15 Police personnel, including a Sub-Inspector, were killed by the Communist Party of India-Maoist (CPI-Maoist) cadres when a patrolling party visited the forest area of Morke village in the Gadchichiroli District on February 1, Pioneer reported. The report adds that "seven to eight" Maoists were also subsequently killed during the encounter with the Police that followed the ambush. However, the Police have not recovered the bodies of slain Maoists. The Additional Director General of Police (Anti-Naxal Operations) Pankaj Gupta said, "The encounter began at IST 10.50 am. It lasted for more than one and half hours. Fifteen of our people, including a sub-inspector, were killed in the encounter. I cannot say for sure as to how many Maoists were killed in the encounter. But, my guess is that seven to eight Maoists were killed in the encounter. We have not been able to lay hands on the bodies of the Maoists. Normally in this kind of situation, what Maoists do is that they drag away the bodies once their men are killed in the encounters."

According to Shillong Times, 20 militants of the All Adivasi National Liberation Army (AANLA), under the leadership of ‘chief commander’, ‘Lieutenant’ Biren Gaur alias Sanjay Lakra, surrendered before the 181 Brigade of the Army at Bokajan in the Karbi Anglong District on February 1. The surrendered militants laid down five improvised explosive devices (IEDs), nine 9-mm pistols, 16 detonators, four grenades, 53 rounds of 9-mm pistol ammunition and other explosives. Among those who surrendered were Udalguri District ‘commander’, Bharat Rajuar, and his Sibsagar District counterpart, Francis Tirkey.

Telegraph adds that Union Home Minister clarified that States should formulate a surrender policy for Maoists, who would, however, be rehabilitated by the Centre once they want to join social mainstream. “A national policy is not the need of the hour. A policy evolved by the State, keeping the requirements of its own geographical area in mind, often proves more effective as it is in the case of Andhra Pradesh,” he said. Chidambaram also said that 145 Police Stations in the State were Naxalite (left-wing extremism) affected and over 25 blocks did not have Police Stations. Further, PTI adds that Chidambaram said he would talk to the West Bengal Government for an inter-State joint operation to curb ultra-Left extremism. "West Bengal does not agree with the hot pursuit policy. So it conducts its operation in its territory and Jharkhand conducts operations in its own area, which cannot be called a joint operation. But I have taken up the matter and will speak to the West Bengal government," Chidambaram said at a press conference at Governor’s House.

Three militants of the Lashkar-e-Toiba (LeT) were killed in a 10-hour long encounter with the Security Forces (SFs) in the forest area of Handwara in Kupwara District on February 1, Daily Excelsior reported. A joint team of the Special Operations Group of Police and troops of Rashtriya Rifles launched search operations in the forest area of Wadar Bala in the early hours following specific information about presence of militants in the area. In the ensuing encounter three unidentified militants were killed. Two AK-56, one AK-47, one pistol, nine magazines and large quantity of ammunition besides ration and logistic materials were recovered from the hideout, which is perched in a snowbound area at a height of 2700 meters above sea level, said a Defence spokesman.

Two women cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Nagella Chandra Kala alias Swarnakka and Nallakasula Alivelumanga alias Sudha, were arrested by the Police from Tenali in the Guntur District on February 1, The Hindu reported. While Swarnakka is the commander of Maoist action team in Mahabubnagar, Sudha is the Bhopal-based central technical committee commander. Police suspect that the duo was trying to harbour some Maoists and spread activities of the outfit in coastal region of the State with Tenali as base. Police recovered some ‘soap bombs’ and electrical detonators from the two arrested cadres. After the arrest of the two commanders, the Police now are looking into the possible ploy of Maoists to spread their wings in the coastal region of the State.

