United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa on January 6 made an appeal to the Union Government to ensure that the outfit’s ‘General Secretary’, Anup Chetia, who is currently under detention in Bangladesh, could participate in the peace talks, reports Telegraph. Rajkhowa made the request during his meeting with the Union Government’s interlocutor, P. C. Haldar, at Guwahati. This is the first formal meeting between the ULFA ‘chairman’ and Haldar after the former’s release from jail. Besides Rajkhowa, ULFA ‘deputy commander-in-chief’ Raju Barua was also present at the meeting that lasted for about two hours. After coming out of the meeting, Rajkhowa told reporters that he had appealed to the Centre to bring back Anup Chetia from Bangladesh so that he could also participate in the talk process.

As the ‘central committee’ United Liberation Front of Asom (ULFA) leaders in jail were out on bail, the Sanmilita Jatiya Abhibartan (SJA) is set to recommend a charter of demands that might form the basis of peace talks between the union Government and ULFA, reports The Telegraph. The SJA, a forum of leading citizens and organisations, was formed on April 24, 2010, to prepare a roadmap for lasting peace in the State vis-à-vis ULFA and the Government, has been hailed by the released leaders as well as Chief Minister Tarun Gogoi for its role in the proposed peace talks so far. According to the SJA chief convenor and one of Assam’s leading intellectuals, Hiren Gohain, the six sub-committees entrusted with the responsibility of preparing the charter of demands would be submitting their reports soon to the 11-member steering committee.

United Liberation Front of Asom (ULFA) began its central executive meeting on January 20 after about eight years at Choria village in Nalbari District under its ‘chairman’ Arabinda Rajkhowa aimed at working out modalities for opening formal peace talks with the Union Government. Apart from Rajkhowa, those taking part in the meeting include ‘vice chairman’ Pradeep Gogoi, ‘deputy commander-in-chief’ Raju Baruah, ‘foreign secretary’ Sasha Choudhury, ‘finance secretary’ Chitraban Hazarika, ‘publicity chief’ Mithinga Daimary, ‘cultural secretary’ Pranati Deka, and political ideologue Bhimkanta Buragohain. Assam Tribune adds that the executive meeting reportedly passed five resolutions including the decision to hold the general council meeting within the month of February 2011. However, the ULFA leadership maintained secrecy regarding the decisions of the executive body meeting. The sources added that the executive meeting decided to send a letter to ULFA’s commander-in-chief Paresh Baruah to invite him to join the proposed peace talks. They also decided to mount pressure on the Union Government for handing over ULFA’s ‘general secretary’ Anup Chetia, who is in the custody of Bangladesh government.

NSCN-IM ‘general secretary’ Thuingaleng Muivah too said the discussions held so far were “positive” and hoped the Centre would do the needful by recognising the Naga identity and in bringing a lasting solution to the six decade-old insurgency problem in Nagaland.

Chidambaram’s offer for peace talks, saying “there can be no talks while in custody”, reports Nagaland Post. “Question of writing a formal letter for beginning peace talks from inside the jail and with handcuffs on simply does not arise,” Rajkhowa told journalists, adding, “There can be no talks while in custody.” The ULFA ‘chairman’ is lodged at the Guwahati Central Jail. Earlier on January 31, Chidambaram had said that the Government was ready to hold talks with the jailed ULFA leadership without the presence of the ‘commander in chief ‘Paresh Baruah.

Asserting that the NSCN-IM was seriously seeking to arrive at an honourable negotiated settlement, Swu said any political proposal, which was acceptable to only one party, cannot be a solution.

"The decision taken by the general council to hold peace talks with the government cannot be considered legal as the general council itself was unconstitutional," an emailed statement by Arunodoi Dohotia, ULFA publicity secretary, said. However, the ULFA leadership now out on bail had told journalists on February 5 that the outfit's general council held on February 2 decided to open unconditional peace talks with the Union Government and that all the resolutions adopted at that meeting were conveyed to Paresh Baruah.

