Religious parties in Gilgit and Diamer Districts, including the Ahle Sunnat Waljamat (ASWJ) and Jamaat-e-Islami (JI), on May 7 called for a new and ‘acceptable’ governing system for the region, terming the existing Gilgit Baltistan (GB) Empowerment and Self-Governance Order 2009 ‘biased’, reports Express Tribune. “The existing governance system is unacceptable to us as it has deprived us of our rights,” ASWJ GB chief Qazi Nisar Ahmed told journalists in Gilgit. He accused Chief Minister Mehdi Shah for being biased in favour of a particular sect. “Families of the Sunnis killed were paid Rs 100,000 each while others killed in similar instances were paid Rs 2 million each,” he alleged. GB JI chief Abdul Sami said the strike was meant to protest the 2009 Order and draw the attention of whoever forms the new government following the elections on May 11. A ‘token strike’ was called by parties to register their reservations against the order promulgated by the Pakistan People’s Party (PPP) government in 2009. Under the order, elections were held in GB for the first time in history and a Chief Minister and Governor were elected and the PPP became the ruling party. GB was made a de facto province but not under the Constitution. During the strike, protesters carried banners and dispersed peacefully later. However, in a precautionary move all educational institutions, markets, cellular services and the Karakoram Highway remained closed on the Government’s orders. Qazi Nisar Ahmed condemned the mobile phone restriction, arguing it was a non-violent ‘token strike’ against the self-governance order.

Gilgit Inspector General Usman Zakria on June 26 claimed that 15 terrorists involved in the killing of foreign tourists at Nanga Parbat base camp had been identified, reports Daily Times. He said the terrorists belonged to banned organisations – 10 of whom were from Diamer, three from Kohistan and two from Mansehra. The chief secretary said that terrorists were present in batches along the mountainous regions. Zakria said Majeed, the mastermind of the attack on foreign tourists, belongs to Chalas. Attackers dressed in Police uniforms stormed a base camp at the foot of Nanga Parbat, shooting dead 10 foreign climbers and a Pakistani guide at point-blank range on June 23.

Tehreek-e-Taliban Pakistan (TTP) on August 6 claimed responsibility of killing three security personnel including a Senior Superintendent of Police (SSP-Diamer), Muhammad Hilal, and two Army officers, identified as Colonel Ghulam Mustafa and Captain Ashfaq Aziz, at Rohni in the Chilas area of Gilgit Baltistan, reports Daily Times. These security officials were investigating June 23 Nanga Parbat massacre of foreign climbers. Diamer SSP Hilal Ahmad was returning from the DC House along with Colonel Ghulam Mustafa and Captain Ashfaq Aziz when unidentified gunmen opened fire on their vehicle. “Though no major arrests have been made so far related to the June 23 shooting of foreigners, these officials were investigating the killings of foreigners,” an unnamed senior security official said. According to the TTP spokesperson, the outfit’s subsidiary group Janood-e-Hafsa is behind the attack.

Jail authorities in Gilgit-Baltistan said on September 3 that extraordinary security measures have been put in place to avoid any untoward incident as eight prisoners were shifted from Gilgit prison to Ghizer jail, reports The Express Tribune. Inspector General (Prisons) Wasil Khan said that law-enforcement agencies deployed around the jail and Policemen have also been placed at the disposal of jail authorities to ensure that the inmates live in a peaceful atmosphere. The official said situation in the whole country was not hidden and since the most of prisoners are facing cases in sectarian violence so enhancing security was need of hour. He said paramilitary troops, including GB Scouts, Punjab Rangers, Frontier Constabulary and GB Police, have been deployed at the security of jails.

Senate’s Standing Committee on Foreign Relations while putting forward an investigation report on the June 22, 2013 Nanga Parbat massacre disclosed on November 19 that the assassins who killed 11 foreign tourists wanted to kidnap them for ransom, reports The Express Tribune. Home Secretary Gilgit-Baltistan Doctor Attaur Rehman said that the militants had not planned to kill the tourists but, instead, wanted to kidnap the group to demand ransom. However, one of the militants fired at them, killing ten of them and their cook. The Home Secretary further revealed that the incident was not sectarian in nature and aimed exclusively at terrorising. “Most of the culprits of these gruesome incidents have direct or indirect links with the militants in the tribal areas and some of them even have been part of militant activities in Afghanistan,” he added. Rehman also informed the Committee that a significant number of youngsters from Gilgit Baltistan were now moving toward the tribal areas. He dubbed their move as ‘suspicious’ and added that the administration had prepared a list of such youth and was keeping a watchful eye on them. “We have warned them and their parents a number of times about the suspicious activities,” said the home Secretary. “Action against them will be taken once concrete evidence is available,” he added. He stated that four out of 11 militants who massacred the foreign tourists had been arrested. Six others were arrested in connection with the killing of Senior Superintendent Police, Diamer, one Army Colonel and one Army Major who were investigating the shooting of the tourists. He informed the committee that the arrested persons were being tried under the Anti-Terrorist Act and a complete challan will be submitted within days.