District Superintendent of Police (SP) Manoj Verma said the encounter is continuing and eight more joint force companies (800 personnel) have been sent to the area to flush out the Maoists. The encounter occurred when the troops reached Madhupur in the morning and was fired on by the Maoists from near the banks of a nearby canal. There was no casualty among the Security Force personnel who have recovered the bodies of the two Maoists identified as squad leaders, Verma said. According to the report, the Maoists in the night of February 1 had made a failed attempt to abduct one Sanjay Mahto, a contractor involved in constructing a panchayat (village-level self-government institution) building from the village. Mahto however, managed to escape and informed the villagers, a Police official said. Later, hundreds of villagers surrounded the Maoists to prevent them from escaping. However, the Maoists in their bid to escape opened fire on the villagers injuring two of them. Angry villagers then lynched three Maoists to death and later informed the police about the incident.

They were identified as Mema and her son Vinod, residents of Imphal in Manipur, and Narayan Singh of Bangladesh’s Sunamganj District. Some documents were recovered from their possession. They revealed that Mema’s husband, Y. Babu Thambi, was imparting training to cadres at the PLA training camp in the Chittagong Hill Tracts of Bangladesh. The mother and son had left Manipur in the night of February 2 for Shillong and then went near the international border where Narayan Singh was waiting for them to guide them across the border to the PLA camp. The report adds that the BSF arrested 16 Bangladeshi nationals, one cadre each of the Muslim United Liberation Tigers of Assam (MULTA) and National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), 22 Indian nationals attempting to cross the border, besides seizing contraband items worth INR 44 million, fake Indian currency with face value of INR 70,450.

A vehicle, carrying three Indians, was badly damaged when an improvised explosive device went off around 7.45 a.m. when the convoy was on its way to a construction site in Khost, sources told PTI. The attackers also fired at the convoy of the workers of Indian company which is constructing a road between Khost and Gardez. Security Force personnel accompanying the convoy retaliated, forcing the attackers to flee, sources said, adding no one was injured in the attack. Earlier, a media report from Afghanistan had said that four Indian construction workers were injured in the incident. The Indian company is working under a sub-contract of an American firm.

Two Japanese radio sets, a hand grenade, live rounds, four detonators, stick of explosive, battery chargers, antennas, cable besides several incriminating documents were recovered by the AR personnel from the camp. Meanwhile, the NSCN-IM said that in Bade village camp, there were around 20 armed cadres, who had to vacate the camp before the arrival of the AR personnel to avert an armed confrontation. While the AR said all such unauthorized camps would be dismantled in the State and that cadres would not be allowed to violate the cease-fire ground rules, the NSCN-IM insisted for "notified camps" in place of designated camps.

At a review meeting on February 5 of the Director General of Police (DGP) of four left-wing extremist affected States - Chhattisgarh, Orissa, Andhra Pradesh and Maharashtra - which was chaired by the Special Secretary (Internal Security) Raman Srivastava, the Union Government asked these States to work out their estimates of the Central forces reinforcements needed to undertake the planned and time co-ordinated assault on the extremists, Economic Times reported. The other affected States of Jharkhand, Bihar, Uttar Pradesh and West Bengal will also give their inputs in this regard, added the report. A questionnaire has been circulated to all States seeking information on various counts like the strength of their respective Police force, need for additional weapons, extent of Central forces engaged in anti-Maoist operations, geographical details of Maoist-infested pockets and other requirements of men and material for fighting the extremists. The States would, in the coming days, map the Maoist pocket boroughs and, based upon it, indicate the number of additional Central forces they would require to simultaneously launch operations. At the review meeting, Srivastava offered all help to the four States in fighting the Naxalites, including more Border Security Force deployment as well as helicopters. Among the States, Maharashtra and Orissa reportedly asked for more forces for fighting the Maoists.

Officials said the Union Ministry of Finance and the Planning Commission had indicated to the Road Transport and Highways Ministry that around INR 5 billion would be made available in the vote-on-account to construct roads in the seven extremist-affected States — Andhra Pradesh, Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh and Maharashtra. "We do not underestimate the enormity of the problem (Naxalism). But State should not encourage the common man by arming them to fight Naxalites (left-wing extremists)," a Bench comprising Chief Justice K. G. Balakrishnan and Justice P. Sathasivam observed. The Bench said, "...arming common men will create a dangerous situation... unless legal powers are vested, you can't arm people. Common men are under dilemma whether to support the Government or Naxalites." The Bench was of the view that instead of arming common men, the State Governments should properly utilise the funds granted to them under schemes sponsored by the Centre for the economic upliftment of the villagers and tribals.