V. Krishna and a junior engineer, reports Times of India. After the first round of talks, the mediators said that "more time" was needed to secure the release of Krishna and the junior engineer. The interlocutors are believed to have pressed for release of certain key Maoists like Ganti Prasadam on bail, sources said. In a related development, Prasadam, who is jailed in Andhra Pradesh, was handed over to Police for producing him before an Orissa court. Prasadam, also the convener of Martyrs Friends and Relatives Committee, was lodged in the Ongole Prison in Andhra Pradesh's Prakasam District since February 7. Meanwhile, the State Government agreed not to oppose the bail petition of Prasadam when it comes up for hearing before a Koraput court, sources said.

The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Prime Minister Jhala Nath Khanal reiterated that the seven-point deal between the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and the Unified Communist Party of Nepal-Maoist (UCPN-M) was signed mainly with the aim to accomplish these two main tasks. He also stressed on the need to expedite talks among political parties to clear the mistrust over some issues concerning the constitution-drafting and the peace process, mainly the integration and management of Maoist combatants. Similarly, Maoist Chairman Puspa Kamal Dahal aka Prachanda said the parties now had a historical opportunity to give a constitution to the nation. Prime Minister Syed Yusuf Raza Gilani and Afghanistan President Hamid Karzai, who held exhaustive talks here at the Presidential Palace in Kabul, described the parleys as "historic", saying that "the two countries stand together as they have shared destinies." Prime Minister Gilani said that he in consultations with President Karzai, Chairman Professor Burhanuddin Rabbani and members of the High Peace Council, had agreed to establish the two-tier Afghanistan-Pakistan Joint Commission for facilitating and promoting reconciliation and peace. The ‘commander’ of the 709th battalion Hira Saraniya invited the surrendered militants for a meeting at the temporary base at Helacha for their cooperation in the peace talks with the Central Government. The deputy ‘commandar-in-chief’ of the outfit Raju Baruah and ‘Foreign Secretary’ Sasha Chaudhury called upon the former colleagues to extend their full cooperation to the outfit. The former militants from Nalbari and Baksa Districts attended the meeting. While addressing on behalf of the surrendered militants Bikash Dutta, Jitu Talukdar and Mrigen Haloi assured the leadership to extend support to peace talks. Sources further said that the ULFA leadership exchanged their views towards the surrendered militants only in the interest of the common public. Dahal acknowledged there were differences among the parties and that the new constitution needs to be a compromise document, which would offer “a win-win situation for all.” Dahal also said that his party was prepared to complete the regrouping of Maoist combatants before May 28 and that it is willing to hold open discussions on disputed issues of the new constitution. “Regrouping should and will take place before May 28,” he said. “We will have to provide a credible basis to assure the people that the peace process has moved forward. Party leaders said on May 12 they are ready to demonstrate ‘further flexibility’ on the integration and rehabilitation issue to justify the extension of the Constituent Assembly (CA) tenure. Different parties are likely to agree on integrating 8-10,000 combatants, according to an unnamed Maoist leader. Parties are close to deal on the mixed force. The Maoists have demanded that the PLA should be given the leadership of the mixed force. “We will settle the outstanding issues related to integration before the expiry of the current Constituent Assembly term,” said Maoist Standing Committee member Barsha Man Pun, adding, “We are ready to demonstrate flexibility to forge a new agreement.” Pun said they will settle the norms issue soon in consultation with other parties. Fixation of the norms of integration and rank harmonisation are the contentious issues in the integration process. The Special Committee for the Supervision, Integration and Rehabilitation of Maoist combatants is discussing four different integration modalities, including the formation of a separate force for the PLA and a mixed force comprising the PLA and personnel from the existing security forces.

