The Liberation Tigers of Tamil Eelam (LTTE) has reportedly threatened that there would be 'no alternative other than to endeavour hard to respond effectively to the Tamil call for self rule' if the Government rules out its concept of Tamil homeland. In a statement released on February 15, the LTTE said: "Homeland, nationhood and self-rule are the three basic and cardinal principles that have been guiding the LTTE... If the Mahinda regime adopts a political stand ruling out the Tamil homeland concept and insists on a resolution of the racial conflict within the unitary constitution, the LTTE would be left with no alternative other than to endeavour hard to respond effectively to the Tamil call for self rule." Earlier, President Mahinda Rajapakse in an interview with Reuters had said, "There’s only one country; we can share power. Not a separate state. That idea must be taken off… it is completely out. You have to give up the concept of having two nations, or two countries… There is no Tamil Eelam in Sri Lanka. There cannot be an Eelam."

The Liberation Tigers of Tamil Eelam (LTTE) announced on April 20 that it will not attend the Geneva peace talks scheduled to be held on April 24-25. The outfit’s political wing leader S. P. Tamilselvan told the media after his meeting with Norwegian peace envoy Jon Hanssen-Bauer at Kilinochchi, that the LTTE has informed the peace envoy that they cannot "attend the talks on the scheduled dates because of escalating violence in Tamil-majority areas." He also warned that claymore bombs would explode until the Government stops acts of violence. "If the government stops violence in the North and East there would be no need for claymores," said Tamilselvan. He added that they could think of fixing new dates only after meeting their regional ‘commanders’.

The warning was issued on May 4 through the pro-LTTE websites Sangathi Pathivu and IBC. The warning added that senior Tamil journalists, specially the news broadcasters of radios and televisions controlled by the state, should not be the mouth pieces of the Government. The LTTE chief negotiator, Anton Balasingham, told Reuters in an email interview on May 7, "The government's refusal to rein in armed groups as pledged at (talks in) Geneva has been the primary cause of intensified violence and the stalemate in the peace talks. Since the government has outrightly denied the very existence of Karuna group in government controlled areas and refused to disarm them, the LTTE has no choice other than to take the responsibility on itself and neutralise Karuna's armed men."

"The final preparations have begun to recapture Mutur," the leaflet said, adding, "Do not remain in Mutur. You will only face destruction." Meanwhile, a military spokesperson said, "The security forces are giving protection to the civilians in Mutur," adding, that officials were telling people not to leave, because security is provided by the security forces." Meanwhile, the LTTE denied any involvement in the distribution of leaflets warning residents to leave immediately. The letter said, "The person who spoke to each of us introduced himself as Gunanan of the Thamil Eela Makkal Viduthalai Puligal (TMVP) Batticaloa Office. He warned that if the eight MPs belonging to the Tamil National Alliance (ITAK) from the Eastern Province did not resign by the 27th of November 2006, all eight MPs will end up receiving the ‘Maamanithar’ (Great Human Being) award posthumously as all eight MPs would be killed. The caller stated that this was the order of their leader.” The MPs pointed out that parliamentarians, Joseph Pararajasingham and Nadarajah Raviraj, were also assassinated after receiving similar death threats. The MPs strongly urged the Speaker as the custodian of the rights and privileges of the Members of Parliament to take all necessary steps to enable them to carry out their duties safely for the people who voted them to office.
