Pakistan on January 15, released, Hafiz Mohibullah, member of a Taliban political commission, who was taken into custody from Peshawar, provincial capital of Khyber Pakhtunkhwa (KP) a few days ago, Taliban sources said, reports Daily Times. Hafiz Mohibullah has taken part in several rounds of peace talks. Taliban officials said they do not know as to why he was arrested at a time when Taliban and the US were engaged in talks to find out a political solution to the Afghan conflict. Meanwhile, Afghan Taliban warned on January 15, that they would be forced to stall all talks and negotiations if US refused to discuss withdrawal of foreign forces from Afghanistan. A Taliban statement said the US is ‘backing away’ from the agenda and is unilaterally adding new subjects besides using pressure tactics. The Taliban said they have kept all channels open for a political solution and designated political office in Doha for all contacts. “Every country seeking to lend a hand in finding a peaceful solution to the Afghan issue can contact the political office and are welcomed by the Islamic Emirate. This issue can neither be solved through pressure or tactical maneuvering of anyone nor is it acceptable for anyone to use the issue of Afghanistan for strengthening ties or furthering their own interests,” the statement said.

Spokesman for the Khyber Pakhtunkhwa provincial Government Ajmal Wazir, on January 30, said the Internally Displaced Persons (IDP) will be shifted from Bakakhel Camp to their homes in North Waziristan tribal District within two months, reports Dawn. Addressing a news conference in Peshawar, the spokesman said Chief Minister Mahmood Khan had directed authorities to address issues of IDPs and ensure provision of basic facilities in the camp.

The Secretary of Defence Production Lieutenant General(retd) Muhammad Ijaz Chaudhry on February 12 accepted that jackets purchased for the Khyber Pakhtunkhwa (KP) Police were not bulletproof due to which many officials have lost their lives, reports The Express Tribune.He made this revelation while addressing the Senate’s Standing Committee on Defence Production presided by the committee Chairman Lieutenant General (retd) Abdul Qayyum. Officials informed the committee that though a budget of PKR 99 billion had been requested for the current financial year, only PKR 72 billion have been allocated.Secretary Lt General (retd) Muhammad Ijaz Chaudhry informed the panel that the jackets were purchased from private organisations but heavy losses were incurred since they turned out to be not bulletproof. He said the Inspector General (IG) of KP Police Malik Naveed has been arrested in this case.

Hundreds of Khasadars and Levies personnel on March 7 staged a protest rally against deployment of Police in Ghalanai, the District Headquarter of Mohmand District in Khyber Pakhtunkhwa Province, reports Dawn. Speaking on the occasion, representatives of Khasadar force said that 100 Khasadar personnel had been martyred and at least 40 were disabled or injured during the war against terror in Mohmand District.The Khasadar personnel said that they presented their services for polio campaigns, census duty and in case of floods and other disasters in the area. They said that they maintained law and order since the British regime in the tribal district. They said that they would not accept the police system in the area and their movement would continue till acceptance of their genuine demands. They also demanded incentives and resources equal to that of police in the tribal district.

At least three persons, including two Policemen, were injured in an improvised explosive device (IED) explosion near a police vehicle inParowa area of Dera Ismail Khan District in Khyber Pakhtunkhwa on March 18, reports Dawn.The police van was on a routine patrol in Parowa area, which borders Dera Ghazi Khan, when the bomb planted on a bicycle went off, Dera Ismail KhanDistrict Police Office (DPO) Saleem Riaz said.As a result of the blast, two Police officials including a sub-inspector and a passer-by sustained injuries. DPO Riaz said eight kilogrammes of explosives had been used in the IED that targeted the Police vehicle.

Police and Security Forces (SFs) personnel killed five Tehreek-e-Taliban Pakistan (TTP) militants holed up in a house in E-sector of Phase-VII in Hayatabad area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, on April 16 after a fierce gun battle lasting over 17 hours, reports Dawn. One Police officer also killed during the gun battle. The TTP in an email message issued claimed that six of its members were involved in the gunfight with law enforcement personnel. The gun battle started at 7.30pm on April 15-evening as Police tried to enter the house in E-sector during an intelligence-based operation (IBO). Assistant Sub-Inspector Qamar Alam lost his life while trying to enter the house. A terrorist was also killed during an initial exchange of fire that triggered a fierce gunfight which continued till the killing of the four remaining terrorists around April 16-noon. Two SFs personnel and two civilians, including a woman, were injured during the gunfight. The Bomb Disposal Squad (BDUS) during the clearance found an explosives-rigged bike on the ground floor, which was connected with explosive materials planted in the basement of the house. The BDU destroyed the bike with an explosive charge, which brought down the two-storey house. “The house and bike were rigged with about 60kg explosives, which had been destroyed with a 250-gram explosive charge,” BDU chief Assistant Inspector General of Police (AIG) Shafqat Malik said.