Khanal stated that integration and adjustment of the Maoist combatants is a must for taking the ongoing peace process into a logical end and requested the Maoists to float integration proposal without further delay. PM Khanal said that it would be impossible to proceed with the constitution-drafting and peace process if no prior agreement on People’s Liberation Army (PLA) integration is forged among the major parties, and said UPCN-M has major say in this regard. The 10-point 'proposal' prepared by a panel headed by Sher Bahadur Deuba include deployment of an all-party committee to monitor the cantonment sites of the Maoist combatants; integration of the combatants on individual basis as per the standard norms of the security agencies; integration of maximum of 4000 combatants; immediate return of the properties seized by the Maoists during the insurgency and scrapping of the dual security to Maoist leaders. The CWC concluded that the CA's term cannot be extended unless there is concrete progress in the peace process. According to NC general secretary Prakashman Singh, the "first phase" of works for the integration and rehabilitation of Maoist combatants must start by May 24. Mahara said withdrawal of such cases will not breach the Comprehensive Peace Accord. "However, political consensus is a must for the withdrawal of such cases," Mahara conceded. There are more than 300 cases filed throughout the nation against the Maoists cadres. Asked whether the government would drop the case against Maoists lawmaker Balkrisha Dhungel, Mahara said Government will withdraw only politically motivated cases. Dhungel has been implicated in a murder of one Ujjwal Prasad Shrestha in Okhaldunga District seven years ago during the insurgency. The Supreme Court (SC) had slapped a life sentence on Dhungel, in addition to seizure of his property in September 2010. Minister Mahara said there are several cases, many of them politically prejudiced, against UCPN-M leaders and cadres filed during the conflict, adds Nepal News. “I am the Home Minister, but there are cases even against me,” he noted. He maintained that cases of criminal will not be withdrawn.

West Bengal Chief Minister Mamata Banerjee gave a call to the Communist Party of India-Maoist (CPI-Maoist) to lay down arms, saying her Government was 'always ready' for talks, according to Times of India. "The Government will not act in a revengeful manner and is always ready for talks. Those willing to surrender will be offered rehabilitation and a special package," the chief minister told reporters. Announcing a seven-point joint declaration with the Citizen's Forum, a conglomerate of social and human rights organisations, she said "arms have to be surrendered by all in West Bengal, including Junglemahal, and the State Government will take steps to recover arms.” "The joint forces will be withdrawn from Junglemahal once it is free from arms and peace is restored," Banerjee said. She said the allegations of atrocities by the people living in Junglemahal against the erstwhile Left Front government would be investigated. Calling for democracy to prevail in Junglemahal, she said: "The Government will take steps to ensure safety and security of life. The right of the jungle should remain with the people living there." Indian Express adds that five companies of central forces have been withdrawn from Junglemahal and sent to Andhra Pradesh to control the Telangana agitation. At present, there are 35 companies of central forces in Junglemahal. Economic Times adds Mamata Banerjee said that her Government will release 46 prisoners who were arrested in connection with different cases of political violence in the state during the past few years. She also said that all these prisoners will be released within a day or two. These 46 people are out of a total of 83 who are in judicial custody and who had appealed to the court for recognition as “political prisoners”. The court had granted the status to these prisoners well before the current Government came to power, adds Indian Express. Hindustan Times further added that Banerjee named six members of the civil society who would spearhead the Government’s initiative.

"If Mamata is serious about talks, she will have to create a congenial atmosphere and instil confidence among Maoists so that they can come forward to talk," Maoist sympathiser and poet Varavara Rao told PTI. He said that to create confidence among Maoists, the State Government would first have to withdraw the joint forces engaged in anti-Maoist operations in Junglemahal, lift the Unlawful Activities (Prevent) Act, and release all political prisoners from jail. "The Government should release Maoist Central Committee members like Sushil Roy and Pati Paban Halder -- a demand which has repeatedly been made by Kishenji (Mallojula Koteswar Rao) and Azad [Cherukuri Rajkumar], who was treacherously killed," Rao said. Citing the example of Andhra Pradesh which in 2004 withdrew the elite Grey Hound Forces before inviting Maoists for talks, Rao said, "If the West Bengal Government is keen to solve the Maoist problem, it will have to take some positive steps."

According to NSCN-IM sources from Delhi, informal talks between the two parties to prepare the ground works and other formalities for the highest level talks, concluded on July 9. During the two-day informal talks, NSCN-IM leaders held discussions with Home ministry officials and Centre’s interlocutor of the peace talks. A high-ranking NSCN-IM functionary said that the talks have entered a “crucial stage” and “critical” stage. Both ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah will take part in the highest-level talks. Besides Swu and Muivah, other NSCN leaders including the group’s former “chief of army staff” and steering committee convenor, VS Atem, have been camping in Delhi since third week of June.

