The Tehreek-e-Taliban Pakistan (TTP) on January 12 said that they would cease their occasional attacks on the Army in their stronghold of North Waziristan Agency (FATA) and concentrate attacks on NATO forces in Afghanistan instead – an announcement possibly designed to head off divisions in the insurgency, reports Daily Times. The ceasefire does not apply to the rest of the country, where there are often fierce clashes between the TTP and security agencies. Thousands of soldiers are stationed in North Waziristan. There have been occasional clashes there between the soldiers and TTP, but a leaflet issued by TTP ‘Chief’ Hakimullah Mehsud ordered those to stop. A senior commander confirmed the pamphlet’s veracity. “O Mujahideen brothers! As you know, the Pakistani and Afghan Taliban under the leadership of Mullah Muhammad Omar Mujahid are engaged in jihad against the crusaders and infidels, and are supporters of each others in the ongoing holy war,” the pamphlet said.

Pakistan’s ambassador to the United States Sherry Rehman, referring to continued drone strikes in Federally Administered Tribal Areas (FATA), on February 5 urged the Barrack Obama administration not to cross “red line”, reports Dawn. Rehman said that drones strikes were “a clear violation of our sovereignty and a violation of international law” that threatened stable relations between the two Governments. She rejected persistent media reports that Pakistan tacitly approved the strikes while denouncing them publicly as untrue. “Let me assure you that since we have been in Government, there has been no quiet complicity, no question of wink and nod,” she said. Meanwhile, the White House on February 6 (today) said that US drone strikes on potential terrorist targets were ‘legal,’ ‘ethical’ and ‘wise’ and would continue. “These strikes are legal, they are ethical and they are wise,” White House Press Secretary Jay Carney told a briefing in Washington. “The US government takes great care in deciding to pursue an Al Qaeda terrorist, to ensure precision and to avoid loss of innocent life.” Mr Carney rejected the media criticism of the US drone policy, the day after a Department of Justice memo leaked the conditions in which it viewed drone strikes targeted at American citizens abroad as legal.

Speaking at a grand jirga (tribal council) during a visit to the Landikotal tehsil (revenue unit) of Khyber Agency, he said the Government would utilize all resources to conduct free and fair elections in the tribal region. “There have been no talks with the Tehreek-e-Taliban Pakistan (TTP) for elections in the tribal areas,” Shaukatullah said. The military authorities on April 9 said that they had launched a major military operation against the militants in the remote Tirah Valley of the Khyber Agency in Federally Administered Tribal Areas (FATA) in which 110 militants and 23 soldiers had been killed, reports The News. “After their expulsion from the rest of the tribal areas as a result of military operations, the militants had gathered in Tirah Valley of the Khyber tribal region to continue terrorist acts in the country. “A major military operation was launched against the militants four days ago to dismantle their sanctuaries. In the four days of fighting, 110 militants and 23 Pakistan Army soldiers have been killed and dozens of militants injured,” a senior military official told The News. Pleading anonymity, he said fierce fighting was still going on in the valley between the Security Forces and militants to wrest control of the area. The official said the valley had not been cleared of the militants yet, though jet fighters and gunship helicopters had pounded the positions of militants.

The IG said peace has been restored in Mohmand with the sacrifices rendered by Security Forces (SFs) and tribal elders. “Mohmand Agency is cleared of militants and the nation cannot forget their sacrifices,” he said. According to IG Ghayur, about 170 FC officials have died while 500 have sustained injuries along with hundreds of tribal elders. He claimed militants who escaped following military operations have now taken refuge across the border in Afghanistan and try to infiltrate into Pakistan to sabotage peace. “They (militants) will not succeed in their vested aims,” he pledged, adding “security forces and tribal elders are cautious of their surroundings and determined to maintain the writ of the state.”

