The plan of blowing up the offices of senior Police officers in Lahore, capital of Punjab province, was foiled when the Police recovered four high explosive bombs in the night of January 26. Police sources told The News that four bombs were recovered following a Police Rescue 15 call at around 8 pm. A senior Police officer said the bombs contained ball bearings weighing some three kilograms and time devices attached. The first bomb was recovered from outside the main gate of Senior Superintendent of Police (Operations) Office, opposite to the Civil Lines College. The second bomb was planted in a waste enclosure on Rettigan Road in the rear side of SSP (Operations) office. The third and fourth ones were hidden in a bucket of milk alongside the road on footpath and outside the office of Superintendent of Police (Operations) City Division. Another official said the bombs would have exploded at the difference of 10 minutes starting at 8:20 pm.

The three persons hail from the Northern Areas and were arrested on information received from some terrorists arrested earlier. The three were allegedly involved in attacking NATO supply trucks and came to Lahore to create unrest in the city.

Police claimed at least 12 terrorists, who appeared to be highly trained and used rocket launchers, hand-grenades and sophisticated automatic guns in the operation lasting about 30 minutes, were involved in the attack. The attackers subsequently escaped from the incident site after commandeering a car and rickshaw. Police found a large quantity of hand-grenades, rocket launchers, suicide jackets, plastic explosives, time devices, Kalashnikov rifles, pistols and walkie-talkies left at different places in a radius of a few furlongs by the attackers. Police also seized three hand-grenades, a time device and a Kalashnikov from the backyard of the house of a retired army officer and several other weapons from near the Alfatah Departmental Store in Makka Colony and other adjacent places. They also seized a car parked near the Liberty Park with a huge-quantity of grenades and Kalashnikovs.

Police’s Anti-Vehicle Lifting Staff with a secret agency officials gathered particulars of suspected terrorist Mursaleen alias Jamshaid, of Bazaar Ghulam Muhammad Thaikidarwala, Gujranwala. Police learnt that Mursaleen, who had got training from banned jihadi outfits, used to dispatch bombs and material used in explosives from different lorry stands in Gujranwala and Lahore to Miranshah in North Waziristan to al Qaeda activists.

Intelligence agencies on March 31 arrested five alleged terrorists from three different localities and around 50 suspects from across Lahore for their alleged links to the terrorist attack on the Police Training School in Manawan on March 30. Explosives, fake National Identity Cards, passports and other material were recovered from the arrested accused, The News reported. Sources said security agencies conducted several raids across Lahore and arrested more than 50 suspects and five terrorists. The alleged terrorists were arrested from Bhatti Gate, Nishtar Colony and Hurbanspura and explosives and detonators were seized from their custody. The other suspects have primarily been arrested from villages situated near the Indian border. The suspected terrorists had been living in rented rooms in various localities for the past 15 days.

Sukhera said 27 people, including 11 Policemen, died in the attack. The AP news agency reported that “several intelligence agents” were among the dead. Sukhera said nobody had claimed responsibility for the attack. A nearby filling station was totally destroyed and several car showrooms damaged. The ceilings of several operating rooms in a nearby hospital caved in, and windows of buildings in a two-kilometre radius were shattered. Most of the outer wall of the ISI office was destroyed and the building partially damaged, while the CCPO’s office was also damaged.

The Lahore Police on June 29 claimed arresting seven terrorists linked to the Jaish-e-Mohammed (JeM) and Tehreek-e-Taliban Pakistan and recovering explosives and weapons, Daily Times reported. According to a handout by the Capital City Police office, the Police arrested the terrorists from T-4 Ali Park, Bund Road Lahore after a brief exchange of fire. It said the men planned to launch terrorist attacks in the city. The handout said the suspects were arrested at a check-post near Shera Kot bus station. They were identified as Karim Bukhsh, Abdul Rehman, Muhammad Younas, Shafaqat Farooqi and Hafiz Muhammad Ijaz. The police said two rifles, three pistols, 22 kilograms of explosives and bullets were recovered. It also said the arrested suspects informed Police about their three accomplices residing in the Bund Road area. The Police subsequently raided their hideout and arrested Shehzad and Ijaz Mahmood. However, Muhammad Ramazan, a resident of Rahim Yar Khan, managed to escape. The Police recovered 12 kg of explosives from the suspects’ hideout.

Quoting sources in the security agencies, a private TV channel reported on August 10 that two suspected terrorists, identified as Muhammad Ayub and Qamar Abbas, were arrested from Bhakkar. Separately, two unidentified terrorists were arrested from Sargodha and two suicide jackets and explosives seized. In the third raid, two suspected terrorists from Dera Ghazi Khan and one from Multan were arrested. Sources said the arrested men had been shifted to Lahore for investigation. They said a crackdown was underway against banned outfits across the Punjab province following the Mian Channu bomb blast in July 2009 - in which seven people were killed – that was blamed on Master Riaz, an alleged operative of the Tehrik-e-Taliban Pakistan.