Earlier this week, the Maoist State leadership had wanted to meet the Government’s interlocutors to know Mamata Banerjee’s “mind” before articulating their position on the chief minister’s talks offer. The “letter” is believed to have followed such an interaction, which could not be independently confirmed from Maoist sources. It couldn’t also be ascertained if the overture was a collective decision of the Maoist state leadership. The Government sources said some of the conditions were release of senior Maoists lodged in Bengal jails and leaders of the Maoist-backed People’s Committee against Police Atrocities (PCPA), including Chhatradhar Mahato. The Maoists have also stuck to their earlier demand of withdrawal of “90-95 per cent of joint forces” in Jungle Mahal.

Bandimukti Committee convener Chhoton Das, who is also one of the interlocutors appointed by the Chief Minister to mediate with the Maoists in Jungle Mahal, said in Kolkata on September 13 that the Maoists are now insisting on two conditions: the operations by the joint forces must stop and the private armed groups which have mushroomed in Junglemahal in recent months must be disarmed. "Maoists know that if talk’s progress, the release of prisoners would follow automatically," Das said. Earlier, however, the Maoists had demanded release of prisoners before the talks begin. About 10 members of CPI-Maoist are behind the bars across the State, said Das. Sixty-six tribals are also languishing in different jails for alleged Maoist links - 36 of them in Midnapore jail, 21 in Bankura and nine in Purulia.

The discussion between the Government and the TNA was stalled a few months back following a dispute on the Government's failure to hand its proposals to resolve the ethnic issue on writing. At the end of the 10th round of talks held in early August, the Tamil party threatened to withdraw from the talks with the government on power devolution if the government fails to step up the pace for a meaningful resolution. We had done our homework and had submitted a letter to the government in 2004...But the State Government is not sincere,” HNLC ‘publicity secretary’ Sainkupar Nongtraw said in an email. The reaction from the HNLC came within a week of Chief Minister Mukul Sangma saying that the Government was open to hold talks with the militant group to ensure that the issues raised by them could be addressed through constitutional means. You don’t have to surrender. You don’t have to disband your outfits. You don’t have to give up your ideology either. You just suspend violence and come forward for talks. The chief minister of West Bengal has invited you for talks. So have other chief ministers of states affected by Naxalism. I, on behalf of the government of India, have also made this offer,’’ the Home Minister said at a special session organised by the Bharat Chamber of Commerce in Kolkata. At the same time, Chidambaram said there was no substitute to the use of force when development took a battering because of violence. “For development you will have to send a doctor, a nurse, a contractor or some other officials. But if the law and order situation is not conducive for sending such people, the security forces will have to be sent to regain control. There is no other alternative to such strategy,’’ he said. But the Government has to stop anti-Maoist operations by the joint forces and show willingness for peace," CPI-Maoist leader Akash said in an open letter to CM Banerjee. He accused Trinamool Congress of resorting to violence and extortion in the Jungle Mahal area. Akash said although the State Government claims that the Joint Forces operations are on hold, the Paramilitary is still carrying on the operation of hunting down Maoists in a clandestine manner. He did not say when the link was established between the US and the Haqqani network, nor did he mention what the outcome was. “Yes, there was a move by the US, and Owais Ghani and a counter-intelligence chief of a secret agency of this country helped the US by requesting the Haqqanis through ‘tribal sources’ to open up channel of communications with the Americans,” the official revealed. The official claimed to have worked with the counter-intelligence chief, who was later killed in a terrorist attack. His murder did not appear to be linked to facilitating America’s communication link with the Haqqani network, the official said. “No details were shared after the first direct contact between the Americans and the Haqqanis,” the official said. Siraj Haqqani, operational commander of the Haqqani network and son of Jalaluddin Haqqani, has told BBC that the Americans, among others, had been in touch to try to persuade him to enter talks with the Afghan government. US officials had secretly met with leaders of the Haqqani network this summer, the Wall Street Journal reported on October 5. The journal quoted a senior US official as saying that there had been at least one meeting over the summer between US officials and Haqqani representatives. The meeting was set up by Inter-Services Intelligence (ISI), a fact that the Americans said confirmed their suspicions of Pakistani ties to the Haqqanis, the report said. “We’ve got no illusions about what the Haqqanis ultimately are,” the report quoted a senior US official. Under the accord which was first signed in Murree in October 2008, the Thall-Parachinar road would be made safe for travel for local people and Internally Displaced People (IDPs) would be rehabilitated in their areas. The Thall-Parachinar highway linking the Kurram Agency with the rest of the country has remained closed since 2007. Officials told reporters that elders of various tribes representing rival sects had again signed the Murree accord in the presence of members of a reconciliation jirga (tribal council) and political agent Syed Shahab Ali Shah. The Government has decided to set up checkpoints on the main highway from Chappari at the point of entry to Kurram Agency and Tari Mangal, a village adjacent to the Afghan border. After deployment of forces on the highway, the administration, in cooperation with the FATA Disaster Management Authority, will start the work of rehabilitation of IDPs in their respective areas. According to official reports, over 30,000 families were displaced after violence erupted in November 2007.

