The Sindh security administration found no existence of a total of 2,096 registered seminaries on ground which they believe were brought on Government record only to collect donations and funding from different sources, reports Dawn quoting Additional Inspector General of Police, Counter-Terrorism Department (CTD) Dr Sanaullah Abbasi on March 27. This has been revealed during a recent survey jointly carried out by police’s two units namely the Special Branch and the CTD. This ongoing survey was being conducted to ascertain the number of seminaries allegedly involved in promoting extremism and sectarianism in order to keep check on their activities.“We have detected a total of 2,096 seminaries, which on papers have been shown as registered in Sindh, but actually they are closed or are not available,” disclosed Dr Abbasi. The senior police officer described these seminaries as ‘ghost’ and said that they had been registered merely to get donations and funding from different sources.Out of such ghost seminaries, at least 639 seminaries have been detected in Karachi Division only followed by Hyderabad (843), Mirpurkhas (192), Sukkur (364) and Larkana divisions (58). The Police Counterterrorism Unit chief pointed out that there were a total of 10,222 seminaries in Sindh.

An inquiry Commission, led by Chief Justice of Pakistan Anwar Zaheer Jamali, on April 11 ruled out the involvement of the Inter-Services Intelligence (ISI) in the attack on journalist Hamid Mir on April 19, 2014, in Karachi, reports The Express Tribune. The 41-page report observed that allegations on ISI’s possible involvement in the attack were based on ‘suspicions, assumptions or apprehensions’.After investigating the incident for nine months, the inquiry commission drafted a report which stated that, prima facie, there was a tug of war among some journalists and the ISI, because some media persons had told the commission that the spy agency was unhappy with their reporting. The report also observed that there was a complete failure on the part of law enforcement agencies to investigate the attack. It mentioned that CCTV footage viewed during in-camera proceedings of the commission clearly showed two individuals at Karachi airport behaving in a suspicious manner at the time of Mir’s arrival. Despite this, law enforcement agencies were unable to catch actual culprits, it added.

the Joint Investigation Team report has found that People’s Amn Committee (PAC) leader Uzair Jan Baloch had worked for an Iranian intelligence agency, and it further recommended that he be tried by a military court for ‘espionage’, reports Dawn on May 2 (today). The JIT report signed by representatives of the Sindh Police, Rangers and Intelligence Agencies was sent to the Home Department on April 29, 2016, for “perusal and necessary action”. According to the JIT report, Uzair Baloch was involved in “espionage activities by providing secret information regarding army installations and officials to foreign agents (Iranian intelligence officers) which is a violation of the Official Secret Act 1923”. The report quoted him as telling the members of the JIT that he fled to Iran after the Rangers launched an operation in Karachi in 2013.

acting on a summary moved by the Sindh Home Department, Sindh Chief Minister Qaim Ali Shah on May 3 extended powers of paramilitary Rangers in Karachi for another 77 days, reports The Express Tribune. The government extended the Rangers’ powers with the same mandate, which the force has been enjoying since 2013. The special powers have been extended till July 19, 2016. With these additional powers, Rangers are allowed to seal exitentry points and conduct searches in all Districts of Karachi.

The Rangers' period of stay was extended as it was set to expire at midnight on May 3. The Provincial Government has been approving extension in the special powers of Rangers under Section4 of the Anti Terrorism Act 1997 for the last two years.

A total of 20,000 Policemen, including 8,000 for Karachi, will be added to the Sindh Police force to sustain peace, Sindh Chief Minister Qaim Ali Shah approved during the apex committee meeting in Karachi, the provincial capital of Sindh on May 12, reports The Express Tribune. Karachi Corps Commander Lieutenant General Naveed Mukhtar assured Shah that he will make the necessary arrangements to train the new recruits by the Pakistan Army. Shah was presiding over the meeting attended by Sindh Governor Dr Ishratul Ebad Khan, Rangers DirectorGeneral Bilal Akbar, acting Chief Secretary Rizwan Memon, Sindh Inspector general (IG) Allah Dino Khawaja and others at Chief Minister House. After thorough discussions, the participants agreed that peace in Karachi needs to be sustained and for that the Sindh Police need to be strengthened. These discussions followed presentations by the Rangers and Police chiefs on the performance of their forces and the challenges they face.

Chief of Army Staff (COAS) General Raheel Sharif on May 12, confirmed death sentences awarded to the five hardcore terrorists involved in the Safora Chowrangi bus attack last year in Karachi that killed and injured more than two dozen people belonging to Ismaili community, reports The Nation. According to Inter-Services Public Relations (ISPR), the convicts, active members of Al-Qaeda, were also involved in Improvised Explosive Device (IED) blast near Saleh Masjid, Karachi, and in the killing of a social worker, Sabeen Mahmud. The convicts, tried and convicted by military courts, are Tahir Hussain Minhas, Saad Aziz, Asad-ur-Rehman, Hafiz Nasir and Muhammad Azhar Ishrat. The ISPR said they were involved in the attack on a bus of Ismaili community at Safora Chowrangi, Karachi, which killed and injured more than two dozen passengers. They were also involved in attacks on Saleh Masjid, Karachi, killing a social worker, Sabeen, and law-enforcement agencies. The convicts confessed to their offences before the trial courts and all the five were awarded death sentences.

