At least five National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres were arrested by the Border Security Force personnel on October 4 when they were entering the country from Bangladesh crossing the north Tripura border, Police said, reports Press Trust India. They were arrested at Satlang border outpost and revealed that they had gone to Sylhet District in Bangladesh for arms training. Some arms were also recovered from their possession.

The NSCN-IM leader ‘major general’ Phungthing Shimrang, who is also the convenor of the outfit’s cease-fire monitoring cell, said from Hebron, the outfit’s ‘council headquarters’ near Dimapur in Nagaland, that three of their ‘officers’ were shot dead by their ‘comrades’ in Bangladesh.

On October 5, five Jama'atul Mujahideen Bangladesh (JMB) militants were sententenced to 14 years Rigorous Imprisonment in a case under the Explosive Substances Act in Kishoreganj District, reports Daily Star. According to the prosecution, a team of Rapid Action Battalion (RAB) personnel raided Satuta village on July 17, 2007 and arrested Dwin Islam, Harun, Hannan and Hussain along with 15 home-made grenades and six packets of power gel. The RAB subsequently arrested Shafiqul, the ‘regional commander’ of the JMB, in Mymensingh.

Five persons were injured in an accidental bomb explosion at Jhitkapota village under Moheshpur sub-district on October 6, reports Daily Star. The injured were identified as Rustom Ali, Tozammel Haq, Amina Begum, Saiful Islam and Suza Uddin. Police and locals said Akidul, son of Tozammel of Jhitkapota village, found the bomb near a pond and assuming it as a toy he brought it to his house. The bomb exploded accidentally injuring five persons.

A court in Chittagong District on October 11 sentenced four Jama'atul Mujahideen Bangladesh (JMB) militants to five years rigorous imprisonment each in an explosives case filed with the Cox's Bazaar Police Station, reports Daily Star. The convicts were identified as JMB Chittagong divisional chief Javed Iqbal alias Mohammad, explosives expert Zahidul Islam alias Boma Mizan, Ayub Ali alias Abu Jar and Naimuzzaman alias Shohag. Judge Shafiqul Karim of the Chittagong Divisional Speedy Trial Tribunal also penalised each with a fine of BNR 5000 in default of which they will have to serve another year's imprisonment. With this verdict, the JMB Chittagong ‘divisional chief’ Mohammad has so far been awarded 229 years' imprisonment.

The Rapid Action Battalion (RAB) recovered 10 Arges grenades during a drive in a bordering village at Sherpur sub-District of Bogra District in the night of October11 and arrested three people including two tribal youths in this connection. The grenades were similar to those used at the AL rally at Bangabandhu Avenue in 2004, and might have been intended for use in subversive activities. The tribal youths might have collected the grenades from separatists in neighbouring countries, Commander Abul Kalam Azad, director of the Legal and Media Wing of RAB said. He however declined to elaborate for the shake of investigation.

Police on October 12 arrested Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) militant, identified as Abu Obaida alias Harun at Bhuiyan Bazar of Sonagazi sub-District in Feni District, reports Daily Star. Harun along with some other militants, including now detained top HuJI-B leader Moulana Abu Sayeed, had been involved in plans to attack the Awami League president at an election rally in Sylhet on September 26, 2001.But the night before, a bomb went off at the house they were staying to prepare for the attack. Harun was injured and two other militants killed in the accidental blast. He was arrested from the incident site and kept under Police custody. Two cases- one under Explosive Substances Act and the other on murder charges- were filed in connection with the incidents. The court issued a fresh warrant for his arrest on June 10, 2009. However, Obaida denied any links to the Sylhet bomb blast. Locals said he has later identified himself as a Jubo League activist.

