.Sources said agencies have picked up chatter on the internet asking youths to "pick Americans and Israelis on the streets and stab them". After the recent suicide attack across the border in Wagah, agencies are not taking the jihadi threats of similar attacks in India lightly and have stepped up vigil. The alert warns that there are now several cases of educated, young boys being radicalized over the internet in places like Telangana, Maharashtra, Karnataka and Rajasthan.

On November 6, a teenager, was arrested along with Fake Indian Currency Note (FICN) worth INR 9,000 in Virar of Palgarh District, reports The Times of India reports. The currency was allegedly given to him by a friend after being promised money. The teen told the Police that the currencies were handed over to him by his friend, who had come from West Bengal. The teen was asked to circulate the notes and was promised a good amount. FICNs are believed to have been procured from Bangladesh and brought to Malda District in West Bengal. It was later distributed across the country. Police have launched a search for the suspect, whose identity has not been disclosed.

Dawood Ibrahim and Chhota Rajan have become untraceable for Indian intelligence agencies, India TV reports on November 7. According to report, intelligence agencies have written to the Maharashtra Police to provide assistance as both of the dons have deep connections in Mumbai and its neighboring areas. Quoting a senior Police officer, the report says that last information that the agencies have on Dawood is that he had left Pakistan a month ago. “In the past we used to know when he undertook a Haj or left the country to visit Dubai but for the last one month we have no information about his whereabouts,” according to sources. Chhota Rajan, who is thought to have been ferrying between Bangkok (Thailand) and Singapore, is also untraceable. Now, the Mumbai Police is visiting Nagpada (Dawood’s ancestral home) and Chembur where Rajan was born in Mumbai to get some leads.

Maharashtra Chief Minister Devendra Fadnavis has asked the Mumbai Police what they would require to crack down on cyber criminals better, Hindustan Times reports on November 15. “We received a call from the Chief Minister. He has asked us to submit our requirements to enhance the capacity building programme we have undertaken to tackle cybercrime,” said Dhananjay Kulkarni, Deputy Commissioner of Police (detection) and Mumbai Police spokesperson. The Mumbai Police has recognised cybercrime as a crisis area. It said the department is being trained and their capacity is being expanded. “In the coming years, cybercrime and the application of technology to traditional crimes are expected to rise. More the capacity we create, the better equipped we will be to deal with it,” Sadanand Date, Joint Commissioner of Police (crime) stated. Date said training in investigation of cyber offences is being reorganised in each of Mumbai’s 13 zones, so that every Police Station can effectively deal with such crimes.

According to intelligence inputs, al Qaeda, which has announced plans to target India, is keen on recruiting youth trained in computers or aeronautics for its terror designs and is taking the help of banned terror outfit Students Islamic Movement of India (SIMI) for this, Oman Tribune reports on November 17. Sources said intelligence inputs shared by central agencies with the Police in some major cities including Delhi, Bangalore (Karnataka), Kolkata (West Bengal) and Mumbai (Maharashtra) talked of al Qaeda not only planning to recruit disgruntled youth but had a target to pick up those familiar with use of computers or having knowledge about aeroplanes. They said that al Qaeda is using Indian Mujahideen (IM) operatives in Pakistan to establish contacts with the sleeper cells of SIMI to recruit educated Muslim youth. “A recruit with some technical skill can prove to be more lethal than others. Al Qaeda wants to add manpower and gain capabilities,” an official said. Sources said that al Qaeda has plans to cause blasts and other disturbances in India.

On November 16, the Kurla Railway Police arrested a 38-year-old man, Faiyaz Khan for allegedly trying to smuggle a pistol and two loaded magazines wrapped in carbon paper in order to prevent it from being detected by the metal detectors at the Lokmanya Tilak Terminus (LTT), reports Indian Express. “A search of Khan’s rexin bag revealed a packet of chocolates. As it seemed to be heavier than usual, it was opened, and was found to contain the arsenal wrapped in a sheet of carbon paper, bound with cellotape. The carbon paper helps mask metal items from metal detectors. There was one pistol, loaded with a magazine containing eight rounds, as well as a second magazine loaded with eight rounds wrapped in the carbon paper,” said senior Police Inspector Vijay Dhopavkar, Kurla Railway Police. “On searching him further, we found five fixed deposit receipts worth INR 1,00,000 each, INR 24,000 in cash and several ATM cards. His phone contained photographs of Dawood Ibrahim Kaskar, Osama Bin Laden and Ajmal Amir Qasab, as well as some literature in Urdu. Khan, in his interrogation, has claimed that he was on his way to Basti District in Uttar Pradesh to kill someone, and the Police are verifying these claims.

A metropolitan magistrate court in Kurla in Mumbai Suburban District on November 20 acquitted eight persons who had been accused of having links with the banned outfit Students Islamic Movement of India (SIMI), reports The Times of India. Two of the acquitted persons, Ehtesham Siddiqui and Dr Tanveer Ansari are accused in the 2006 serial train blasts case (7/11 train blast case). The prosecution failed to prove the charges levelled against the accused in 2001. All the accused were arrested after the Central Government declared SIMI as a banned organisation. The charges of SIMI links had been made after the Police said they found "jihadi" literature from the residence of blasts accused Ehthessam Siddique. According to the Police chargesheet, SIMI was responsible for the 2006 Mumbai local train blast that killed 188 people and injured over 800.

Increasing circulation of Fake Indian Currency Note (FICN) in Pune, Maharashtra is a big cause of worry for citizens as well as Police, The Times of India reports on November 26. Between 2009 and 2013, around 173 cases of FICN circulation have been reported in Pune and Police have arrested 70 suspects. The annual crime report "Crime in Maharashstra-2013" published by the Maharashtra Criminal Investigation Department (CID) stated that Maharashtra state has registered maximum number cases in the country in connection with FICN and also arrested maximum suspects involved in circulating and manufacturing these fake notes. In 2013, the State Police seized FICN of INR 1.55 crore from the different parts of Maharashtra. The CID have also alerted the government Railway Police and Highway Police to remain alert as suspects use railways and highways to bring FICN to Pune and other parts of the state. The CID report said that in 2013, FICN were transported into the state mainly from West Bengal, Jharkhand, Bihar. They were also brought to other parts of the state from Nagpur, the report says. A Pune Crime Branch officer said that whenever police get information about fake currency notes, they arrest the suspects involved in circulating the notes. "But, we cannot reach the people involved in manufacturing the currency," the officer said.
