The Governor of Assam and Nagaland PB Acharya expressed his grave concern over the recent increase in atrocities on religious minorities in Bangladesh, reports The Sentinel on May 2. He said that the killing of minorities, especially of Hindu origin, in Bangladesh, should be stopped. The Governor stressed that the friendly relationship between the two neighbouring nations be strengthened and that no untoward incident should be allowed to take place to hinder this relationship. The Governor also urged that strong action, as per law, should be taken against the perpetrators of violence and crime on minority religious people. Several people including, foreign nationals, bloggers, human rights activists and university teachers were hacked to death in the last one year in Bangladesh. In most of the cases, al Qaeda or the Islamic State (IS) have claimed responsibility.

One 7.65mm pistol with 5 Rounds, one Assam Rifles Pattern uniform, 9 bottles cough syrup and a sum of Rs. 4070 were also recovered from them.

Naga National Council Federal Government of Nagaland (NNCFGN) Chakhesang Region cautioned all the head of departments, contractors and business establishments based in Phek District not to advance any financial contributiondonation to any individual without first ascertaining its authenticity, reports Nagaland Post on May 4. In this regard, NNCFGN Chakesang Region MIP directed everyone concerned to contact at 9436811773 for any doubtinquiry. Further, MIP also informed that it would continue to enforce restriction of entry or indulgence in trade of proscribed drugs, alcohol or any abusive substance within its jurisdiction and warned that defaulters would be doing so at their own risk.

Reacting to the statement made by Union Ministry of Home Affairs (UMHA) official stating that the Government of India (GoI) had no plans to re-enter into a cease-fire agreement with the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Ministry of Information & Publicity (MIP) NSCN-K in an emailed statement reminded that NSCN-K/GPRN (Government of the People’s Republic of Nagaland (GPRN)) “unilaterally withdrew from the Indo-Naga ceasefire and is fully prepared to face any eventuality,” reports Nagaland Post on May 4. MIP further noted that “any future political steps will solely be determined by NSCN-K/GPRN taking into account the interest of the Naga people and the unresolved Sovereignty issue”.

According to MIP GPRN/ NSCN-KK, speaking on behalf of the new members, ‘kilonser’ Hamshu stated they had no problems with their former leaders or the organisations, as every Naga political group had the same aspirations. However, having observed the positive changes taking place among the Nagas, the members took a firm decision to unconditionally join the GPRN/NSCN-KK, he added.

According to a press release from the Ministry of Information & Publicity (MIP) NSCNR, the 10 include six from the NSCNKK and two each from the IsakMuivah faction of NSCN (NSCNIM) and Khaplang faction of NSCN (NSCNK). Assam Rifles (AR) arrested one armed cadre of Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK), identified as Captain Neisalie Angami in Piphema in Dimapur District, reports Morung Express on May 10. One .32 Pistol, .32 ammunition and incriminating documents were also recovered from him. On spot questioning, the arrested cadre revealed that he was tasked to collect Army Ration Tax/ Yearly Tax from Piphema, the AR release informed. Though Bangladesh is no longer a preferred route for the militants and criminals to bring in weapons to the Northeast, the porous international border with Myanmar is still a major worry as sophisticated weapons are still being brought into the region through that route and security agencies suspect that Dimapur in Nagaland is the hub of clandestine arms dealers, reports The Assam Tribune on May 15. Highly placed security sources said that at one point of time, the militants used to bring in weapons to the Northeast through Bangladesh, but that has almost stopped in recent times as the security along the international border has been intensified, while the present Government in that country has also launched a crackdown against those involved in such arms smuggling.But the porous border with Myanmar remains a cause of concern as militant groups as well as criminals are still bringing in weapons to the region through that country. The arms smugglers mostly use the NagalandMyanmar and ManipurMyanmar borders to smuggle in weapons. Dimapur is still suspected to be the main hub of arms smugglers in the region from where the smuggled weapons are sent to the other states of the region. According to information available with the security agencies, one AK series rifle costs around three lakh rupees in the clandestine market, while a pistol costs around one lakh to 1.50 lakh rupees depending on the quality. One grenade costs around 30 thousand rupees.

The arrested persons have been identified as Nukshi Chang, ‘Captain’ of NSCN-R, Y. Nayang ‘Sgt. Major’ of NSCN-R, B Ngaku Chang, ‘2nd Lieutenant’ of NSCN-R, and Nasuyangbou Chang, RAO (Chang Region Chairman) of GPRN/NSCN. Apart from the cash, it was reported that the above mentioned cadres of NSCN-R had fled along with the following arms, ammunitions, and explosive from “Lakpong Designated Camp” Yali of NSCN-R on May 30. The ‘General’ (Retired) Kholi Konyak, who was recently appointed as the ‘vice-chairman’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), on May 30 clarified his stand that he joined NSCN-IM under the leadership of ‘chairman’, Issac Swu and ‘general secretary’, Th. Muivah to unite with “our” own Naga brothers and to achieve “our” common goal “if not at least die trying for the cause”, reports Nagaland Post. The recent development of joining hands with NSCN-IM was that I did not “surrender to my enemies” but to unite with my own Naga brothers, Kholi said. He also sought for forgiveness in case he had hurt the sentiments of the Naga brethren during his sixty long years of political career. Kholi further said that he has no grudges against any individual or parties but felt that “one should give one’s position or wealth for the cause” so that unity could be achieved.