They were identified as Abdul Sattar alias Sainuddin, his son Sarfuddin, Abdul Jabber, Mujeeb Mohiddin, Faizal Abdul Rehman, Abdul Jaleel Moosa, Manaf Mohammad alias Rahees, Badruddin Noor Ahmed and Sakariya. Most of the arrested had been named in the charge-sheet filed by the Special Investigation Team (SIT) of the Kerala Police before the Additional Chief Judicial Magistrate Court at Thalassery. Four others from Kerala — Abdul Raheem, son-in-law of Abdul Sattar, Mohammad Fayas Hamsa, Fayis Abdul Rahaman and Mohammad Yasin alias Rimon — who were also involved in the case — were killed in an encounter with the Indian Army in Jammu and Kashmir when they were attempting to cross over to Pakistan between October 4 and October 7 in 2008. Investigations revealed that the terrorists had formed a unit, the Shahbuddin Ghori Brigade, of the IM to orchestrate destructive activities in south India. Sattar was the brain behind the microchip-based timer devices used in several blasts across the country. Explosives for the Bangalore blasts were prepared in Mohiddin’s house at Bommasandra in Bangalore. When the plan was finalised, Sattar and the other accused brought ammonium nitrate, nuts, bolts, printed circuit boards and other materials from Kannur in Kerala and stashed them away in Mohiddin’s house, said the Police. The Police officials also said that the accused had three motives: to tarnish Bangalore’s iconic status acquired after the Information Technology boom; its economic prosperity; and Karnataka being a Bharatiya Janata Party-ruled State. Times of India quoting the Police sources on February 7 reports that the six Communist Party of India-Maoist (CPI-Maoist) affected States — Chhattisgarh, Jharkhand, Orissa, Madhya Pradesh, Bihar and Maharashtra — are developing special forces on the lines of the anti-Maoist Greyhounds personnel of Andhra Pradesh to tackle Maoist violence. According to the Director General of Police (DGP) of Chhattisgarh, Vishwa Ranjan, Chhattisgarh would become the first among the six States to raise a 13,000-strong crack commando force to tackle extremist violence. He also said the existing Chhattisgarh Armed Forces, with its headquarters at Amleshwar in Durg, has been converted into Chhattisgarh Commando Battalion. The battalion will be deployed in rural and forested areas to check the Maoists. The Anti-Terror Squad (ATS) which is going to be raised by the State Government on the lines of Maharashtra and Uttar Pradesh to counter terror attacks in urban areas would also be geared up for taking on Maoist violence in urban areas. A senior Police officer told ‘‘Young and active boys will be recruited and trained by experts imparting training to commandos of National Security Guard and personnel of Border Security Force and Indo-Tibetan Border Police. Search for a suitable office for the new unit is on and a final decision will be taken soon.’’ While 400 personnel would be picked up from the third battalion of Chhattisgarh Armed Forces, another 600 would be recruited. The DGP said the first batch of Chhattisgrh ATS would come into force after a rigorous training of 90 days. About 700 specially trained commandos would remain as a standby to face any terror attack.

The counter-insurgency operations would target militants of the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland (NSCN), besides militants operating from West Bengal and Sikkim, who take shelter and receive training in the Districts of Arunachal Pradesh with support from larger outfits. Apart from Changlang and Tirap, camps in Tamulpur, Darrang, Kajalgaon and Udalguri areas of Assam bordering Bhutan would also be targeted. “This (the camps) is where we want to stop them. Our main focus area will, therefore, be Changlang and Tirap, as these are their getaways. The mega crackdown should be over before the parliamentary elections,” an unnamed senior official said. “The objective is to stop the militants from moving out of Bangladesh and from reaching Myanmar. The Sheikh Hasina regime has made her stand very clear vis-à-vis militant groups from India operating from Bangladeshi soil. Things will only get tough for the rebels in Bangladesh,” he added.

