According to a news report, All Bodo Students’ Union (ABSU) advisor U G Brahma said, in Guwahati, on March 4, allayed the apprehension of non-Bodo groups that the Bodoland Territorial Council (BTC) would not safeguard their interests was unfounded. Noting that the Bhupinder Singh Committee report on the Bodoland issue was outdated, he urged the Assam government to swiftly implement provisions relating to the BTC under the modified Sixth Schedule. However, other news reports indicated that Sanmilita Janagosthi Sangram Parishad (SJSP), a co-ordinating body of 18 non-Bodo organisations, threatened in Guwahati, on March 3, to hold a state-wide stir from March 5 against the proposed BTC. SJSP is opposed to the latter and supports negotiations within the framework suggested by the former.

Speaking in Guwahati on March 6, US Ambassador in India Robert Blackwill said terrorism and infiltration from across India’s borders must stop and said the US was striving to stamp out the problem in all its manifestations. He said, "The United States is concerned with all forms of terrorism and is striving to end it across the globe". Asked about US agenda in India’s Northeast, the Ambassador said the US would like economic development through private enterprise if the constraints were removed. He said, " Foreign direct investors have the whole world to invest but capital does not feel safe where there is political violence. If insurgency in the Northeast is solved, it can boost the economy here". When asked why none of the Northeast terrorist outfits figured in the US list, he said, " We were preoccupied with the Centre (Union government) and particularly those in Jammu and Kashmir". He added that he had discussions with the Chief Ministers of the region and also with police and military about insurgency in the Northeast.

A news report on March 7 said the Co-ordination Committee of Bodoland Movement (CCBM) would launch a counter agitation to oppose the stir called by the Sanmilita Janagosthiya Sangram Samity (SJSS) from today, March 9, in their protest against the Assam government’s decision to form the Bodoland Territorial Council (BTC). The SJSS had reportedly threatened to block rail and road transport in Assam over the State government’s alleged indifference to the cause of non-Bodos in the BTC. Reports also said CCBM convenor and All Bodo Students Union (ABSU) president Rabiram Narzary, while speaking in Guwahati on March 7, accused that SJSS of being led by ‘outsiders‘. He also alleged that SJSS leaders Mukut Singha Chutia and Phani Medhi were derailing the peace process in Assam. Narzary further held that the BTC had the full support of all the inhabitants in the area, Bodos as well as non-Bodos.

All Assam Students Union (AASU) president Prabin Boro and advisor Samujjal Bhattacharya, in Guwahati, on March 7, said they would launch a State–wide agitation from today, March 8, in reiteration of their demands, which include implementation of the Assam Accord in toto, hundred per cent reservation for the ‘indigenous citizens of Assam’ in all the elected institutions, introduction of dual citizenship, inner-line permit system in the State and special status to the State comparable to Jammu and Kashmir, media reports said. Explaining the ‘indigenous citizen’ term, they said only those people belonging to Assam and speaking Assamese or any tribal dialect of Assam, or in the case of Cachar the language of the region, should be treated as indigenous people. The leaders also reminded Legislators in the State of their obligation to update and preserve the 1951 National Register of Citizens (NRC) as per the Assam Accord, which has not been done so far, the report added.

All Bodo Students’ Union (ABSU) president Rabi Ram Narzary demanded cancellation of the all-party meeting called by Assam Chief Minister Tarun Gogoi on March 20, today, to discuss issues regarding the proposed Bodoland Territorial Council (BTC), said media reports on March 19. While speaking in Guwahati, Narzary said the BTC had already been approved at a previous such meeting and they have no significance till the BTC is formed with a ‘proper’ boundary. He also said tripartite talks among the Union government, the Bodo Liberation Tigers(BLT) and the ABSU planned for March 23 and 24 in New Delhi would also be meaningless without the latter. He warned the authorities that, in the absence of the BTC, Bodo areas in Assam would again become ‘volatile’.

According to an Assam government official spokesman, the all-party meeting on March 20 in Guwahati has accepted the government’s decision to create the Bodoland Territorial Council (BTC), said media reports. At the meeting in which representatives from Congress, Asom Gana Parishad (AGP) and Bhartiya Janata Party (BJP), among others, were present, a resolution to provide adequate ‘constitutional safeguards’ for non-Bodo people living in the area was also adopted. The resolution talks of protecting ‘economic, cultural, educational, language and land rights’ of non-Bodos living in the area, also said the report. At the meeting, Assam Chief Minister Tarun Gogoi also emphasised the need for an amendment to the Sixth Schedule of the Indian Constitution, the reports added.

Continuing with their opposition to the State government’s decision to create Bodoland Territorial Council (BTC) under the Sixth Schedule of the Indian Constitution, consisting of the Bodo dominated areas in the parts of lower Assam, representatives of non-Bodo inhabitants in the area staged a protest in Dispur, on March 26, under the leadership of Sanmilita Janagosthiya Sangram Samiti (SJSS), a coordinating body of 18 such groups, said media reports. 50 of the protestors are also reported to be injured when the police resorted to lathicharge. Police said the mob had gone out of control. The SJSS convenor, Phani Medhi alleged that many non-Bodos from lower Assam were not allowed to join the protest by the district administration and the Bodo Liberation Tigers (BLT), reports also said.
