A former ‘commander’ of a local peace committee, Umar Gul, was killed allegedly by Tehreek-e-Taliban Pakistan (TTP) militants in Warki village of Tank District in Khyber Pakhtunkhwa in the night of January 4, reports Dawn. The beheaded body of Umar Gul was found in a nearby canal after he was taken away from his house by three militants. “Three persons took him last night and then left a chit beside his body, warning people not to participate in his funeral,” Police quoted a brother of the deceased as saying. A powerful bomb planted in a pick-up van exploded at a petrol station in Jamrud bazaar in Khyber Agency of Federally Administered Tribal Areas (FATA), killing 35 persons, four of them Khasadar personnel, and injuring 78 others on January 10, reports Dawn. The bomb was triggered by remote control. Senior Administration Official Shakeel Khan Umarzai, put the death toll at 35 and the number of injured at 69 while 11 of them were in critical condition. Officials said the pick-up was removed by the Khasadar personnel from near a vegetable market and parked at the fuel station, adjacent to a taxi stand. About an hour later, the pick-up exploded. The blast destroyed several kiosks, six vehicles and the filling station. Khyber Agency Administrator Mutahir Zeb said it appeared that Zakhakhel tribe which had formed a lashkar (militia) against Tehreek-e-Taliban Pakistan (TTP) militants in the area was the target. The incident could be a reaction to a military operation under way in Khyber Agency, particularly in Bara, added Mutahir Zeb. However, a TTP ‘spokesman’ who identified himself as Mohammad told by phone from an unspecified location that his organisation had not carried out the attack.

Haji Gul Miran, head of Akkakhel Amn Sarishtha (peace lashkar), told the media in Bara tehsil (revenue unit) of Khyber Agency in Federally Administered Tribal Areas (FATA) that efforts were afoot to clear the entire area of all militant groups and pave the way for a peaceful return of internally displaced families to their homes. “It was due to the ruthless behaviour of militants that thousands people were forced to flee their houses and take shelter in the inhospitable environs of Jalozai camp,” he added.

Clashes between tribesmen backed by Security Forces’ helicopter gunships and militants left at least nine persons dead and several others injured in Shawa tehsil (revenue unit) of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on April 19, reports Dawn. According to an official, the heavy gunfight between supporters of tribal elder Satar Qabalkhel and militant’s of Hafiz Gul Bahadur faction of Tehreek-e-Taliban (TTP) started at 6am and continued till 3pm. Later, helicopters were sent to pound the positions of militants who had besieged the Qabalkhel Wazir tribe. Addressing a joint press conference along with the leaders of different peace bodies at Malik Saad Police Lines in Peshawar on June 5, Superintendent of Police (SP) Shafiullah Khan urged the volunteers to continue activities against militants in their respective localities. During the press conference, Adezai Qaumi Lashkar was represented by Waqif Khan, Qari Sajid and Fazl Malik while Bazidkhel Qaumi Lashkar was represented by its head Fahimur Rehman. However, head of Adezai Qaumi Lashkar Dilawar Khan was not present on the occasion. He even expressed ignorance about the press conference when contacted by Dawn. The SP appreciated the role of peace bodies against militants in the rural areas of Peshawar and hoped that Police and volunteers would continue to coordinate with each other for elimination of terrorism. He said that peace bodies had been formed when Dr Suleman was Capital City Police Officer (CCPO) to check movement of anti-state and anti-social elements. Mr Khan said that at least 10 peace bodies had been formed in the past. All of them would be revived to keep close liaison with Police for maintenance of peace and pinpointing criminals and terrorists in their areas, he added. UN Secretary General's annual report (2011) released on June 11 on children and armed conflict said the Communist Party of India-Maoist (CPI-Maoist) recruit and indoctrinate children for children's squads and associations, particularly in Chhattisgarh and some Districts in adjoining States, reports The Times of India. This is part of the Maoist strategy for mass mobilization, the report said. It also pointed to recruitment of children by vigilante groups like the Salwa Judum (an anti-Maoist vigilante group). The report said, "In 2011, incidents of attacks on schools by Maoist armed groups continued to be reported." It quoted the Union home ministry statistics which showed that Maoists destroyed 258 school buildings, mostly in Chhattisgarh, Jharkhand and Bihar, between 2006 and November, 2011. "Government statistics indicate that the number of attacks on school buildings has declined progressively since 2009," the report said. Also, use of schools by security forces continued in 2011, it said. The Supreme Court, at least twice, ordered security forces to vacate schools in Chhattisgarh, most recently in November 18, 2011. "In January 2011, the Government of Chhattisgarh conceded that security forces were using 31 schools," it added. UN secretary general Ban Ki-moon recently sent the annual report to the Security Council.

At least 1,500 members of a local Taliban Shura (Council), tribal Maliks and clerics during a meeting at Islami Madressah Nezamia in Edek village, near Miranshah, decided that tribal people would avail the option to take refuge in Afghanistan if the government launches a military operation in North Waziristan. The chief of a peace committee, Maulvi Gul Ramzan, Mufti Saddiqullah, Taliban commanders and elders of Utmanzai tribe addressed the Jirga and declared that Utmanzai tribe was abiding by a peace agreement signed with the Government in February 2007 and would continue efforts for maintaining peace in the area, but the Government and SFs were violating the deal. “The peace agreement between the tribes and government is still intact. In case government starts a military operation the people of North Waziristan will migrate to Afghanistan,” it decided. “The Afghan Government is much better than the Pakistani government because at least women and children are not killed in drone strikes in the neighbouring country,” the speakers said, criticising the Government for not stopping American missile attacks.

Sources said dozens of LI militants planted explosives inside the houses of the two Shalobar lashkar members and detonated them, administrative official Muhammad Khalid said. "Successive explosions, which were heard far and wide, destroyed most parts of the houses of Qadir Khan and Jahangir, who had vacated their houses some time ago for fear of militant attack," Khalid added.