The Additional Director General of Police, Neelmani, said, "When an 18-member Police team led by Ram reached the village, Maoist guerillas suddenly attacked and shot them dead. Addressing the State Legislative Assembly on February 10, the State Home Minister, Nankuram Kanwar, said that about 480 people have been killed in 1,190 incidents of violence involving the Communist Party of India-Maoist (CPI-Maoist) between April 2007 and January 15, 2009 in Chhattisgarh, PTI reported. "277 civilians, 49 SPOs (Special Police Officers) and 154 Policemen were killed in incidents of CPI-Maoist violence during the period," Kanwar said. During the current financial year till January 15, 2009, there had been 556 Maoist related violence in the State, in which 54 Policemen have been killed, he added. In a written reply to a question, he said there had been 450 incidents in Bijapur, 72 in Bastar, 174 in Narayanpur, 262 in Dantewada, 160 in Kanker, 29 in Rajnandgaon, 22 in Balrampur, six each in Raipur and Durg Districts, four in Surajpur, two in Koriya and one in Jashpur District.

The MCC’s armed cadres brought the 35 persons of Bara village to the bank of a nearby canal, tied their hands and slit their throats on February 12, 1992. Earlier on 2001, a TADA court had sentenced four MCC cadres to death in the same case.

It, however, urged Islamabad to take credible action of dismantling the terror infrastructure on its territory. In a statement, the Ministry of External Affairs (MEA) offered to share “whatever” it can after examining the issues raised by Pakistan in its communication to the Indian High Commissioner in Islamabad. “They are still in the process of investigating the attacks, and have taken certain actions, including the arrest of some of those involved, and filing a first information report. This is a positive development,” the MEA said. The MEA stated that the information was communicated “officially” by the Pakistan Foreign Secretary to the dossier that India gave to Pakistan on January 5. “The Government of India will now examine the issues raised in the response by Pakistan. After that examination, we will share whatever we can with Pakistan,” said the statement.

Police recovered 1,720 gelatin sticks, 400 detonators and 42 pieces of fuse wire from a Dimapur-bound bus at Dhankheti in the East Khasi Hills District on February 13, according to Nagaland Post. Four persons claiming to be the suppliers, identified as Lalthlein Bangpui, Lelsienthan Bongpui, Nghurhming Thanga and Ricky Keviom, were arrested from the bus. The Superintendent of Police of East Khasi Hills District, A.R. Mawthoh, said the explosives were brought from the coal-rich District of Jaintia Hills and were handed over to the arrested by a person identified as Mama. "We are yet to ascertain the real identities of the arrested persons, the origin of the explosives and who are the end users," Mawthoh said. He, however, did not rule out the possibility of the explosives falling into hands of the militants outside Meghalaya.

The Jharkhand Government announced a rehabilitation package for surrendered cadres of the Communist Party of India-Maoist (CPI-Maoist) in the State on February 13, reports ANI. Addressing the media, State Secretary P. K. Jajodia said a zonal committee member on his surrender will get INR 500000, a sub-zonal committee member INR 300000 and an area commander will be benefited by INR 200000. The surrendered cadres will also get insurance, medical benefits, housing, vocational training and security-related jobs, besides a host of other benefits, he added. Each Maoist would get four decimal of the land and INR 50000 separately for construction of dwellings. Surrenders could be made before a Minister, Legislator, Deputy Commissioner or Police in the rank of Inspector General or Deputy Inspector General or Superintendent of Police. Those surrendering weapons would get more benefits, he added.

They also deposited a cache of arms and ammunition, including AK-56 rifle, nine pistols, two Self Loading Rifles and two grenades. The surrendered militants would be taken to Agartala for joint interrogation, Police sources said. Preliminary investigations revealed that the militants led by Pabanjoy Reang had deserted their hideouts in Bangladesh due to a serious shortage of food and basic amenities. The militants confessed before Police that they found it difficult to move freely in Bangladesh after the formation of the Awami League Government.

