Addressing villagers in Batticaloa at a rural self-defence training and drill programme, the LTTE’s 'special commander for Ampara-Batticaloa', Bhanu, warned that its Air Force is ready to launch attacks on the Sri Lanka Government's armed forces if war breaks out. "Not only the Black Tigers but also the Tamil Tigers’ Air Force too is ready to fight against the Sri Lanka Armed Force," Bhanu declared. According to the pro-Liberation Tigers of Tamil Eelam (LTTE) website Tamilnet, paramilitary cadres have abducted two 15-years old boys from the Valaichenai area of Batticaloa district on March 13. The website further quoted Anton Balasingham, the LTTE’s chief negotiator, as stating, "The Geneva peace talks will face grave danger if the Sri Lanka government refuses to disarm Tamil paramilitary organisations and continues allowing them to launch offensive military operations against our military positions in Batticaloa district." He further told that the LTTE leadership would be compelled to review its decision to participate in the next round of talks, scheduled to be held in Geneva on April 19, if Colombo fails to fulfil the pledges agreed in the joint statement issued after the first session of talks in Geneva.

The outfit’s spokesman Rasiah Ilanthirayan said, "They (government forces) may have captured the area, but the question is whether they can hold it." He also warned that the LTTE would not give in easily if the government attacks the north, saying, "If they are coming into our territory, they will find stiff resistance from our people. Military spokesperson Brigadier Prasad Samarasinghe told Daily News, "Troops have reached the main headquarters of the LTTE in Thoppigala and assumed full control. Dealing a major blow to the Tiger hierarchy in the East, those military operations bring all of eastern Sri Lanka under Government control for the first time after 13 years. The victorious soldiers are presently clearing enemy ‘pockets’ scattered in the dense jungle and are pursuing the LTTE cadres who are on the run. A day after the announcement of dates for talks between the Sri Lanka Government and the LTTE, the military claimed that at least 22 cadres of the outfit were killed and four of its troops were injured in the east on October 6, according to The Hindu. An Army statement said the LTTE cadres fired mortars and artillery from the Panichchankeri and Vakerai areas at troops based in Mankerni. "The tigers initiated these offensive attacks at troops at Mankerni area during early hours today causing damages to the security forces' defences and injuring two soldiers. Ground sources and intelligence confirmed [that] the Tiger establishments, which were causing harassments to the innocent civilians, were destroyed. The civil sources in the area and the intelligence said there were over 22 Tiger dead bodies lying in the area," the Army said. Meanwhile, TamilNet quoted LTTE's military spokesman Irasiah Ilanthirayan as saying the "defence council" of the outfit had been summoned to discuss the developments.

However, the LTTE claimed that 50 to 100 civilians were killed when "indiscriminate fire" by the military hit a school building where the displaced are housed. The Sri Lanka Government on November 10 expressed its regret over the killing of civilians in Vakarai and accused the Liberation Tigers of Tamil Eelam (LTTE) of using civilians as a human shield. Government defence spokesperson, Keheliya Rambukwella, said, “While we regret this whole episode, we also must say that national security is uppermost in our minds and actions by the defence authorities were inevitable. The LTTE is using humans as shields to cover their operations. This is exactly what happened when they fired artillery and mortars from that end to the government side.” Denying media reports, he said that only 23 civilians were killed and 125 others injured, adding, “We are not trying to cover up anything and there will be an investigation.” He reiterated that security forces (SFs) launched the retaliatory attack at Kadiraveli after thoroughly verifying the facts obtained through Radar plots.

The letter said, "The person who spoke to each of us introduced himself as Gunanan of the Thamil Eela Makkal Viduthalai Puligal (TMVP) Batticaloa Office. He warned that if the eight MPs belonging to the Tamil National Alliance (ITAK) from the Eastern Province did not resign by the 27th of November 2006, all eight MPs will end up receiving the ‘Maamanithar’ (Great Human Being) award posthumously as all eight MPs would be killed. The caller stated that this was the order of their leader.” The MPs pointed out that parliamentarians, Joseph Pararajasingham and Nadarajah Raviraj, were also assassinated after receiving similar death threats. The MPs strongly urged the Speaker as the custodian of the rights and privileges of the Members of Parliament to take all necessary steps to enable them to carry out their duties safely for the people who voted them to office.

Earlier on December 30, the breakaway LTTE faction led by Vinayagamoorthy Muralitharan a.k.a. ‘Colonel’ Karuna claimed that 200 of its members attacked LTTE camps in the jungles of Toppigala, about 40 km from the town of Batticaloa, in one of the biggest raids in months. “Our intelligence reports said there were top LTTE commanders there, 30 cadres were killed on the spot,” said Asad Maulana, a spokesperson for the Karuna group. The LTTE, however, said the attacks were repulsed and that only four of its cadres were wounded. It also alleged the attack in Toppigala was carried out with the support of the Sri Lankan military firing mortar bombs.
