Three special courts were formed on January 1 in accordance with the Protection of Pakistan Act (PPA) to preside over cases relating to terrorism,reports Daily Times. Five special courts are to be formed in total. The three courts have been formed in Peshawar (Khyber Pakhtunkhwa), Lahore (Punjab) and Quetta (Balochistan) in accordance with the PPA passed by parliament in order to curb rising militancy in the country. Judge Mukarrab Khan will head the special court in Lahore, Judge Zafar Khosa in Quetta and judge Anwar Ali Khan will preside over the court in Peshawar. As many as five special courts are to be formed whereas the next phase will focus on establishing special courts in Islamabad and Sindh.

Lahore High Court (lLHC) Division Bench on January 15 dismissed a withdrawn petition of a condemned prisoner, Ikramul Haq, alias Lahori, challenging his death warrants, reports Dawn. A Faisalabad Anti-Terrorism Court (ATC) had reissued the warrants after the convict failed to prove reconciliation with the complainant party. The convict’s counsel pleaded in the petition that the complainant party wanted to record statement in the High Court. However, he said, the trial court reissued the death warrants of the convict and execution was fixed for January 17, 2015.

Ikramul Haq, a convicted terrorist belonging to Sipah-e-Sahaba Pakistan (SSP), was hanged till death at Kot Lakhpat Central Jail in provincial capital Lahore on January 17 (today), reported Dawn. He was accused of killing a Shia man, identified as Nayyar Abbas, at an Imambargah in Shorkot area of Jhang District in 2001. Haq was scheduled to be hung earlier on January 8, 2014 but the execution was delayed at the eleventh hour after an agreement between the plaintiff and the defendant was produced before the magistrate. Later, the condemned prisoner and the plaintiff parties were asked to approach the Anti-Terrorism Court for confirmation of the agreement, pardoning Haq. Out of eight family members of the deceased Abbas, only his two brothers and a sister appeared before the judge, hence the court refused to accept the agreement and upheld its decision of death sentence to the convict. So far, a total of 19 terrorists have been hanged. These include, a total of seven in the year 2014 (two on December 19, four on December 21, one on December 30). At least 12 terrorists have been hanged so far in 2015 (two on January 7, seven on January 13, two on January 15 and one on January 17).

An anti-terrorism court in Lahore on January 30 awarded death sentence on 47 counts to three terrorists involved in attacking buildings of the Police Emergency Service (15) and an intelligence agency, reports Dawn. The court also awarded life imprisonment to each convict and imposed a collective fine of PKR 25.35 million. The Civil Lines police had registered a case against Abid Akram, Sarfraz and Shabbir for attacking the offices of the Police and intelligence agency on May 27, 2009. At least 26 personnel were killed and 337 injured in the attack.

A Division Bench of the Lahore High Court (LHC), Multan Bench, on February 3 rejected the appeals of two Tehreek-e-Taliban Pakistan (TTP) convicts, identified as Behram Khan alias Sufi Baba and Omar Fidai, who were involved in the bomb blast at Darbar Hazrat Sakhi Sarwar in Dera Ghazi Khan District on April 3, 2011, reports The News. The appellants had filed separate appeals against the Anti Terrorism Court’s (ATC) decision to award death sentence on 105 counts to Behram Khan besides life imprisonment on three counts and 10-year jail on 73 counts. The court had also fined him PKR 129.6 million. Omar Fidai had been awarded life imprisonment on 106 counts and fined PR 129.6 million.