He said one pistol, two pistol magazines, seven AK magazines, 452 AK rounds, nine UBGL shells, one hand grenade, 44 rounds of Universal Machine Gun belt ammunition, five wireless sets and one pouch were recovered from the spot. Chidambaram has said if the Liberation Tigers of Tamil Eelam (LTTE) laid down arms, India would intervene and arrange for a negotiated settlement to the ethnic issue, according to Times of India. "Our (Congress) policy is clear. LTTE is an armed militant group. They must announce that they are willing to lay down arms and are prepared for talks. Simultaneously, the Sri Lankan Government should suspend its military offensive," he told a public meeting organised by the party at Chennai on February 15. "Indian Government will definitely arrange for a dialogue if the LTTE lays down arms and came forward for talks. A good solution can be found to the 40 lakh Tamils in Sri Lanka," he added. The minister also criticised the LTTE for not utilising the recent 48-hour cease-fire proposed by the Sri Lankan Government to allow people to move to safer areas and come for talks.

On February 17, the Mumbai Police filed a 1,809-page chargesheet against 21 militants of the Indian Mujahideen (IM) who engineered bomb blasts across the country since 2005, reports The Hindu. The accused have been charged under sections 3 (1) (ii) for offence invoking punishment for not less than five years; 3 (2) for conspiring and abetting an offence; and 3 (4) relating to punishment for being part of an organised crime syndicate, of the Maharashtra Control of Organised Crime Act (MCOCA) 1999. Sections 295 (A) (damaging a place of worship with intent to insult the religion of any class), 505 (2) (statements conducing public mischief), 507 and 506 (II) (relating to criminal intimidation), 120 (B) (criminal conspiracy), 121 (waging war against the country), 122 (collecting arms for waging war) and 286 (negligent conduct with respect to explosive substances) of the Indian Penal Code (IPC) have been applied. They are also charged under the Unlawful Activities (Prevention) Act (UAPA) 1967 the Information Technology Act 2000, and the Arms Act. Most of the accused are from Azamgarh in Uttar Pradesh and are well-qualified professionals. The chargesheet states that “The Indian Mujahideen wanted to have bases in Mumbai and Maharashtra and therefore hired premises (in Sewree Cross Lane, Mumbai) and in Ashoka Mews and Kamaldeep Apartment at Kondhwa (Khurd) in Pune. Regular meetings were held at these premises for planning and carrying out terrorist operations and to harbour their members.” The IM, an offshoot of the Students Islamic Movement of India (SIMI), was responsible for bomb blasts in Ahmedabad, Delhi, Jaipur, Surat and Hyderabad. The IM’s media cell had its headquarters in Pune, conducted recces of places, hacked Wi-Fi networks in the city and sent threatening emails under its banner and from the email id ‘

’ before and after the blasts, the chargesheet added. Six persons are wanted in the case, including the masterminds Riyaz Bhatkal alias Roshan Khan alias Aziz alias Ahmadbhai; his brother Iqbal Bhatkal alias Mohammad bhai, and Amir Raza, the head of the IM. In addition, the chargesheet states that Raza was assisted by the SIMI and Lashkar-e-Toiba (LeT). He formed the Sahabbuddin Brigade for attacks in the south, Mohammad Gajnavi brigade for attacks in the north, Shaheed-al-Zarkavi brigade for attacks on VVIPs and media groups. Riyaz gave the orders to the militants while Iqbal played a key role in indoctrination. Non-bailable warrants have been obtained for 13 militants in the chargesheet.

According to the Union Minister of State for Home Affairs, Sriprakash Jaisawal, there were 1,591 incidents in 2008 against 1,565 in 2007. At least 1,509 incidents were reported in 2006. “However the level of violence in different (Maoist hit) States has fluctuated from time to time depending upon the counter measures taken by them,” Jaisawal said, adding, “In the recent past Maoist violence has been relatively concentrated in Bihar, Chhattisgarh, Jharkhand and Orissa.” He also said the Government has decided to establish 20 Counter Insurgency and Anti-Terrorism schools, mostly in areas affected by the Maoist insurgency.

