In a joint meeting held November 1 at CKS hall Tuensang to discuss the alleged “abduction” October 29, the house condemned the incident which “destroyed” the peaceful atmosphere of Tuensang.

The Times of India reports that Nagaland chief minister Neiphiu Rio has stressed the need to understand the genesis and actual position that Nagas are facing today. Addressing a consultative meeting on Article 371 (A) at Kohima on November 6, Rio said the 16-point agreement was the outcome of Naga People's Convention (NPC), but when the agreement is with the Central Government, such a consultative meet has become necessary. Stating that the Centre was trying to put pressure to take away the rights of the Nagas, Rio appealed to the people of Nagaland to remain united.

In a press statement, Dimapur Police identified the five accused as Roland Poumai alias Romeo; Salunu Poumai, Paruatomba; Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘assistant officer’ Bavie Poumai, Paruatomba, Dahar Poumai (25) and Mariam alias Sentisenla Poumai (30). The police rescued one abducted person who was kept in captivity for one week by the accused. One 9mm pistol (country made); five 9mm live rounds; five mobile handsets; three iron chains; two locks; one car and camouflage dress (two shirts and one long pant) were seized from the possession of the abductors, said the Police.

Nagaland Post reports on November 13 that dead body of one Ngampai Konyak, reportedly a cadre of Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-KK) was found killed at Tizit village in Mon District. The body, which bore no bullet marks, was suspected to have been beaten to death. The actual cause of his death was yet to be ascertained. Meanwhile, Konyak Union (KU) Mon Head quarter, has vehemently condemned and expressed disapproval of the recent incidents of factional fight in Tizit area. In a press release, KU president, S. Manlip Konyak and general secretary Y. Hosea Konyak said that it was learnt one NSCN-Khaplang (NSCN-K) cadre identified as Yanlem was shot and injured by NSCN-KK on November 8 and on November 12, one NSCN-KK cadre identified as Ngampai was killed by NSCN-K. The union expressed “deep anguish and disapproval” of the incidents and strongly denounced any form of violence and killing among Naga brothers.

The Assam Rifles said, based on specific input, operations were undertaken in various localities of Dimapur city namely, Burma Camp, Eros Lane, Dhansiri, Darogajan and Chumukedima. During these operations, an arms dealer identified as Sanjay Kumar who was in possession of eight pistols was arrested. Based on his information, some others involved in this racket were also arrested, including one NSCN-IM cadre named John Longthasa who had come to Dhansiri to sell one Berretta pistol and two magazines to Mr Sanjay Sharma, Mrs Mary in possession of one AK series rifle, one suspected lady cadre of NSCN-IM, Mrs Awon Angkang who was working with Mr Sanjay Sharma and Mr Rajesh Gupta, a relative of Mr Sanjay Sharma. Nagaland Post reports that Dimapur District Police rescued an abducted businessman after a brief exchange of fire at a teak plantation in Tulazouma and also arrested one of the kidnappers, identified as one Akashe Shohe (26), on November 15. One magazine along with eight live rounds of M-20 pistol and two empty cases of 9 mm pistol were recovered from the scene. The arrestee revealed that he was Nationalist Socialist Council of Nagaland-Unification (NSCN-U) cadre and that on November 15, he along with three others - Akato, ‘Leacy’ of NSCN-U, Johnson, ‘lieutenant’ of NSCN-U and one Viloto carried out the abduction of the businessman. Dimapur Police, in a press release, said a complaint was lodged with Police by victim’s brother that some militants had abducted his brother. Thereafter, Police said victim’s brother reportedly started receiving ransom call from the kidnappers directing him to hand over INR 50,000 - which was negotiated down from INR 1,50,000 - for his brother’s safe release.

Amahator village is located 15 km away from Kiphire (District) town. According to the village council chairman, Thsisepi Sangtam, a group of NSCN-KK arrived at Amahator village in the afternoon but, on the arrival of Assam Rifles, the group left the village. Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

Nagaland Chief Secretary R.S. Pandey, the Union government’s interlocutor, met with the top leadership of the NSCN-IM, represented by its chairman Isak Chishi Swu and general secretary Thuingaleng Muivah, the latest in a series of closed-door negotiations that have continued for more than fifteen years. Neither side made statements after the talks, which are expected to continue for several days. The talks, have been shrouded in secrecy, but a senior Government official told The Hindu, centred around a deal which would give Naga communities in both Nagaland and Manipur similar substantial rights across State lines — but without territorial concessions from Manipur on Naga-inhabited areas in the Districts of Tamenlong, Senapati, Ukhrul and Chandel. “In essence,” the official said, “the best-case outcome would be a deal which created a institutional mechanism to give Naga communities across the region full recognition and rights, but without redrawing state boundaries.” “There is no immediate prospect of a breakthrough, but the Government is optimistic,” he added.

Nagaland Post reports that Nationalist Socialist Council of Nagaland-Khole-Kitovi (NSCN-KK) celebrated its 6th unification anniversary and the 60 years service of its ‘president’ Khole Konyak, on November 22, at the Khehoi designated camp in Dimapur District, attended by hundreds from civil societies, public, well wishers and ‘Naga Army’. Khole Konyak said he joined the movement at a young age and continued to serve even till today. Khole reiterated that though were many “big Naga leaders” today, yet none initiated the feeling of “oneness” among Nagaland and reiterated that unless Nagas unite nothing could be achieved. He lamented that Nagas today were shedding blood of “our own brothers” and hoped the spirit of nationalism would not leave Nagas. NSCN-KK’s ‘Ato Kilonser’ (prime minister), Kitovi Zhomimi said that time has come for the Nagas to be practical and to decide what they want. On formation of Nagaland Tribes Council (NTC), the ato kilonser said he do not see why Nagas of Nagaland should not have their platform if Nagas of Manipur could have United Naga Council (UNC) in Manipur. He said people from Manipur, Assam and Arunachal must not “decide the future of the Nagas of Nagaland”, and no objection should be raised when Nagas of Nagaland formed a platform to address their problems. On formation of Action Committee Against Unabated Taxation (ACAUT), Kitovi said that it was “shameful” on the part of the ‘Naga national workers’ when ACAUT came out with their resolution to pay ‘tax’ to one Government. The Thsotokur Village Council, under Tuensang District, issued a press statement on November 28, denouncing the alleged act of the NSCN-K saying, an attempt was made on Rhakila’s life by some NSCN-K cadres at Helipong Junction on November 22. Ms. Rhakila Lakiumong, wife of former Minister late A. Lakiumong and two-time candidate for the Nagaland Assembly elections, is also a former political candidate of the ruling Naga Peoples’ Front (NPF) and Bharatiya Janata Party (BJP).

Dimapur Police also disclosed that the breakthrough came after Chekiye village youths handed over three Naga national Council-Non Accordist (NNC-NA) accused along with another civilian Kihoto (28) for abducting two scrap dealers identified as Muhammad Meraf Ali and Kamal Hussain and manhandling one Henizhe Awomi at Chekiye village, along National Highway 29. After investigation, Police took into custody the three NNC-NA members, identified as ‘major’ Lhojeto (40); Shikaito (32) and Chingkiu (43), who confessed to the murder of Kishore. After interrogating the three, Police rushed to the residence of Lhojeto at Thilixu and rescued the two scrap dealers. Police believe more people were involved in the crime while Kihoto (the vehicle owner) has denied any involvement.