Army on September 4 cleared Tirah Valley in Khyber Agency of Federally Administrative Tribal Areas (FATA) of the Tehreek-e-Taliban Pakistan (TTP) militants and restored the Government’s writ after a successful operation that killed 104 militants and injured 64 others, reports Daily Times. At least eight soldiers, including an officer, were lost during the operation. Operational Commander Major General Humayun Aziz said the militants have fled to Afghanistan to avoid arrest or being killed by the forces. Foreign militants of Uzbek origin have also been killed in the operation that continued for 22 days, starting on May 28 and culminating on June 20, he added. The operation was conducted in 99 villages of Maidan and Bagh. The militants have burnt 90 percent of houses in both the areas, he said, adding that initially Army had reports of the presence of 1,000 to 1,500 militants in these areas but during the course of fighting they were found to be no more than 500. Major General Humayun Aziz further said that TTP militants associated with different outfits from Swat District of Khyber Pakhtunkhwa and Bajaur, Mohmand and Orakzai agencies of FATA had taken shelter in these areas. The militants had occupied hilltops in the area and continued to fire at the forces from their positions which have now been captured. General Aziz said that 40,000 persons were dislocated due to operation in Tirah valley.

The Army Chief Reviewed the progress of the construction of the central trade corridor in North and South Waziristan Agencies of Federally Administered Tribal Areas (FATA). He paid tribute to the soldiers and officers who had rendered sacrifices and added that the army's struggle against terrorism was unprecedented. General Kayani is set to retire on November 28, 2013 after leading the army for six years. His successor has not been named yet. The Government has said it will announce the next army chief and chairman Joint Chiefs of Staff committee on the day Gen Kayani retires.

Fazlullah has been based mainly in the mountains of eastern Afghanistan since 2009, when a military operation ended his followers’ brutal two-year rule of Swat valley. TTP spokesman Shahidullah Shahid said Fazlullah was now “commanding the Taliban movement at an unknown location in the tribal areas”. Shahid’s comments came after some Pakistani TV channels reported that Fazlullah had reached North Waziristan Agency. “It is not true that Maulana Fazlullah is in Waziristan, he is in the tribal areas but at unknown location,” Shahid said. The Upper House of the Parliament was informed on December 6 that over 32% of the education institutions in the tribal areas of Pakistan have been destroyed in militancy, reports The Express Tribune. Minister for States and Frontier Regions (Safron), Lieutenant General (retired) Abdul Qadir Baloch informed the National Assembly that over 1,029 educational institutions are non-functional in the Federally Administered Tribal Areas (FATA). He added that majority of the schools were destroyed in the military operation against militants. “Over 947 educational institutions were completely closed due to [the] worsening law and order situation while 82 schools have been damaged in FATA,” Qadir informed the lawmakers in a written reply. Some 4,664 government schools were operational in 2008 in FATA, according to Bureau of Statistics of Khyber Pakhtunkhwa’s reports. Member National Assembly (MNA) Qaisar Jamal Afridi of Pakistan Tehreek-e-Insaf (PTI) had raised the question over closure of educational institutions in tribal areas. “Education system in Fata has been completely destroyed—it must be revived now no matter what,” he said. Providing a breakdown, the written reply informed the Parliament that as many as 944 schools were destroyed in military operations, while 31 in sectarian violence, 16 in floods and eight schools were damaged in local disputes. Around PKR1 billion will be needed to reconstruct secondary schools, PKR 650 million for primary schools, PKR 500 million for colleges and PKR 550 million for elementary schools.

An official of Home and Tribal Affairs Department said that a meeting of the divisional taskforce expressed concern over the increasing incidents of kidnapping-for-ransom and decided to conduct crackdown on the possible dens of criminal gangs. Home and Tribal Affairs Secretary Syed Akhtar Ali Shah, discussed targeted killings, kidnapping for ransom, extortion, arrest of proclaimed offenders and action against the persons whose profiles were provided by the newly established Counter-Terrorism Department (CTD). The official said that the meeting emphasised on carrying out intelligence-led targeted operations in all the four zones of Peshawar simultaneously. During the meeting, Home Department raised the issue of abduction of doctors and asked Police and Intelligence Agencies as to why the groups involved in the kidnappings from Hayatabad were not busted. The officials said that most of the criminal groups belonged to Bara subdivision of Khyber Agency IN Federally Administered Tribal Areas (FATA), which had been declared a conflict zone and political administration was striving to restore writ in the area. The meeting was informed that most of the tribes of Bara were residing as IDPs in various camps elsewhere and no action could be taken against them. The political administration of Khyber Agency assured the meeting that targeted operation would be carried against miscreants in the area.
