The Government will pay compensation to the families of 39 people who died in a US drone strike in North Waziristan Agency of Federally Administered Tribal Areas (FATA), Daily Times reported on March 27. Civilians and Police were among those killed when missiles hit a compound in Datta Khel, 40 kilometres west of Miranshah on March 17. Tribal administration official Asghar Khan said a compensation package was ready for the victims’ families. “Three hundred thousand rupees each will be paid to 39 families, while 100,000 rupees will be paid to six injured,” Khan said, adding that payments would commence from March 28. The Government pays compensation to Police and civilians who get killed in bomb blasts or terror attacks but this will be the first time that compensation has been paid to US drone attack victims.

The Government is set to announce a defence budget for the upcoming fiscal year that will be just over a quarter of its targeted tax revenues, though a careful analysis of the allocations suggests that the numbers understate the full costs of military spending. The ‘stated’ defence budget for the fiscal year ending June 30, 2012 is likely to be PKR 495 billion, an increase of PKR 53 billion or 12 per cent over the previous year’s ‘stated’ budget, a rate of increase that is nominally below inflation. This, however, masks actual defence expenditures in several ways, including transferring military pensions to civilian expenses and counting ‘security’ operations separately.

The Ministry of Defence sought an increase in the PKR 495 billion defence budget proposed by the Ministry of Finance to PKR 524 billion, or 18.4 per cent more than the budget for the outgoing fiscal year, The Express Tribune reported on May 12. After a briefing by the Ministry of Defence on 2012’s defence and security requirements, the chairperson of the National Assembly Standing Committee on Finance Fauzia Wahab said the proposed defence budget of PKR 495 billion might be increased keeping rising needs in mind. Wahab said the defence budget can be increased up to three per cent of the total size of the economy, while the proposed budget is 2.5 per cent of GDP. The defence ministry has also sought restoration of the Armed Forces Defence Programme that had an outlay of USD 1.5 billion (PKR 129 billion). The programme had been discontinued some years ago, which is creating problems, Wahab quoted the defence ministry as saying. “Both the committee and the Ministry of Defence have shown concerns over not fully funding military research that has undermined the defence system,” the chairperson said. The Ministry of Finance has proposed PKR 495 billion or a 12 per cent rise for next year’s defence budget. However, documents show that the Ministry of Defence wants this to be increased to PKR 524.3 billion, which is 18.4 per cent or Rs81.5 billion more than the defence budget of the outgoing fiscal year. For the current fiscal year the government had allocated PKR 442 billion. The Ministry of Defence has also sought PKR 202.4 billion for staff expenses, which is PKR 25.6 billion or 14.5 per cent more than the expenses in the outgoing fiscal year. The expenses are for the salary and allowances of military personnel, documents show. For operating defence expenses, the Ministry has asked for PKR 127.6 billion, which is PKR 18.3 billion or 16.7 per cent more than the outgoing year’s budget. The operating expenses comprise travel allowance, daily allowance, PIA fares, railways charges, repair of vehicles, telephone, stationary, ration, petroleum charges, military farms, medical stores and reimbursement of training charges.

The Federal Government has raised the defence budget by 11.36 percent by allocating PKR 495 billion for the country’s three Armed Forces in the upcoming financial year 2011-12 against the upward revised budget of PKR 444.495 billion in the outgoing fiscal year ending June 30. The Government had been requested by the armed forces to make an allocation of PKR 582 billion. But, the Ministry of Defence had proposed to the Finance Ministry an allocation of PKR 524 billion for the three armed forces – Pakistan Army, Pakistan Air Force and Pakistan Navy. However, keeping in view the tight fiscal space available with the Federal Government, a sum of PKR 495 billion has been earmarked for the armed forces in the upcoming fiscal year. Of the PKR 495 billion Defence budget, PKR 206.488 billion have been allocated for employees’ related expenditures, PKR 128.283 billion for operational expenses, PKR 117.59 billion for physical assets and PKR 42.637 billion for civil works. According to budget documents, in the fiscal year 2010-11 ending June 30, the Federal Government had allocated a sum of PKR 442 billion for the armed forces but due to certain reasons the allocation was subsequently increased to PKR 444.495 billion. Further, the Government will spend PKR 56 billion on internal security of the country during 2011-12 as the intensity of terrorist attacks, especially after the killing of al Qaeda ‘chief’ Osama bin Laden in Abbottabad, has made the job of the departments concerned more challenging. The projected allocation includes PKR 5.8 billion for various projects under the Public Sector Development Programme (PSDP).

The Finance Ministry is delaying in releasing funds to the Federally Administered Tribal Areas (FATA) Secretariat which has sought PKR 11 billion for creating 4,545 jobs, a National Assembly Committee was informed on December 2, reports Dawn. A FATA Secretariat Official informed the Standing Committee on State and Frontier Regions (Safron) that the Ministry had so far agreed to release funds for 1,000 posts but even those funds had not been released. In 2009, the FATA Secretariat initiated a case for the creation of 4,545 posts for which PKR 11 billion was demanded. Safron Secretary Habibullah Khan said that all formalities had been completed in this regard and only release of funds from the Finance Ministry was awaited. The members complained that neither funds were released nor appointments made in FATA. The situation, they said, was creating a sense of deprivation and frustration among the residents. The committee noted with concern that the Finance Ministry had released only PKR1 billion out of the approved development budget of PKR 15 billion during the current fiscal year. The committee was of the view that the provision of PKR 1.8 billion for strengthening ‘peace committees’ and lashkars (tribal militia) should be rationalised.

CM Amir Haider Hoti said good fortune has returned to Swat and people are once again living a peaceful and normal life. However, long-term peace will only be achieved when terrorists in Afghanistan and the tribal belt are completely eliminated. The CM laid the foundation stone of Excelsior College and Sangota Public School, which were destroyed by militants in 2008.
