The newly launched Terai-Madhesh Democratic Party submitted an 11-point demand to Prime Minister Girija Prasad Koirala on January 3. The demands put forth by the party include constitutional guarantee of autonomy with right to self determination for Terai-Madhesh region; declaring 42 people killed during last year's Madhesh agitation as martyrs; providing relief and compensation to injured; formation of a new independent commission to probe alleged atrocities during Madhesh agitation; recruitment of Madheshi people in Nepali Army proportional to their population; and allocation of budget based on population, among others. The party asked the government to fulfil the demands within two weeks or face protest agitation.

On January 4, Maoist aligned Young Communist League (YCL) cadres assaulted local traders in Khodpe Bazaar of Baitadi district for organising a vehicle strike in protest against the YCL atrocities. Quoting local police officials, Nepal News reports that the YCL cadres barged into the houses of businessmen and assaulted them. On January 5, the YCL cadres assaulted few more businessmen who were organising a protest against these attacks. Marketplaces and vehicular transport remained closed in Khodpe Bazaar from early morning. Few hours before the Khodpe Bazaar incident, Maoist chairman Prachanda had said that he had already asked the YCL ranks to stop violent activities.

Thousands of armed tribesmen of South Waziristan met in Wana on January 9, vowing to organise a Lashkar (army) to hunt down al Qaeda-linked militants blamed for killing nine of their kinsmen, Dawn reported. The tribal jirga (council) in Wana came three days after militants stormed two offices and killed nine tribal elders of a government-sponsored peace committee. The jirga ordered tribesmen from every household belonging to the Wazir tribe to come to Wana with arms to prepare for action, a local official said. "One man from each house should come to Wana with a gun at 10am on Thursday to plan our defence and act against those who are responsible for disorder," tribal chief Malik Ghaffar reportedly told the gathering.

They set ablaze to two Indian vehicles - one truck and a jeep – in the Jhapa district and an Indian truck at Biratnagar in the Morang district. Nepal News adds that marketplaces, educational institutions and industries remain largely closed and vehicular transport came to a halt in Siraha, Saptari, Bara, Parsa, Mahottari, Rautahat and Dhanusha districts. The clash ensued after the protesters staged demonstration outside Jaleshwor Stadium where Nepali Congress senior leader Sher Bahadur Deuba was addressing workers’ meeting. Protestors vandalised two vehicles ferrying the Nepali Congress cadres and also damaged nearby shops. Later, Nepali Congress district secretary, Bajranga Nepali, said four of their activists were injured when protestors attacked them at Jaleshwor while they were returning from the meeting in the evening.

In an e-mail sent to the media in Guwahati, ULFA chairman Arabindo Rajkhowa said the bandh has been called to protest against the arrest of Bordoloi and several other human rights activists. According to The News, at least 10 people were killed and six others injured when dozens of armed men belonging to the Khyber Agency-based Lashkar-e-Islam (LeI) attacked Shiekhan village on the outskirts of Peshawar, capital of the North West Frontier Province (NWFP) with rocket launchers and other sophisticated weapons before bulldozing a shrine and four houses on March 3. Some sources put the death toll at 16 and said 15 of the deceased were villagers. Police had to fire teargas shells to disperse hundreds of angry villagers who blocked the main Bara Road to register their protest against the LeI militants. "Dozens of armed men of Mangal Bagh-led militant organisation attacked Shiekhan village at around 11.30 am. The villagers, mostly unarmed and unprepared, resisted the assault that resulted into a fierce clash between the rival groups," said a police official. While the militants used rockets and mortar shells besides machineguns and AK-47 assault rifles, the villagers retaliated with rifles. The heavy fighting that continued for hours restricted hundreds of villagers in the nearby areas to their houses. Students in the local schools were also confined to their institutions. Before fleeing to their stronghold Bara in the Khyber Agency of FATA, the LeI militants bulldozed four houses and set ablaze a shrine after razing its building. The Mangal Bagh-led LeI group had reportedly warned the villagers against the stay of a saint, Pir Abdul Hakeem, in the Dani Baba Shrine. The saint is among six people, including a woman, who sustained injuries in the attack. The attack is the first by LeI in the settled part of Peshawar. Mangal Bagh, the head of the LeI, has been enforcing his own brand of Islam in his areas for about two years, according to Dawn. The injured persons include central member of the Nepal Student Union Rakesh Khatri, who is also working with local Routa Construction Company, Maoist supporter Nirmal Regmi, and Police Head Constable Prameshwor Yadav. The tenders which should have been registered in Lahan of the Siraha district had been transferred to Udaypur due to Maoist pressure. According to Ramesh Rai, Kathmandu-based construction entrepreneur, the Maoists have been turning back all constructors other than Maoist supporters from the DAO. "Their plan is to allow only pro-Maoists to register tender applications," he said. Amar Bahadur Khatri, a pioneer construction entrepreneur in the district, complained that local constructors were not allowed to register tenders.

Residents of the Neelam Valley in PoK shut shops and staged a demonstration on August 17 to protest against the presence of militants who carry out attacks in Jammu and Kashmir. It was the second such protest in Neelam Valley in one-and-half months, BBC Urdu Service reported. Traders at Athmuqam in Neelam Valley closed their shops for two hours and also held a rally. They alleged that the movement of militants in the area has increased and they feared that the truce along the LoC could collapse. The demonstrators called for peace along the LoC and demanded that authorities should purge the area of militants. The decision was made in a jirga (council) held at Labat High School with Pir Samiullah in the chair. Elders from the neighbouring areas also attended the jirga. The jirga said the educational institutes and health centres in the area should be opened soon. Safety committees at village level were also formed in the jirga. Around 500 armed men were deputed to guard the jirga. The tribal elders decided that neither Taliban nor security forces would be allowed to enter the area. Deputy Superintendent of Police Sanaullah Khan told Daily Times that a remote-controlled bomb exploded during the funeral of Syed Iqbal Shah at 11am. The bomb exploded on Bannu Road as the procession was headed for the Kotli Imam Graveyard. Thousands of people participated in a protest rally organised by the All Manipur Working Journalists Union, which has been agitating for the past eight days at Hafta Kangjeibung in the Imphal East district. The union organised the protest rally after the seven-day cease work by journalists failed to evoke any response to its demand for a judicial inquiry into the scribe’s murder. All daily papers have suspended publication since November 20 in support of the demand for a judicial inquiry and the employees are holding daily sit-ins.