Bangladesh Government on October 19 launched a massive hunt for arresting some cadres of two Indian militant outfits — United Liberation Front of Asom (ULFA) and Kamtapur Liberation Organisation (KLO), including its ‘chief’ D.K. In the light of information extracted from ‘military commander’ of the ULFA Bimol Roy during his interrogation at the Task Force Interrogation (TFI) cell Security Force personnel are trying to arrest the militants, sources close to the TFI cell said. Bimol confessed that he was an active member of ULFA, the sources said. D.K. Roy, chief of the KLO, provided Bimol with shelter at his Dhaka’s Pallabi residence. D.K. Roy, who is suspected to have stolen the Nobel Prize citation of Rabindranath Tagore from Shanti Niketan in India, has been residing in Bangladesh for many years, the sources added. "The organisation has been banned as it has been carrying out anti-State, anti-Government, anti-people and anti-democratic activities for long in the country," Home Minister Sahara Khatun told Daily Star. She said a circulation would be issued soon to this effect. "The file on banning Hizb ut-Tahrir came to me today [October 22] and I signed it," Sahara said, adding that some other similar organisations which have been carrying out subversive activities would be banned gradually. The Home Secretary Abdus Sobhan Sikder said, "From today [October 22] the organisation's activities have been banned for the sake of public security." Hizb ut-Tahrir is an international Islamist political party founded in Jerusalem in 1953. The party started its activities in Bangladesh in 2000. According to the group’s Website (www.khilafat.org), Mohiuddin Ahmed is the chief coordinator and spokesman of the party and its central office is located at HM Siddique Mansion, 55/A Purana Paltan, 4th Floor, Dhaka. Hizb ut-Tahrir is a pan-Islamist group whose goal is to establish a global Islamic caliphate. They have been banned in a number of countries, mainly in Central Asia and the Middle East. The group’s Bangladesh coordinator and spokesman Mohiuddin Ahmed said the allegation against his organisation was "completely baseless". "We are law-abiding citizens of the country. We are not involved in any militancy activities. The government banned us because we have been raising voices against its fascist character," he told AFP.

Police on October 26 raided the Dhaka central office and Sylhet divisional office of the Hizb ut-Tahrir Bangladesh, and recovered its publications, and various other documents and properties. On the same day, the Bangladesh Bank (BB) issued an order to all banks across the country to freeze all accounts of the banned outfit. The central bank gave the instruction according to the Anti-terrorism Act 2009 which empowers the authorities to freeze bank accounts of any banned outfit. A large contingent of Motijheel Police raided the head office of the banned outfit on the fourth floor of Siddique Mansion at Purana Paltan around 12 noon (BST) and seized several computers, several hundred CDs, a large number of books, leaflets, posters, and various other materials. Motijheel Zone Deputy Commissioner Khandaker Mahid Uddin said "We have seized these properties and documents on information that the banned outfit was planning to carry out subversive acts, and its leaders are some of the masterminds of anti-state activities."

"We are noticing two things in JMB now, they are trying to increase their organisational strength, and they are preparing to carry out subversive activities in the future," RAB Director General Hassan Mahmood Khandkar said, adding that the banned outfit is currently too weak to carry out any attack.

The Assistant Commissioner of Detective Branch, Sanwar Hossain, told Daily Star that they had arrested Tapan Petowari alias Palash Dey, a close aide to the KLO chairman Jibon Singh and also his nephew, from the city's Hazaribagh area on the charge of entering Bangladesh without a passport. A Bogra District court on October 28 sentenced five JMB militants to 20 years' rigorous imprisonment in a case filed under the Explosive Substances Act. Judge Golam Ahmed Khalilur Rahman of the Special Tribunal Court - 3 handed the verdict to Shish Mohammad, Mohammad Abdul Manan, Mamunur Rashid, Ashraful Islam and Mohammed Jahangir Alam. The court also fined them BNR 20000 each and if they failed to pay this amount, they will have to serve two more years in jail. Among the convicts, Shish Mohammad is still absconding. According to the case statement, the Security Forces seized explosive substances, including 6.5 kilograms of sulphur and one kilogram of gunpowder, during a raid on the residence of Shish Mohammad at Uttar Shahapara in Sherpur sub-district on January 1, 2006.