Meanwhile, the KP Police have increased deployment for polio vaccination campaign security following fatal attacks on two Policemen accompanying inoculators in the last few days. Assistant Sub-Inspector (ASI) Imran and Constable Zafar Ali Jan were killed in Bannu (April 23) and Buner (April 24) respectively. Owing to the polio vaccine scare and attacks on Policemen guarding to polio teams, KP Inspector General (IG) Dr Muhammad Naeem has ordered enhancing deployment for security of the vaccination drive. In Peshawar, at least 3,000 Policemen have been assigned security duties for anti-polio campaign, Peshawar Police spokesperson Muhammad Ilyas said.

Three soldiers were killed and seven others injured when a group of 60 to 70 terrorists from bases in Afghanistan attacked Pakistan Army troops undertaking fencing efforts along the Pak-Afghan border in Alwara area of North Waziristan District on May 1, reports Daily Times. The Inter-Services Public Relations (ISPR) statement said “The attack was effectively responded and repulsed by troops in the area. Scores of terrorists were killed and injured. In exchange of fire, three soldiers – Lance Naik Ali, Lance Naik Nazeer and Sepoy Imdad Ullah – embraced martyrdom. Seven other soldiers were injured”.“While Pakistan’s security forces are solidifying border security through fencing and construction of forts to deny liberty of action to the terrorists, Afghan security forces and the authorities need to have more effective control in border region to support Pakistan’s efforts as well as deny use of Afghan soil against Pakistan,” the ISPR stated. “Pakistan’s fencing efforts will continue despite all such impediments,” it asserted.

A statement issued by the Inter-Services Public Relations (ISPR) said “Troops at the checkpost exercised maximum restraint in the face of provocation and direct firing on the post. Due to firing of the group, five army soldiers got injured. In exchange of fire, three individuals who attacked the post lost their lives and 10 got injured. All injured have been evacuated to army hospital for treatment,” the ISPR stated, adding that Ali Wazir along with eight individuals has been arrested, while Mohsin Dawar is at large after inciting the crowd. According to the ISPR, the aim of the attack at the checkpost was to exert pressure for the release of a suspected facilitator of terrorists arrested the other day. On May 6, a first information report (FIR) had been registered against members of the PTM central committee including MNA Ali Wazir in North Waziristan for inciting people to revolt against the state. According to sources, a clearance operation was conducted on May 24 in Doga area of North Waziristan as part of the sanitisation campaign. Troops deployed on one of the blocking positions received fire from Doga village and a soldier received a bullet injury in his belly. Following the incident, two suspects were taken into custody on May 25. A day after the arrests, MNAs Mohsin Dawar and Ali Wazir on May 26 incited the people to launch an assault on the Army checkpost.

Inspector General of Police (IGP), Khyber Pakhtunkhwa (KP), Mohammad Naeem Khan,on December 24, said his department would review the Fourth Schedule of the Anti-Terrorism Act and would complete the exercise in two weeks, reports Dawn.“We are rationalising Schedule-IV as it has some unwanted names but doesn’t have those, which should be there,” IGP, Khan said.He further said the Fourth Schedule, which had around the names of 3,700 people, including Afghan nationals, would be rationalised in two weeks. All District Police officers would conduct review meetings in their respective areas, while the list would carry only the names allowed by Section 11(EE) of the Anti-Terrorism Act, 1997. He added, Section 11 of the law provides for keeping the names of individuals with terrorist and sectarian connections on a list called Fourth Schedule. Giving details he said, the Police had killed 21 high-profile terrorists associated with the Bali Khiara group in Dera Ismail Khan District during the last one year in a well-coordinated operation. The Khiara group had been active in the areas bordering Punjab since terrorist Bali Khiara took over its reins for five years after the elimination of his predecessor in a US drone strike. The group carried out 28 terrorist attacks last year but the ongoing crackdown carried out by Security Forces (SFs) and Police had almost halved the number.Bali Khiara was on the run but the Police would capture him soon.