Addressing a joint press conference at the Foreign Office, Khar and Grossman said that they have discussed bilateral relations with special reference to Afghanistan. Both sides agreed to continue their dialogue process and vowed to carry on strategic dialogue mechanism as it is in the interest of both the countries. A tripartite meet involving the Union Government, the Assam Government and United Liberation Front of Asom (ULFA) on October 25 had broad discussions on the outfit’s charter of demands that it had submitted to the Government in August, reports Telegraph. The ULFA team was led by its Chairman, Arabinda Rajkhowa. Union home secretary R.K. Singh, who presided over the discussions, said that “The steps taken by the ULFA leaders for restoration of peace and normalcy in the area would yield speedier socio-economic development for the people of Assam.” He promised to review the status of talks, which will now be carried forward by the Union Government’s interlocutor for the peace talks with ULFA, P.C. Haldar, periodically. Assam Chief Secretary Naba Kumar Das described the meeting as cordial and fruitful. “There was some discussion on rehabilitation as well as issues relating to setting up of designated camps — to be christened as Nabanirman Kendras — for the ULFA cadres,” he said. Echoing Das, ULFA vice-chairman Pradip Gogoi said the talks were positive. “The issue of designated camps, framing of ground rules were also discussed,” he said. “It (the meeting) has set the ball rolling for further talks to bring about a lasting solution to Assam’s insurgency problem,” the official said.

A letter from CPI-Maoist state secretary Akash to Sujato Bhadra, the leader of the six-member team of interlocutors, says the “peace talks” referred to by Mamata Banerjee Government frequently did not make any sense. The State Government should stop spreading the misleading news of peace talk being continued, it says. The letter dated October 26 has been circulated internally in the party and its frontal organisation claimed the State Government started operation in Junglemahal from August 24 and it continued till September 30, when the interlocutors purportedly held a meeting with the Maoists. Moreover, the raids and operations have been stepped up after the meeting that was held on September 30. Addressing Bhadra and other interlocutors, Akash says in the letter, “We have repeatedly informed you and the committee members about the operations of the joint forces and the villages where they raided. We requested you to be vocal in front of Chief Minister Mamata Banerjee that how the pre-conditions of peace talks are being violated. But you always kept us saying not to do this and not to do that. Why did not you tell the same thing to the State Government? Peace talk and operation cannot continue simultaneously and in the name of peace talk, the treachery of Mamata Banerjee will also not continue for long.”

The Sangai Express reports that after more than half a century of protracted conflict, the negotiations between the Indian Government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) is now in its final stages. The final settlement envisages a “special federal relationship” between India and Nagaland and creation of a “Supra-state body” for the Nagas to “preserve, protect and promote their cultural, social and customary practices.” The offer to create a pan-Naga ‘Supra State Body’, instead of the “Greater Nagalim” demanded by the NSCN, has been touted by Indian negotiators as the “second best option for the Naga people”. The “Greater Nagalim” that would involve merger of Naga-inhabited areas of Manipur, Assam and Arunachal Pradesh with the State of Nagaland is likely to provoke huge resistance in these States. So Delhi is offering to create the “Supra State Body”, to which the legal authority and decision-making power of the Naga populated areas of Manipur, Assam and Arunachal Pradesh will be formally transferred. This, the Indian officials say, is recognition of the “distinct identity” of the Nagas, and will surely merit a major Constitutional amendment.
