A special meeting held at the Election Commission of Pakistan (ECP) on January 2 to discuss security-related issues for General Elections came to the conclusion that the army would be deployed at sensitive polling stations only, reports Dawn. The ECP in principle decided to allow candidates to bring along armed private security guards to polling stations. The meeting was presided over by Chief Election Commissioner Justice (retd) Fakhruddin G. Ebrahim and attended by the Federal Secretaries for Defence, Foreign Affairs, Establishment and States and Frontier Regions, the Additional Interior Secretary, Provincial Chief Secretaries and Inspector General of Police of provinces. A participant quoted Defence Secretary Lieutenant-General (retd) Asif Yasin Malik as saying it was not possible to provide army personnel for each of around 80,000 polling stations. In an apparent reaction to the CEC’s statements calling for deployment of Army at all the polling stations, he said 200,000 Army personnel could not be spared for this purpose. The secretary said two soldiers would be needed for every polling station as there would be at least two polling booths at each station. Besides, additional staff will be required for logistic and command arrangements. He pointed out that the Army was already engaged in defending the borders, besides deployment in the Federally Administered Tribal Areas (FATA) and providing security to the staff of some multinational companies.

Prospective candidates of political parties in Hangu District have so far restricted their election meetings to hujras (private guesthouses), while some of them have been demanding that elections should be held under the supervision of Army in this volatile District due to threat of Tehreek-e-Taliban Pakistan (TTP) attacks. Local people say that the decision by Ahle Sunnat Wal Jamaat to take part in the elections has brought a positive change in the political environment, but the threat of terrorism remains as usual. It may be recalled that in 2008 elections, TTP had forcibly taken away ballot boxes full of votes from Kahi, Shana Wari and Zargari areas and attacked A Police Station in Ghlo Chenna, while terming the elections un-Islamic.

Khyber Pakhtunkhwa (KP) authorities have declared 1,913 polling stations "more sensitive" and 3,213 polling stations "sensitive," The News reported on April 5. Voters will use the polling stations in the May 11 General Election. The provincial Police classified KP's polling stations as more sensitive, sensitive and normal. Peshawar had 625 more sensitive polling stations, more than any other location did. The Police declared 3,744 KP polling stations "normal." They recommended deploying two policemen at every normal polling station and six Policemen at every sensitive or more sensitive location. They also suggested deploying units of the provincial Rapid Response Force near polling stations.

According to a press release issued by Election Commission of Pakistan (ECP), the two discussed security arrangements pertaining to the general elections. During the meeting in Islamabad, General Kayani assured the CEC that the Army fully supported the efforts being made by the election commission to hold free, fair and credible elections in the country and that all possible assistance will be extended to create an environment conducive to achieve this objective. Justice (r) Ebrahim said that at this critical juncture of our history all the state organisations are expected to play their respective role to serve the national interest by holding transparent and peaceful elections as enshrined in the Constitution and as expected by the people. While the secular Awami National Party (ANP) and a number of religious parties seem set to vie for Pakhtun votes in Karachi (Karachi), the provincial capital of Sindh in the upcoming elections, the balance seems to be tilted in favour of the Fazlur Rehman-led Jamiat Ulema-e-Islam (JUI-F), which adheres to the puritan Deoband school of thought, analysts say on April 5, reports The News. With tens of thousands of Pushto-speaking people settled in Karachi and many of them registered voters now, the community will make a considerable impact on certain seats in the general elections. Former governor Sindh Lt Gen (retd) Moinuddin Haider is of the view that the election prospects of the Pakhtun nationalist ANP appear bleak in Karachi as its workers and leaders remain on the hit-list of the Tehreek-e-Taliban Pakistan (TTP), who adheres to the Deoband school of thought. The TTP and other militant groups have expanded their network in Karachi, especially in the Pashtun-dominated suburban neighborhoods, and have forced the ANP to wind up their operations. However, the JUI-F seems to be an indirect beneficiary of the ANP’s inability to move freely and carry out its election campaign. “In many Pakhtun-dominated pockets of Karachi, the ANP leaders and activists won’t even be able to enter to run their election campaigns,” Haider says.