According to Citizen Police Liaison Committee (CPLC) official report, the criminal activities and street crimes are on the rise despite operation against the criminal elements by the law enforcement agencies (LEAs) in the metropolis in past six months,Daily Times reported on July 25. The report said the city witnessed around 233 murders during this period that makes 7/8 killings a day in the metropolis. The CPLC reported that 34 killings were recorded in January and 27 in February this year and the highest killing of 46 people in separate incidents occurred in March this year. There were 29 killings in the month of April and 47 in May while in June around 50 people were killed, the report said. According to the report, about 95 vehicles were stolen from different parts of metropolis while 796 stolen cases were reported to CPLC.The numbers of snatched motorcycles stood at 1,273 while 10,380 mobile phones were snatched besides 7,900 citizens were deprived of their wallets in street crimes whereas the victims of the criminal activity reported 9,211 cases to CPLC, the report said. According to CPLC, 140 incidents of street crimes and robberies were reported on daily basis in 2014 that further increased in 2015 to 163 incidents which were recorded on daily basis. The CPLC officials said that street crimes, including vehicles snatching, motorcycles and mobile phone theft were on higher side this year. The claims of City Police are declining in number of killings and other criminal activities remained same as these report were not correct, said CPLC.

After a significant drop in crime rate in the wake of Rangers-led operation in the city, the incidents of kidnapping, gang rape and riots have registered an alarming rise not only in Karachi but also in the rest of Sindh, Dawn reported on July 28 quoting data compiled by Counter-Terrorism Department (CTD). The data showed that 557 murders took place between January and July last year while 371 killings were reported during the same period this year, marking a difference of 186 lives. A total of 737 kidnappings took place in the city during last seven months this year as compared to 722 kidnappings during the same period last year, registering an increase of 15 cases. Since these kidnappings did not lead to payment of ransom as per Police’s terminology, the data was silent about the motive of the crime.The CTD head, Additional Inspector General of Police Dr Sanaullah Abbasi, told Dawn that most of the victims were women who were kidnapped for a host of reasons. Police had arrested 301 suspects involved in such kidnappings, he said. Police believed the incidents of kidnapping for ransom had dropped significantly as the data revealed that 32 incidents of kidnapping for ransom took place during seven months last year but this year so far, 15 such incidents had been reported. The other disturbing trend the data showed pertained to gang rape, with a total of 21 incidents reported during last seven months this year as compared to eight such incidents during the same period last year, a rise of 13 cases.

The Rangers authorities have revealed on July 27 that target killers in Karachi are receiving financial assistance from South Africa, Thailand and the United Kingdom, reports Daily Times. While briefing the Senate Standing Committee on Human Rights, the Rangers authorities informed that 7950 operations were conducted across the metropolis since September 2013. Around 6361 suspects were handed over to police and 221 were handed over to FIA and other law enforcement agencies. 1158 suspects were released without registration of the First Information Report (F.I.R), 1,313 were released on bail while 188 were convicted in various cases. A total of 1,236 alleged terrorists, 848 target killers, 403 extortionists and 143 kidnappers were among those arrested during these raids.Alleged target killers confessed to targeting 7224 persons in the city, the paramilitary Rangers stated. 1,313 operations were conducted against the Muttahida Qaumi Movement (MQM), 1,035 against Peoples Aman Committee and 28 operations were carried out against Awami National Party (ANP).The Rangers authorities further reported that there was an 80% decline in terror related incidents, 75% in target killings, 85% in extortion cases and 83% reduction in incidents of kidnapping. The report comes a day after two army men, Lance Naik Abdul Razzaq and Sepoy Khadmin Hussain were shot dead when motorcycle gunmen opened fire on their pick-up truck near parking plaza in Saddaq area of Karachi.

Under the National Action Plan (NAP), geo-tagging of 7,724 madrassas has been completed by Sindh Special Branch and the IT Branch, helping security agencies see the exact location of seminaries and maintain a strict watch on them, reports The Express Tribune. According to sources, of the total, 3,110 are in Karachi, 1,290 in Hyderabad, 750 in Mirpurkhas, 1,536 in Sukkur and 1,037 in Larkana Division. The sources said there are 10,030 madrassas in Sindh of which 2,309 madrassas were sealed under different allegations while 1,184 are yet to be registered.