The Mumbai Police on February 19 has obtained crucial evidence from the Federal Bureau of Investigation (FBI), the internal investigation agency of US, which indicates that the plot to execute the 26/11 terrorist attack was hatched in Pakistan, reports Times of India. A three-member team led by the Deputy Inspector General Deven Bharti received the evidence that also include the information collected by the FBI, which it had gathered by sending its team to Pakistan. This evidence, ranging from details of Voice over Internet Protocol (VoIP), satellite phones used by terrorists, exchange of emails, intercepts and forensic examination of bullets used by attackers and others substantiates the links between the terrorists and their handlers in Pakistan. The FBI is believed to have got minute details of the VoIP services and satellite phones, which the terrorists used to call up their leaders in Pakistan. The forensic examination of the bullets used by the terrorists in Mumbai was also a part of the evidence gathered from FBI.

Official sources said the SFs was zeroing-in on a militant hideout at Bada De Khetar in the upper reaches of Ramnagar after trekking for two days when both sides exchanged firing for a few minutes before the suspected Hizb-ul-Mujahideen (HM) militants, believed to be five in number, managed to escape deep into the forests. SFs recovered one AK-56 rifle, one AK-47 rifle, one .303 rifle, 70 AK rounds, one binocular, two Chinese grenades, batteries, milk powder, blankets, two solar chargers and 110 kg ration from the incident site. The militants were reportedly using the forests as a hideout for quite some time.

According to the sources, the decision of the Union Minister for Home Affairs, P. The Hindu quoting sources of the Ministry for Home Affairs (MHA) on February 22 reported that Chhattisgarh, Jharkhand, Bihar and Orissa together accounts for about 86 per cent of incidents related to the Communist Party of India-Maoist (CPI-Maoist) violence and casualties, including both civilian and Security Force (SF) personnel, in the country. In the 1,591 incidents in 2008, the number being slightly higher than those in the previous year, 231 SF personnel and 490 civilians were killed, MHA sources said. Chhattisgarh accounted for the highest number of 620 incidents, followed by 484 incidents in Jharkhand, 164 in Bihar and 103 in Orissa. In Chhattisgarh, 85 SF personnel and 157 civilians lost their lives in Maoist violence in 2008, while in Jharkhand the corresponding figures were 38 Policemen and 169 civilians. Bihar accounted for the deaths of 21 SF personnel and 52 civilians and for Orissa the respective figures were 73 SF personnel and 28 civilians. Figures available till first week of February 2009 show that 53 incidents of Maoist violence have already taken place in Chhattisgarh, followed by 48 in Jharkhand, 17 in Bihar and 10 in Orissa. Maharashtra has accounted for 15 incidents, including the one in Gadchiroli on February 1, in which 15 Policemen were killed. Further, the four worst-affected States, extremist violence has been reported from Andhra Pradesh, Madhya Pradesh, Maharashtra, Uttar Pradesh and West Bengal, the sources said. The total casualties of SFs in 2008 were 231, which was five less than the toll in 2007. Likewise, 490 civilians were killed in the extremist attacks in 2008, compared to 460 the previous year. While 199 extremists were killed in Police operations last year, the figure for 2007 was 141, added the report.

In a report submitted in Parliament on February 24, the Standing Committee on Defence recommended to constitute a "Federal Central Intelligence Agency", which will even have the military spy network under its control, Indian Express reported. The report stated, "Lack of coordination among different intelligence gathering agencies including those of the military intelligence resulted in the loss of precious lives of defence service and police forces personnel as well as those of civilians". In its recommendation to the Government, the committee said immediate steps must be taken to constitute a central spy agency that will also have the tri-service (Indian Army, Indian Air force, Indian Navy) intelligence gathering network under its gambit. It asked the Government to put in place an effective mechanism for establishing better coordination and jointness between the Coast Guard and the Navy. It also asked the Government to set up a committee to "reorganise, reform and restructure the armed forces" on the basis of the Kargil review committee report and a Group of Ministers report on security of 2001.