The Islamabad High Court on March 9 upheld the death sentence of Malik Mumtaz Qadri, the killer of former Punjab Governor Salmaan Taseer, and struck down terrorism charges, reports Daily Times. Qadri was a bodyguard of Taseer and was convicted of shooting him dead in Islamabad on January 4, 2011. Anti-Terrorism Court handed down double death sentences for murder and terrorism to Qadri in late 2011. He appealed the sentences, but IHC upheld the murder sentence - though it struck down the sentence for terrorism. Judges Noorul Haq Qureshi and Shaukat Aziz Siddiqui dismissed the appeal over the murder charge. But they also set aside Qadri’s conviction on terrorism charges, which means it is highly unlikely he will be sent to the gallows any time soon. Qadri’s lawyer Mian Nazeer said they had not yet decided about appealing the Supreme Court, but were pleased with the ruling on the terrorism charges. “We have got relief by this decision. Charges against Qadri under provision seven of Anti-Terrorism Act have been dropped,” Nazeer said.

A triple murder convict, Muhammad Siddique, was hanged till death in District Jail Toba Tek Singh on March 12 (today), reported Dawn. Siddique was convicted for killing three men who were hooting at a theater dance performance in 2004. The convict was a security guard at the theatre. It was the first ever hanging at the Toba Tek Singh District Jail, functional since 2007. Anti-Terrorism Court (ATC), Faisalabad had found him guilty of murders and awarded death sentence six times to the convict on May 16, 2005. The convict had submitted appeals before the Lahore High Court and the Supreme Court of Pakistan, which were rejected subsequently. President of Pakistan Mamnoon Hussain had also rejected his mercy petition. Following the rejection of mercy appeal, the ATC had issued his death warrant.

At least 11 more prisoners were hanged till death in various prisones of Punjab on March 18, taking the number of executions over the past two days to 23, reports The News. Earlier it was reported that nine prisoners were executed. The latest round in Punjab executions brings the total number of convicts hanged since the Government resumed capital punishment in December 2014 to 50. According to details, two prisoners, identified as Saeed Ahmad and Shafqat Ali were hanged at the District Jail in Faisalabad. They had been awarded the death penalty by a District Court over a double murder committed on March 23, 1998 in Nankana Sahib District of the Province. Two more death row prisoners Ghulam Muhammad and Zakir Hussain, were executed at District Jail Jhang. Ghulam Muhammad had killed his brother-in-law, Mustafa, in 2000 over a family dispute, while Zakir Hussain killed Zulfiqar over the custodianship of a shrine in 1998. In Rawalpindi District, two death row inmates, identified as Shaukat and Muhammad Shabbir, were hanged for murdering a person over enmity. Also, a murder convict, Tahir Bashir, was also hanged till death at Kot Lakhpat Jail in Lahore District. He had shot dead Arshad Ali in Sabzazar over a minor dispute in 2000. It was the first execution of a death row prisoner in Lahore in a case not involving terrorism charges. In addition, one Asad Khan, who shot dead three people including a woman in Khushab District over a marriage dispute in 2002, was executed in Attock District. Another killer, identified as Ahmed Nawaz of Chakrala was executed at Mianwali’s Central Jail. He had been sentenced to death for killing a person in 1998.

The Lahore High Court (LHC) on March 26 ordered the Punjab Government to make a decision regarding the detention of Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attack (also known as 26/11) Zakiur Rehman Lakhvi within five days, reports Dawn. Lakhvi had submitted an application in the LHC with two pleas, one which challenged his detention and the other regarding contempt of court against the Federal and Provincial Governments. He had adopted the stance that his detention was illegal and in contempt of Islamabad High Court's (IHC) ruling. The application also said that the Punjab Home Secretary should be bound to end his detention. The petition sought the court's direction for the Punjab home secretary to decide the matter of Lakhvi's detention in the light of an order, earlier passed by IHC. The IHC on March 13, 2015, had set aside third-time detention of Lakhvi and ordered the authorities to release him immediately. However, before his release, the Okara District Coordination Officer (DCO) on March 14, 2015, had issued a fresh detention order against Lakhvi.