An election tribunal on April 16 rejected the nomination papers of Former President General (retired) Pervez Musharraf from the only constituency where his eligibility to contest May 11 polls was accepted earlier, reports The Times of India. Musharraf has already been disqualified from three other constituencies from where he had filed nomination papers. After his candidature was rejected from Islamabad (Federal capital), Karachi (provincial capital of Sindh) and Kasur in Punjab province, Chitral in the Khyber Pakhtunkhwa held the only hope. But Musharraf's plans came to a naught as the poll tribunal of Peshawar High Court barred him. Musharraf's nomination papers were rejected following objections that he had subverted the Constitution by imposing emergency as Army Chief and had illegally placed judges under house arrest. Ahmed Raza Kasuri, Musharraf's counsel, said they would contest the decision in the High Court.

He said this indeed was a golden opportunity, which could usher in an era of true democratic values in the country. The COAS said that in his opinion, it is not merely retribution but awareness and participation of the masses that can truly end this “game of hide and seek between democracy and dictatorship”. “If we succeed in rising above all ethnic, linguistic and sectarian biases to vote solely on the basis of honesty, sincerity, merit and competence, there would be no reason to fear dictatorship or to grudge the inadequacies of our present democratic system,” he added. Gen Kayani said that the nation’s salvation resides in transforming the government into a true platform of public representation. “This would come to pass once the construct of public representation in Pakistan is oriented towards affording primacy and precedence to larger public interest over personal interests.” “Otherwise, may it be democracy or dictatorship; governance would continue to remain a means of self aggrandisement and that of plundering national wealth and resources,” he added. He assured that armed forces stand committed to wholeheartedly assist and support in the conduct of free, fair and peaceful elections, to the best of their capabilities and remaining within the confines of the constitution. He also assured that this support shall solely be aimed at strengthening democracy and rule of law in the country. In an effort to persuade people not to give in to terrorist threats, the Pakistan Ulema Council (PUC)'s recent fatwa declared voting a religious obligation. A military official said that security cameras had been installed where necessary. Armoured personnel carriers (APCs) will be used in most sensitive areas as and when required and aerial surveillance of these areas will also be conducted. Army’s sniffer dogs have been made available for security duties. He said Army troops had provided security cover since April 19 to five printing presses where 180 million ballot papers had been printed. They transported 650 tons of ballot papers to the districts concerned and their polling stations. 50 Army helicopters flew for 347 hours to transport the ballot papers. The official said 5,000 troops had been deployed in polling stations identified as most sensitive and indicated that the number could be increased overnight on the basis of assessment of threat by civil administrations in coordination with Army commanders of the areas and other authorities.

According to the polling scheme, polling would be held at 7,622 stations for 16 National Assembly (NA) and 26 provincial assembly seats and some 1,657 polling stations have been declared “highly sensitive”. In Punjab, by-elections would be held on seven NA seats, 15 provincial assembly seats and number of polling stations declared sensitive stands at 724 out of which high sensitive polling stations have been numbered at 297. In Sindh, by-elections would be held for three NA seats, four provincial assembly seats and number of polling stations declared highly sensitive stands at 819. In Khyber Pakhtunkhwa, by-elections would be held on five NA seats, four provincial assembly seats and 784 polling stations have been declared sensitive and 345 as highly sensitive. Dawn on August 23 reported that women voters were absent from the polling stations in some parts of the Khyber Pakhtunkhwa (KP) on August 22, because they were barred from polling either as a result of a ban imposed or an understanding between the contesting candidates that women voters should not be allowed to come out for voting on the pretext of social or cultural norms. The reports of women being barred from the polling process were received from various polling stations in Nowshera and Lakki-Marwat Districts of the Province. During a visit to various polling stations in Nowshera's NA-5, not even a single woman voter had turned out to cast her vote till the filing of this report and some locals suspected that there might have been an agreement between the contestants to bar female voters from casting their votes. Sources in Lakki-Marwat District also said that a local jirga (council) had entered into an agreement which barred women from polling in various polling stations in NA-27 constituency but so far no written agreement came into light. Meanwhile, similar reports were also received from Mianwali and Mandi Bahauddin Districts of Punjab Province.

He said the deployment process began on December 1, 2013. He said security arrangements were made after taking into account all security threats, including militants’ warnings. Colonel Tariq said army personnel played an important role in dispatching polling materials to 32 Districts of the province and for the purpose two helicopters were used.