PTI quoting the sources of the Union Ministry for Home Affairs on February 24 reported that Union Government’s policies for rehabilitation of militants in Jammu and Kashmir, North Eastern and left-wing extremists (LWE) affected States have resulted in surrender of more than 1,500 LWE and militants in 2008. In a written reply to the Lok Sabha (lower house of the Parliament) Minister of State for Home Affairs Sriprakash Jaiswal said, out of 1,550 Naxalites (left-wing extremists) and militants who surrendered in 2008, a maximum of 724 were from Assam. Among a total of 710 surrendered LWE and militants, 38 surrendered in Jammu and Kashmir, 325 in Tripura, 197 in Andhra Pradesh and 150 in Maharashtra, Jaiswal added. The Minister further said that over 2,000 left-wing extremists have surrendered across the country in the past three years with Andhra Pradesh, alone recording surrender of 651 extremists between 2006 and 2008, Times of India reported. Though the worst extremist affected State Chhattisgarh topped the list with the surrender of as many as 901 Communist Party of India–Maoist (CPI-Maoist) in a single year in 2006, Andhra Pradesh remained the most consistent during 2006-08. It recorded 282 surrenders in 2006, 162 in 2007 and 197 in 2008.

At a press conference in Mumbai, the Joint Commissioner (Crime) of Police, Rakesh Maria, named top LeT leaders Zaki-ur-Rahman Lakhvi, Abu Hamza, Abu Kaahfa, Zarar Shah and Hafiz Mohammed Saeed among the 35 listed. The wanted list also has names of two Pakistan army personnel, including a Major-General. However, it had to be ascertained whether these two belonged to the army or to the LeT hierarchy, Maria said. It incorporates forensic evidence, fingerprint reports, and documentary and oral evidence collected in India and abroad. Meanwhile, Maria said that the terrorist attacks were the handiwork of the LeT. The role of its marine wing was established after the trawler Kuber was taken over. A top Indian Mujahideen (IM) cadre, identified as Sadiq Sheikh, who is in Maharashtra Anti-Terrorist Squad (ATS) custody, revealed on February 27 (today) in front of IBN7 TV, the modus operandi of the Delhi blasts on October 29, 2005, and Mumbai blasts on July 11, 2006. “All five of us arranged local train passes for the first class compartments beforehand. We also had local train-timetable with us so that we could find out the train as per our convenience," said Sadiq in the recorded confession. "We purchased bags and pressure cookers in Mumbai. On the day of blast that is on 11 July, 2006, all five of us assembled and we filled seven cookers with explosives. We kept the bombs ready. We had planned the bomb to blast at 6:30 pm,” he confessed. He also confessed to masterminding the pre-Diwali blasts in Delhi on October 29, 2005, saying "Sarojini Nagar, Paharganj, Govindpuri were the targets for the blast. We used to stay in a flat at Jasola. Atif, Shadab, Aarij, Shakeel and Sakib were involved in the group. I used to accompany them in making bombs. I and Atif were now trained in making bombs. I left for my native place before the Delhi blast and on the day itself I got the news of the blasts in the Capital city." Sadiq was one of the first IM cadres to be arrested by Mumbai Police in October 2008. His interrogation led to the subsequent arrests of 20 other IM cadres. The ATS had secured the custody of Sadiq on February 21, 2009, in connection with the July 2006 serial blasts.

The two chargesheets accused Abu Al-Kama, a Pakistan-based Lashkar-e-Toiba (LeT) ‘commander’, who is suspected to be involved in the 2005 Sarojini Nagar and other bomb blasts in Delhi, and was termed as one of the conspirators. The two chargesheets also named Indian Mujahideen (IM) terrorists, Mohammed Saif, Zeeshan Ahmed, Zia-ur-Rehman, Saquib Nissar, Mohammed Shakeel, Mohammed Sadiq Sheikh, Quamuddin Kapadia and Mohammed Hakim, as the accused. According to Police, the bombs at Central Park in Connaught Place, which claimed three lives and left 39 injured, were planted by accused Saif, Zia, Sajid and Khalid. Out of the four, Sajid and Khalid are still absconding.
