Security force personnel killed ten civilians, including a woman, at Malom near the Tulihal airport, on November 2, in indiscriminate firing. The incident took place on the Tiddim Road where a suspected underground outfit exploded an improvised explosive device (IED) on a convoy of Assam Rifles personnel. Soon after the explosion, security force personnel fired several rounds indiscriminately in and around the explosion-site killing eight civilians who were standing near the bus stand. Besides, two more standing on a bridge nearby were also killed. Later reports stated that an indefinite curfew has been clamped on some areas in Imphal and Greater Imphal suspecting violence.

Militant outfits such as the Kamatapur Liberation Organisation (KLO) along with the United Liberation Front of Asom (ULFA) have become quite active in the area. In addition, Islamic militant outfits backed by the Inter Services Intelligence (ISI) of Pakistan have also started to strengthen their bases in the area. Though the first activity related to militancy was started by terrorists of the National Democratic Front of Bodoland (NDFB) who robbed a bank in the Hashimara area of Jalpaiguri district in 1995, the area was relatively peaceful for the next three years. However, the last two years (1998 and 1999) have witnessed a spate of violence in the form of a blast in a train in the New Jalpaiguri station, in which at least ten persons were killed and more than 20 others were injured. Incidents like looting, abduction of local businessmen, killing of security force personnel and prominent politicians has become recurrent. Of late, the KLO and the ULFA have started an extortion drive targeting the local tea gardens. It is believed that it is only a matter of time before other businessmen are also targeted.

In the first incident, a group of an estimated 10 terrorists, armed with AK 47 rifles, attacked the house of a businessman and killed nine of his family members and guests. Three others were injured in the shoot out. The same terrorists killed another businessman in Kamal Sapori before fleeing under the cover of darkness. A massive search operation has been launched to nab the terrorists. This is the fourth major attack on the non-Assamese community in the state by different terrorist outfits. 15 persons of the Bihari community were killed by ULFA terrorists on October 21 in upper Assam’s Tinsukia and Dibrugarh districts. On October 27, nine persons were killed in Nalbari by ULFA terrorists. On November 8, terrorists of National Democratic Front of Bodoland (NDFB) had killed eight persons in the Sukrungbari village in Barpeta district.Ironically, this incident has taken place at a time when a five-member parliamentary team of the Bharatiya Janata Party (BJP) was touring the state to monitor the situation.

The Chakma youths were executed as they refused to pay heed to the village court’s decision to oppose militancy in the village. According to reports, six Bengalis including three women and two children, and a tribal were killed and many others injured as an estimated 40 masked-terrorists, attired in ‘olive-green dress’, first cordoned off the village and then opened indiscriminate fire from automatic weapons. In a retaliatory attack, within hours of the carnage, hundreds of Bengali villagers attacked the adjacent tribal hamlets and set afire around 40 houses. While two women were hacked to death, a couple and their two children were charred in one of the houses. Curfew has been clamped on the Dasda and Santala areas to bring the communal flare-up under control. The police did not rule out the involvement of the terrorists of the Bru National Liberation Front (BNLF) in the killing.

The spokesman also pointed that India was attempting to impose a military solution to the Kashmir issue. The Foreign Office has alleged that India had tried to exploit an offer of cease-fire by the Hizb-ul-Mujahideen, announced in July 2000, to divide the terrorists. The spokesperson also said that India was trying to exclude Pakistan from any negotiations for a solution of the Kashmir issue. Asked to comment on the Indian response, the spokesman said "it was predictable as New Delhi has so far consistently rejected all efforts for a negotiated, just and durable solution of the Kashmir dispute". Commenting on whether Pakistan would show any flexibility in its stand on the issue, the spokesman said the parameters for a just solution of the Kashmir dispute were clear and categorical.

In a meeting with the Union Home Minister, he claimed that the strength of United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) have declined as over 80 per cent of their cadres have surrendered. According to him, the recent spate of killings was an attempt to put pressure on the government. Police have stepped up precautionary measures after two massacres involving the non-Assamese business community by unidentified terrorists. Police is apprehending sabotage in certain places in Assam as November 27 is approaching. On November 27, 1990, President’s Rule was imposed in the State in view of the escalating insurgent activities. The security forces claimed to have foiled a plan of extortion by tribal terrorist outfits such as Karbi People’s Front (KPF) and Karbi National Volunteers (KNV) of Karbi Anglong area. These outfits, who are believed to be working in connivance with the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM), were trying to extort money from officials and contractors of a local refinery. It is alleged that the NSCN-IM, which had entered into a cease-fire agreement with the Government of India, has been using these outfits to extort money on its behalf.

The chief of the JI, Qazi Hussain, on November 21 asked Pakistan-based terrorist outfits "to see through this deception of the Indian rulers". The All Party Hurriyat Conference, on November 21, guardedly welcomed the Prime Minister's unilateral cease-fire announcement and expressed willingness "to participate in any meaningful, result-oriented political process that would lead to the lasting solution of the Kashmir issue". Differing from the negative reactions of various Pakistan-based terrorist outfits towards this offer, the Hurriyat termed it as "an indicator of a positive change" in the Vajpayee Government’s policy towards Kashmir. This reaction was formulated after the Hurriyat’s Executive Committee, the highest decision-making body, met in Srinagar, on November 21, to discuss the cease-fire announcement. In another reaction, a socio-religious organisation in Jammu and Kashmir State, the Jamaat-e-Islami, said the cease-fire should not be for a particular period but "for ever as Kashmiri society not only aspires for peace and security but wants peaceful settlement of the Kashmir issue." The Jamaat, which met under chairmanship of its Amir, G M Bhat, to discuss the cease-fire announcement asked the Union government to adopt a "realistic approach" and "show its desire for tripartite talks without wasting further time" to resolve the Kashmir issue through dialogue. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations.
