Nine serial explosions rocked the Mahabodhi Temple complex on July 7 (today), leaving at least five people injured in Bodh Gaya in Gaya District, reports Times of India. Union Home Secretary, Anil Goswami confirmed that the blasts were a terror attack. According to Gaya Police, the blasts took place in quick succession between 5.30 am and 6 am in the temple complex and near the Mahabodhi tree. While four blasts took place inside the Mahabodhi Temple complex, three occurred in Karmapa monastery, one each near the 80-feet Buddha statue and at the bus stand near bypass, Deputy Inspector General of Police (DIG) Magadh range, Nayyer Hussnain Khan said. Arvind Singh, a member of Mahabodhi Temple Management Commitee said two other bombs, one near the Buddha statute and one at bus stand have been defused.

Some instructions in Urdu were found along with the bombs recovered and defused in Bodh Gaya. One such instruction read Bara But (big statue) and the other 'bus'. Police believe that the first meant Great Buddha statue and the second the tourist bus. Another writing, again in Urdu, said that the operation was done as revenge for what had happened in Iraq. Further, examination of three unexploded bombs revealed that the planters used small LPG cylinders as containers to detonate explosives suspected to be a mix of ammonium nitrate and another high intensity material. "Small cylinders ranging from 2.5 to 5 kg have been used. The gas was taken out and the cylinders filled with explosives. The circuit was then completed using a detonator and a timer device," said an officer from the National Investigation Agency (NIA). Sources said this is the first time gas cylinders have been used as containers for explosives -- a departure from the signature style of Indian Mujahideen (IM), the outfit being suspected to have carried out the blasts. IM is known to use tiffin boxes, pressure cookers or boat-shaped aluminum containers to pack explosives with large amounts of shrapnel. This method of bomb making gives specific direction to the impact of the blasts and causes maximum casualties.

Union Home Minister Sushil Kumar Shinde said that two live bombs were detected and defused by security agencies in and around the Mahabodhi temple. "Four blasts took place inside the temple complex. Three blasts took place near the Karmapa monastery while one each happened near the Buddha statue and a tourist bus stand outside. Two live bombs were detected and defused at the site," he said. In addition, a third bomb was recovered from a village near Bodh Gaya hours after serial blasts, Police said. A cylinder bomb was recovered from near Royal Residence hotel at Baiju Bigaha village, about four kilometres away from the Mahabodhi temple. Meanwhile, Bihar Police chief Abhayanand said that the nine blasts at the Mahabodhi temple were not of "very high intensity" and therefore no damage was caused to the sanctum sanctorum. "The explosions were not of high intensity...somewhere between low and high intensity. No damage has been caused to the sanctum sanctorum of the temple," he added. Further, with reports suggesting that Bodh Gaya blasts may be linked to the ongoing communal strife in Myanmar, a Union Ministry of Home Affairs (MHA) advisory asked the states to beef up security at Buddhist shrines and Tibetan settlements, indicating that they could be targeted by radical outfits seeking to avenge attacks on Rohingya Muslims in Myanmar. It mentioned inputs about alleged plans of radical groups to target Buddhist places of worship and Tibetan settlements in India "in the light of clashes between Rohingya Muslims and Buddhists in Myanmar in the recent months". Besides chief secretaries of all the states, the advisory was specifically addressed to the Police Commissioners of Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bengaluru, Hyderabad and Pune. All these cities have been targets of terror strikes in the past. "All police stations (should be) alerted, with additional deployment at sensitive locations. All precautionary measures may be taken to prevent untoward incidents. Any development of interest be reported at once," it said The Hindu quoted an MHA official as saying, “There have been intelligence inputs that [some Islamist groups] were planning to target Buddhists and their religious sites with foreigners in mind … This follows the ongoing sectarian violence between Rohingya Muslims and Buddhists in Myanmar. After last year’s Pune blasts, some arrested Indian Mujahideen operatives had told the Delhi police that there were plans to target Buddhist shrines in Bodh Gaya to retaliate for atrocities being committed upon Muslims in Myanmar … This input was shared with the Bihar police. The nature of attack and explosives used in the attack [points] towards the Indian Mujahideen … It could be their handiwork. In recent months, the Centre and some States have also issued alerts over the circulation of videos and pictures on the Internet and through mobile phones of alleged atrocities committed on Rohingya Muslims to incite passions and tensions.” Also, red alert has been sounded across Bihar following the serial blasts at Mahabodhi Temple. Patna police had got an intelligence input about terrorists planning explosions at crowded and religious places in the state capital. Director General of Police Abhayanand said security alert has been sent to all the Superintendents of Police across the state. Further, a senior Police officer said, "According to intelligence reports, since 1990, the Bihar-Nepal border has become a soft entry point for terror suspects and they take shelter in small villages of north Bihar districts." "The exit route of terrorists is highly unpredictable. The Indo-Nepal porous border could be a safe exit route," Inspector General of Police (operations) Amit Kumar said. The state cabinet at its meeting also cleared an annual budget of INR 153.8 million for the ATS. Bihar will be the sixth state to have an ATS. Maharashtra was the first state to set up an ATS in 1990. Gujarat, Uttar Pradesh, Rajasthan and Kerala are other states having ATSs in their Police organizations.