According to the channel, Islamabad Police arrested two terrorists, identified as Mubashar Mahboob and Abdullah, from the Shalimar Police precincts and recovered pistols, suicide jackets and hand grenades. Further, the Lahore Police arrested five terrorists, including Maulvi Siddique, from Walton Road, another from the Miani Sahib graveyard and three others from Shahdra. Police sources said Siddique was injured when he was arrested and is believed to have participated in the attack on the FIA building. Police recovered two pistols and a fake police identity card from him. Three others were arrested in a raid on a seminary in Shahdrah. In addition, Peshawar Police in NWFP arrested 48 suspects in the ongoing crackdown on Afghan refugees from various areas of the provincial capital.

At least 19 persons, including 14 Security Force (SF) personnel, were killed and 41 others sustained injuries in three separate terrorist attacks in Lahore, capital of Punjab province, on October 15, The News reported. All nine attackers were also shot dead by the SFs, officials said. The attacks were carried out at the Federal Investigation Agency (FIA) building on the Temple Road, the Manawan Police Training Centre and the Elite Police Academy on the Bedian Road. The District Emergency Control Room reportedly received the first call of a terrorist attack at 9:40am (PST) on the FIA building. After 15-16 minutes, the control room received other calls of attacks on the Manawan Police Training Centre and the Elite Police Training Academy at 9:55am and 9:56am, respectively. In the first attack, a terrorist wearing an explosive vest attacked the FIA offices. The assailant reportedly opened indiscriminate fire at the people, killing six persons, including two FIA inspectors, on the spot. Police cordoned off the building and subsequently killed the terrorist. Police recovered a hand-grenade, seven chambers, some dry fruit and an explosive vest from the possession of the terrorist. The Police also arrested a suspected youth, aged around 20, from near the FIA building. However, Daily Times reported that at least three terrorists attacked the FIA building, killing seven people. A witness said the attackers shot dead two SF personnel, and entered the premises. FIA personnel inside the compound killed one of the terrorists, while FIA sources said one of the attackers was arrested. AFP reported that one of the gunmen escaped. In the second attack, four terrorists stormed the Elite Force Training Centre and an encounter continued till afternoon until the SFs killed the two attackers and freed a family they were holding hostage. Two other attackers blew themselves up, Police said. The General Officer Commanding (GOC) Lahore, Major General Shafaqat Ahmed, told journalists that the Pakistan Army and Police carried out a successful operation and the training centre had been cleared of terrorists. The SFs killed two out of four terrorists — one at the main gate the other on the rooftop of a building. The other two terrorists blew themselves up. An Assistant Sub-Inspector of Police, Ghulam Jaffar, and a civilian, Adil, were killed and seven Policemen were wounded in the attack. The attackers of the Manawan Police Training School, wearing Police-like camouflage fatigues, lobbed a grenade and opened indiscriminate fire at the trainees, killing 11 Policemen and a civilian and injuring 34 Policemen. However, Daily Times reported that nine Policemen died and 60 were injured when four attackers wearing suicide jackets attacked the compound. Three of the men blew themselves up, while one was subsequently killed by the Police. This is the second terrorist on the Manawan Police Training School. On March 30, 2009, eight police recruits and a civilian were killed when a group of 10 terrorists attacked the training facility.

The accused belong to the Tehrik-e-Taliban’s Amjad Farooqi Group. Further, the Margalla Police raided the office of the Hizbut Tahrir in Islamabad and arrested 35 persons. According to eyewitnesses, the attacker was travelling in a car with an alleged accomplice. Upon being stopped by Police for a routine inspection, the man got out of the car’s passenger seat and detonated his suicide jacket, injuring 25 persons, including the car’s driver. Civil Defence District Officer Mazhar Hussain told Daily Times that eight to 10 kilograms of explosive material had been used in the attack. Mazhar said the terrorist’s head was found some 30 yards from the blast site. He said the attacker’s face was scarred but recognisable, adding the attacker seemed to be 18. Police officials said the car was packed with huge quantities of explosives and "could have caused a catastrophe" had it entered the city, AFP reported. Official sources said the injured included five Policemen, who were in critical condition.

Iqbal Town Superintendent of Police (SP) Ali Nasir Rizvi told Daily Times that a head and limbs recovered from the site of the blasts are believed to be of two suicide attackers, who according to initial reports were not more than 18 years old and belonged to southern Punjab. Civil Defence District Officer Mazhar Ahmed while talking to Daily Times supported the version of the SP and termed both attacks as suicide bombings. He said the material used in the twin blasts included ball bearings that are used in suicide vests. Mazhar said that 10 kilogrammes of explosives were used in the blasts. He said there was also possibility that some hand grenades were also used in the blasts, which targeted the building in a 150-yard radius.
