The victims were reportedly young Tamils from the area, about 250km north-east of capital Colombo. A policeman told AFP that officials were investigating whether the Tamil youths had been transporting explosives. Military officials, however, said the explosion occurred when suspected Liberation Tigers of Tamil Eelam (LTTE) cadres tried to throw a hand grenade at a group of soldiers in Trincomalee. The pro-LTTE website Tamilnet said unidentified men had thrown a grenade at people seated on the bench killing five people and injuring two.

He also said, "There is no declaration of War, the peace agreement is on, but, we have to look at it very seriously", adding that the Government would not hesitate to take military action if needed, to safeguard the civilians. Subsequent to the attack, security forces (SFs) carried out an aerial attack in the LTTE-held Sampoor and Maullativu area and drooped bombs near the outfit headquarters of Kilinochchi on June 16, today. However, no casualties were reported in these incidents. Meanwhile, the LTTE denied its involvement and blamed the Government for the attack. The SLAF spokesperson, Group Captain Ajantha Silva, said, "The government want to send irrigation engineers to the location. That is why we have taken action against identified rebel targets in that area. It was an aerial bombing raid." The Government accused the outfit of blocking water supplies to farmland in Trincomalee, where the Government and outfit both control territory. A Government statement, referring to the air raids, said the "limited operation" was conducted purely on "humanitarian grounds" to neutralize the disruptive forces it said were preventing free flow of water to over 15,000 families. However, S. Elilan, a top LTTE leader in Trincomalee, blaming the military, stated that Sri Lankan air force jets struck three times, wounding two civilians and destroying two houses. The Sri Lanka Navy (SLN) reportedly destroyed one weapon laden Liberation Tigers of Tamil Eelam (LTTE) suicide craft and captured another that were sailing in the seas off Nilaveli coast in the guise of ordinary fishing boats in the Trincomalee district on November 10. At least six Sea-Tigers aboard were killed, according to the SLN. Sources confirmed that one of the boats was also carrying the remains of Ariv Charles, a senior military leader attached to the Charles Anthony Brigade of the outfit, who was killed in a security forces (SFs) retaliatory fire in the Batticaloa district few days back. Reports also said that a LTTE cadre aboard the captured boat committed suicide by swallowing a cyanide capsule when he was taken into custody by naval troops.