The National Investigation Agency (NIA) released two local men, identified as Binod Mistri and Dashrath Yadav. In addition, Patna Police also released four persons who had booked two rooms in a hotel near the temple for merely two hours on the day of blast. Further, NIA has come across certain factories in Bihar that manufacture small cylinders that were used to make the 13 bombs planted in and around the Mahabodhi temple complex. The agency is now trying to trace from which factory the cylinders may have originated and which dealer may have sold it to the terrorists."There are some factories we have come across that make such cylinders. But further investigation is needed to reach the actual source," said an NIA officer adding that a similar search for the clocks used in the blast was also on. Interestingly, NIA investigators have learnt that Communist Party of India-Maoist (CPI-Maoist) has used cylinder bombs identical to those used in Bodh Gaya blasts in parts of Jharkhand. "Maoists often use such bombs, state Police has told us. However, this does not mean that it's a Naxal job. Anyone can copy anyone's bomb. Just as Bodh Gaya bombs having similarity of circuit with 2008 Ahmedabad blasts does not mean that Indian Mujahideen executed the attack," a senior NIA officer said.

The National Investigation Agency (NIA) has issued 12 sketches and photographs of persons suspected to have been involved in the July 7 Bodh Gaya serial bomb blasts, The Times of India reports on July 11. Two of them belong to Gaya and Samastipur Districts of Bihar. NIA website features the photographs of Amir Reza Khan alias Parvez alias Rizwan alias Muttaki of Gaya District and Mohammed Tehseen Akhtar alias Monu of Samastipur District as most wanted. Moreover, investigations into the blasts are now focused on the three live bombs that remained unexploded and were recovered by agencies. "This is the only lead we have as of now as nothing has come off interrogations of several people who were seen in CCTV footage or had stayed in hotels nearby," an NIA officer said. Further, NIA has announced a reward of INR one million for definite clues about the perpetrators of blasts. In another related move, the NIA on July 10 lodged a complaint case at the court of Chief Judicial Magistrate (CJM) in Patna and the three FIRs lodged at Bodh Gaya in this connection have been transferred to NIA. Meanwhile, two tweets purportedly from Indian Mujahideen (IM) that claimed the terror outfit carried out the serial blasts at Bodh Gaya and warned about a plot to attack Mumbai (Maharashtra) by July 13, 2013 have been traced to Pakistan. The Twitter handle @IndianMujahidin sent out the warning to Mumbai on July 6. It followed that up by claiming responsibility for the explosions at the Buddhist site in Bihar in a tweet on July 7, almost 12 hours after the explosive devices placed inside the temple complex had gone off. "Our probe has established that the tweets originated in Pakistan. We cannot pinpoint the exact city or location at this point of time since we have not got a detailed report from the microblogging firm," a senior source in Maharashtra ATS said.

"Going by the modus operandi, nature of explosives and eyewitness statements, the involvement of Naxalites, Hindu terror outfits or even disgruntled elements within the temple management can be safely ruled out. It is now almost certain that the IM or a local outfit owing allegiance to it carried out the multiple blasts," said an officer associated with the probe. In addition, NIA has found some important clues in the blasts, Union Minister of Home Affairs Sushilkumar Shinde said on July 17. "I can say that investigation is being done seriously, and probing agency (NIA) has found some important clues in the right and positive direction," Shinde commented. Meanwhile, reports indicate that poor quality of gas cylinders used in the bombs planted at Bodh Gaya, perhaps, saved the site from too much damage. Investigations by NIA revealed that one of the reasons why the 10 bombs that exploded in Bodh Gaya could not cause much damage was because the cylinders in which explosives were stuffed were procured from local factories in Bihar and were of very poor quality. "In some bombs the entire base of the cylinder has come out intact dampening the impact of the blasts," said an NIA officer. Another reason being cited for the bombs going off with a whimper is poor insertion of detonators in the shrapnel-explosive mix. "Holes were drilled into the cylinders and then explosives and shrapnel put into it. A detonator was then inserted to complete the circuit with batteries and clocks. It seems the detonators were surrounded more by shrapnel than explosives leading to reduced charge and poor explosion," said the officer.

The sketches were prepared with the help of CCTV footage and eyewitnesses who saw the man leaving the temple premises in the morning. "But it is a fact that the intelligence prior to the blasts had warned of attacks by radical outfits seeking to avenge attacks on Rohingyas of Myanmar," said an MHA official. However, as for the cylinders used in the bombs, the NIA is convinced that they were sourced either from Gaya or a nearby town, possibly one or two at a time so as not leave a trail.