The Lahore High Court (LHC) on April 7 directed the Punjab Government to produce sensitive reports regarding Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attacks (also known as 26/11) Zakiur Rehman Lakhvi, reports Dawn. The court was hearing petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. Advocate Raja Rizwan Abbasi argued that the petitioner, in light of court’s direction, had filed a representation with the Home Secretary against his detention. However, he said, the secretary dismissed the representation and upheld the 30-day detention order issued by the Okara DCO. The counsel pleaded that a person could not be detained beyond 90 days without obtaining an order from review board. A provincial review board comprises judges of the high court. He pointed out that the trial court had released the petitioner on bail in December 2014, however, the Islamabad District Magistrate issued detention order against him. Later, he said, Islamabad High Court had set aside the petitioner’s detention and ordered the government to release him. However, another detention order was issued by the Okara DCO and the petitioner was not released, the counsel added. He asked the court to strike down the impugned order and order the government to release the petitioner. The court directed the government’s counsel to submit record of secret documents about activities of Lakhvi on April 9, 2015.

The Lahore High Court on April 9 dismissed the detention orders of Lashkar-e-Taiba 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks Zakiur Rehman Lakhvi, and ordered his release, reports Dawn. The court was hearing a petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. The Punjab Government had previously maintained the stance that Lakhvi has been detained based on 'sensitive information' provided by Intelligence Agencies. Justice Anwarul Haq had directed the government's counsel to submit records of the information to the court, which was also presented in the Islamabad High Court (IHC) on which the IHC had ordered Lakhvi's bail. The court upheld the stance that if this sensitive information was reliable, the IHC would not have accepted Lakhvi's bail. Therefore, the LHC ordered Lakhvi's release based on the lack of reliability of the sensitive information provided and directed the accused to pay PKR 20 lakhs in surety bonds to Adiala Jail in Rawalpindi District.

According to details, in Punjab, three death row prisoners, identified as Nizamuddin, Muhammad Yasin and Azam, were hanged till death in Central and District jails of Faisalabad. Nizamuddin and Muhammad Yasin were convicted of killing three persons each in 1998 while Azam had killed seven people including mother-in-law and father-in-law in 2004. Also, three prisoners were hanged till death in Central Jail Gujranwala in Gujranwala District. Two convicted prisoners were hanged to death in Kot Lakhpat Jail of Lahore District. Sources said one of the convicts Allarakha had killed Tufail in Kasur District in 1996. Another two prisoners were sent to gallows in District Jail Sialkot in Sialkot District. Luqman and Salim had sexually assaulted a girl in 1999. In another hanging, one condemned prisoner was executed in Central Jail Sahiwal in Sahiwal Distirct. Lahore High Court (LHC) issued a notice to the Federal Government on August 10 on a petition filed by Lashkar-e-Taiba (LeT) founder and Jama'at-ud-Dawa (JuD) 'chief' Hafiz Muhammad Saeed against the screening of an Indian movie, Phantom, in Pakistan, reports The Express Tribune. He said the film targeted the JuD and sought to harm the integrity of Pakistan. Justice Shahid Bilal Hasan directed the Federal Government to file its reply before the next hearing on August 13, 2015. Advocate AK Dogar, the counsel for Saeed, requested the court to issue a stay order against the screening but the judge said it was necessary to first hear the respondent. A JuD 'spokesperson' and Saeed’s brother-in-law, Hafiz Abdul Rehman Makki, attended the court proceedings. Responding to a query after the proceedings, Makki said they wanted the film to be banned on every forum, including the internet, cinemas and DVDs.

An anti-terrorism court (ATC) in Lahore on August 16 awarded life term to an al Qaeda member Khurram Shahzad, with an order to confiscate his entire property, reports Daily Times. The verdict came on a charge sheet submitted by the Counter Terrorism Department (CTD) Lahore. The convict, a resident of Rawalpindi, was arrested by the CTD from Lorry Ara on May 13, with recovery of a hand-grenade and 10 kilograms of explosive material from him. Shahzad also confessed that he had planted a bomb in the washroom of a bus stand that was recovered by the CTD officials. The charge sheet and prosecution revealed that the convict belonged to al Qaeda and was involved in transporting arms, ammunition and explosives to carry out attacks across the country.
